PARK COMMISSION OF THE CITY OF LEON VALLEY, TEXAS NOVEMBER 14, 2024 MEETING MINUTES The Park Commission of the City ofLeon Valley, Texas met on the 14th day of November 2024, at6:30 p.m., at the Leon Valley Conference Center, 6421 Evers Road, Leon Valley, Texas, 78238 for the purpose of the following business, to-wit: LEON VALLEY PARK COMMISSION MEETING, 6:30 P.M. 1. Call to Order, Pledge of Allegiance, and Determine if Quorum is Present. Chair Roger Christensen called the Park Commission meeting to order at 6:35 p.m., with the following Park Commissioners in attendance: Vice-chair Danielle Bolton, Joyce Trent, and Diane Frazier. Absent were Commissioners Ann Sawyer and Elaine Valdez. Commissioner Julie Carreon-Martinez had submitted her resignation from the Commission the previous week. Also present were City Staff 2. Review and Approval of the July 11, 2024 Regular Park Commission Meeting Commissioner Frazier made a motion to approve the minutes from the July 11, 2024 Regular Park Commission meeting. Vice-chair Bolton seconded the motion, member Melinda Moritz and resident Mr. Drew Power. Minutes. and the motion carried unanimously. 3. Citizens to be Heard. Resident Mr. Drew Power addressed the Commission stating he thought the permanent closure of the Leon Valley Community Pool and leaving the Forest Oaks Community Pool open was a great idea and he commended the City Manager for the action, further noting that he had not seen any issues with overcrowding or parking. He went on to explain that the city had most likely saved on maintenance and operations costs that could be used to enhance other park spaces and that the city was more than able to provide this type of recreation with just one pool. He concluded by stating that the city should rehabilitate the Forest Oaks Community Pool so that it was ADA accessible. A general discussion was held regarding the Forest Oaks Community Pool. 4. Old Business a. Discussion - Update on Park Master Plan Revisions Staff member Moritz gave a presentation on the revisions to the Park Master Plan noting the new format, the inclusion of citizen and other stakeholder comments, Page 1 of3 PARK COMMISSION OF THE CITY OF LEON VALLEY, TEXAS NOVEMBER 14, 2024 MEETING MINUTES statistical information, the National Recreation and Parks standards, future planning, and maintenance concerns. She directed the Commissioners attention to the draft plan at their places and asked that they take the plan home, review it, and submit any proposed revisions to her within two weeks, sO that the final draft could be presented to the Commission at their December 12, 2024 meeting. b. Discussion = Update on Communications Boards at the Parks Staff member Moritz explained that the Boards had been received and had been installed at the Raymond Rimkus and Old Mill parks. She further explained that Mrs. Jessie Manley would be coordinating a news announcement soon and would be inviting the mayor to hold a press event at Raymond Rimkus Park. Ms. Moritz urged the members to visit the parks to view the boards C. Reports - Subcommittees - Tree and Swimming Pool Chair Christensen stated that 235 trees had been planted along the Hike & Bike Trail by members of the Bexar Branches Alliance and community members. He expressed his appreciation to the Public Works Crews, the citizens, and the Staff member Moritz stated that the pool report had not been finalized, but that she Alliance for their hard work. would try to bring it to the next meeting. 5. New Business a. Discussion - Arbor Day and Poster Contest Event Staff member Moritz stated that the Public Works Department had given away approximately 270 trees at the annual Arbor Day event and that the posters fort the contest were hung in the library. Discussion - Possible Cancellation oft the December 12, 2024 Meeting Chair Christensen asked the Commissioners if they wanted to cancel the December meeting. The consensus was that the meeting should take place as the Park Master Plan was ini its final revision state and the Commissioners needed delivered to the participants. tor make a recommendation on the final draft. Commissioner's and Staff Comments Commissioner Trent noted that the Public Works Crews were in the process of installing the holiday lights and that they were making good progress. Commissioner Frazier agreed and stated that she was looking forward to the final Vice-chair Bolton reminded the Commissioners that the Leon Valley Historical Society would be holding their annual homestead cleanup and tree trimming on Saturday, from 9-3 pm and she invited everyone to join them, as they were trying Resident Drew Power thanked the Commissioners for letting him sit with them Chair Christensen thanked everyone for coming and wished them a happy product and Holiday Lighting Event. to get the homestead ready for the upcoming holiday events. and listen to the meeting. holiday season. 6.A Adjourn.
