DECEMBER 9th, 2024 The Newcastle City Council met in regular session at the Newcastle City Hall, 608 Broadway Ave, Newcastle, Texas at 6:00 pm on Monday December 9th, 2024, with the following members present: MEMBERS: Mayor ProTem: Dickey Baynes Council Member: Sarah Riley- Absent Jeff Altebaumer Chad Owen Dustin Hobbs Alice Winder City Secretary: OPENING PRAYER: Dickey Baynes called on Aaron Gowens to open the meeting with prayer at 6:06pm. VISITORS: Jarrod Cook- Texas Emergency Management Coordinator Director PUBLIC FORUM: Aaron Gowens expressing his opinion on needing a Dollar store in this town. He mentioned needing a count on active & non-active fire hydrants around town. And he's asking ift the fire hydrant at the intersection ofLubbock & Broadway needs to be replaced because it leaks when APPROVALOFTHE MINUTES FOR NOVEMBER 2024- All city council approved of minutes. APPROVAL OFTHE FINANCIALS FOR NOVEMBER 2024 - Financials were approved. Motion DISCUSSION ON PARK EQUIPMENT- Alice has been in contact with Shane Mallory (school superintendent) and he told her that Teniert (school contractors) had plans to come and put the playground together next week. This is a playground that they donated to the city. they get water from it. This location is where they get water for the fires. Dusty Hobbs made a motion and Chad Owen second it. Approved 4-0 was made by Jeff Altebaumer and Chad Owen second it. Approved 4-0 DISCUSSION ON CITY & YOUNG COUNTY RURAL FIRE DEPARTMENT ANTENNA INSTALLATION & SIGN CONTRACT- The contract was read and Dickie Baynes (Mayor Protem) signed, and J.D. Bruton (Young County Rural Fire Department President) signed the contract. J.D. Bruton is going to take the contract and file it at the courthouse. Motion was made by Chad Owen and seconded by Dusty Hobbs. Approved 4-0 DISCUSSION ON ROLL-OFFS- Lots of discussion and ideas were mentioned. Dickie Baynes provided another quote from Texas Pride Trailers on a Gooseneck Roll-off trailer. Dickie Baynes has some calling around to do. We need to come up with some figures on what the final cost ofthis project will be. And city council members decided that the best thing to do would be to go get a loan for this project while we see about the Solid Waste Grant and ifwe'll be able to apply for. Amotion was made by Jeff Altebaumer and Dusty Hobbs seconded it. Approved 4-0 DISCUSSION ON CREATING. A G/LI NUMBER FOR CODE ENFORCER - City Council agreed to create a G/L: for the code enforcer. JeffAltebaumer made a motion, and Chad Owen seconded it. DISCUSSION ONAPPLYING FORASOLID WASTE GRANT- It was discussed, and Jeff A. and Alice Winder are supposed to get together and get the grant finalized to send it off by Dec. 30th, to see if we can get this grant to help pay for the convenient station we' re trying to fund. Jeff Altebaumer DISCUSSION ON RE-ACCESSING THE BUILDING PERMIT ORDINANCE- City Council decided to change the building permit rates to the following: Building Permits & fees- A minimum fee Residential Building Permits- ift the structure is less than 1,500 square ft. it's $150.00, if the structure is Commercial Building Permits- Will be based on the square footage, at .29 per square feet. Dusty Hobbs made the motion, and Jeff Alterbaumer seconded it. Approved 4-0 Approved 4-0 made ai motion, and Chad Owen seconded it. Approved 4-0 of $50.00 shall be charged for issuing any type of building permit. more than 1,501 square ft. it's $300.00. DISCUSS AND APPROVE THE PURCHASE OF ONTIN HORN FOR QUANNAH BRIDGE- Taylor Lewis called Dusty in November sometime to let him know that they were going to help the city with the updating oft the Quannah Bridge that has needed some work done on it for a while but they're requesting the city pay for one oft the tin horns. Dusty Hobbs called Taylor Lewis during the city council meeting. They have ordered the stuff and when the tin horn comes in the city will reimburse them for it. Dusty Hobbs made the motion, and Chad Owen seconded it. Approved 4-0 DISCUSS AND CONSIDER- the City of Newcastle to give authorization to issue requests for proposals for administrative services (RFP) as a disaster recovery management service provider to complete application and project implementation and requests for qualifications (RFQ) for engineering services for the Federal Emergency Management Agency (FEMA) Public Assistance (PA)/Hazard Mitigation Assistance (HMA)funding administered by the Federal Emergency Management Agency, Texas Division of Emergency Management and/or Texas Water Development Board" Dusty Hobbs made the motion and Chad Owen seconded it. Approved 4-0 EXECUTIVE SESSION: Executive Session as Authorized by Texas Governmental Code Section Discussed Christmas bonuses for employees: Brent Casteel gets $600, A.B. Cheatham get $400, Alice Winder gets $400, Julia Keith gets $150 & Hollie Hawkins gets $250.. Julia Keith passed her Clerk Cer- 551.074 7:00-8:30pm. tification Class SO she will get a dollar raise bringing her up to $16.00 an hour. MAYOR'S UPDATE- Dickie stated that he needed to call engineers & all involved in the dollar store to schedule a zoom meeting to ask them some questions. We ordered batteries for the golf cart. A.B.
