City of Wallis Regular City Council Meeting Wednesday, November 20, 2024 This is a true and correct copy of the minutes of the Regular City Council Meeting for the City of Wallis, Texas, held on Wednesday, November 20, 2024 at 6:00pm. 1. Callt to Order Mayor Little called the meeting to order at 6:00pm. 2. Invocation and Pledge of Allegiance Led by Mayor Little 3. Roll Call and Certification of a Quorum Aquorum was present. Present were Councilmember Jimmy Lavergne, Councilmember Belinda Halfin, Councilmember Deborah Boren, Counciimember Clark Main. Jr., Councilmember David Marek and Mayor Little. 4. Communication from the Public Alice Hoffman spoke to Council on behalf oft the Wallis Area Chamber of Commerce. Chamber presented Chief Moseley a donation for Kids, Cops and Christmas program. 5. Presentation on Audit - Presentation from Heather Delso with Seidel Schroeder on the Fiscal Year end September 30, 2023 audits. 6. Consent Agenda Motion made by Councilmember Clark Main. Jr., second by Councilmember Belinda Halfin to approve minutes from October 16th and October 29, 2024. Motion passed unanimously. 7. Action on Department Reports a, Public Works = No Action b. Financial Review Motion made by Councilmember Belinda Halfin, second by Councimember David Marek to approve financial review and payment of bills. Motion passed unanimously. 9. Follow up Items a. Mit-Grant Update - Mayor stated that Weishuhn Engineering is working on Changes to the drainage project. b. Downtown Revitalization Project Update - Lights willl be coming in soon, and they will be Grant Pre-application Update - Council was presented with a copy of the Pre-application that was submitted. Ifaccepted should get invite to apply in February: 2025, submit by April 3rd 2025, notice of approval in June 2025. Timeframe to complete project would be e. FEMA Update - Mayor will be talking to TCEQ contact and Chip Reed from Austin County about resubmitting the permit and stated not to close out with FEMA at this point. working oni installing them int the next week. two years. d. Water Well # Grant Update- 10. New Business a. Agenda Request - Steve Reichardt from JNS Construction asking for a variance to have a 5ft. side setback instead of the 10ft required. On Lots 14, 15 & 16 at 5914 Guyler for construction of two residential homes. Motion made by Councilmember Deborah Boren, second by Councilmember David Marek to approve the variance of 5ft side setbacks on lots 14,15&16, 5914 Guyler Street as presented & variance to allow less than 1200 sq. ft home. b. Millbrooke Variance Request - DR Horon'sre request for a variance on lots to allow for 5ft. side setbacks. Motion made by Councilmember Belinda Halfin, second by Councilmember. Jimmy Lavergne to approve ay variance to allow for 5ft side setbacks on 61 lots in the Millbrooke Subdivision Lots 3& 4, Block 8, Lot 7, Block 1, Lots78 & 8, Block 2 and Lot 7, Block 3. Lease Agreement Motion made by Councilmember Belinda Halfin, second by Councilmember Debroha Boren to approve lease agreement between the Wallis Area Chamber of Commerce and City of Wallis for space located at 6810 Guyler Street, Bldg. C, Suite 800, Wallis, TX77485 at $20a month, quarterly payments of $60.00 beginning January 1, 2025. Motion passed unanimously. e. TCEQ Notice Letter - No action Deep Ditch Issues - No action g. First National Bank Depository Contract Motion made by Councimember Clark Main. Jr., second by Councilmember Belinda Halfin to approve the two (2) year renewal option for depository agreement, extending agreement to January 17, 2027, at same terms and rates. Motion passed unanimously. h. Resolution No. 2024-13 Motion made by Councilmember Belinda Halfin, second by Councilmember Clark Main. Jr. to adopt Resolution No. 2024-13; A RESOLUTION OF THE CITY COUNCIL OF THE CITYOF WALLIS, TEXAS, ADOPTING. A COVERED APPLICATIONS, AND PROHIBITED TECHNOLOGY POLICE AS REQUIRED BY TEXAS SENATE BILL 1893 OF THE 88"LEGISLATURE. Motion passed unanimously. Designation of Representative and Alternate for 1093 Rails to Trails Motion made by Councilmember Clark Main. Jr., second by Councilmember Deborha Boren to appoint Belinda Halfin and. Jimmy Lavergne as Representatives and James King as Alternate for the 1093 Rails to Trails Local Government Corporation' Wallis position on the Board. Alternate Municipal Court. EDC Updates Marti Frost gave updates for EDC 1) Theya are currently working on an EDC website 2) Betty Russo will be giving ap presentation at the EDC meeting on Tuesday, December 31d 3) At the last meeting EDC voted to offer to pay half up to $2,500 toward the payment of 4) Waiting on the completion of the Water Well grant before starting on the water study. Councilmember Debroha Boren ask to be excused from meeting due to illness at 9:14pm. Council went into Executive Closed Session; Gov Code 551.072 Real Property at 9:14pm. at 6:00pm. Marti Frost to work on applying for Grant. Executive Closed Session Reconvened into Regular Session at 9:14pm. No Action Future.
