CALL TO ORDER Mayor Pro Tem Winget called the meeting to order at 7:04 p.m. 2. EXECUTIVE SESSION There were no Executive Session items. 3. Consider: action to approve a resolutiona authorizing the City Manager to enter intoi the Kroger Texas Opioid Settlement and authorizing submission of the Texas Settlement Subdivision Participation and Release Form regarding the Kroger Texas Opioid Settlement Agreement and full release of all claims. This item was approved on the Consent Agenda as RES-104-24. Passed the Consent Agenda A motion was made by Councilmember Britton, seconded by Councilmember Reaves, including all the proceeding item(s) marked as having been approved on the Consent Agenda. The motion carried with a unanimous vote of those members present. 7. INDIVIDUAL CONSIDERATION 7A. Discuss and consider action to approve a parameter ordinance authorizing the issuance of Certificates of Obligation with the final terms to be approved by the City's pricing officers on any Wendy Badgett, Director of Financial Services, presented this item. Stated the issuance of up to $20 million in Certificate of Obligation debt is recommended to support the Municipal Complex Project. The proposed ordinance would grant final pricing authority to a Pricing Officer, the City Manager and/or the Finance Director, allowing them to approve the issuance only if the conditions outlined in the Parameter Ordinance are met. These conditions must include parameters for maximum true interest cost, maximum principal amount of issue, final maturity date, and an expiration of delegated authority. Discuss and consider action to approve a resolution approving a facility agreement with Jefferson Merritt 190, LLC to allow Developer to file and record final plat prior to completion of required Cori Reaume, Director of Community Development, presented this item. She provided a brief background for the project. She explained that the Rowlett Development Code (RDC) currently requires substantial completion for the filing of a final plat. However, the RDC allows for an improvement agreement, which permits the developer to advance to the final plat stage while constructing public and private infrastructure simultaneously. This approach helps reduce overall construction time. Under such an agreement, the JPIN Merritt Park project could progress efficiently with both public and private infrastructure by allowing funds to be placed in escrow as stipulated in the agreement.
