Discuss/Act upon Proposal for Administrative Services for Grant Pre-Application (Phase I), Application (Phase II), and Implementation Services for Texas Community Development Grant Program for 2025/2026 Community Development Fund (and all eligible activities per the application guidance) as administered by the Texas Department of Agriculture. Proposals Submitted: Grant Works, Inc., Langford Community Management Services (City Mgr./Dir. of Fin.) City Manager Frank Rodriguez II presented the proposals submitted. He recommended awarding the Proposal to GrantWorks, Inc., explaining that their payment is based on the grant obtained, not upfront. Pagel 139 Council Member Ruben Falcon expressed concerns about GrantWorks, Inc., citing a history of poor performance and last-minute issues, including a special meeting to address unexpected costs. He mentioned the former GrantWorks, Inc. representative retired and the newi representative assured the city improved service going forward. Discuss/Act upon Bid for Fleet Vehicle Purchase for the Fort Stockton Police Department Utilizing Funds from the Byrne Discretionary Grants Program for FY24. Bids Submitted: Deffender Supply, Sames Laredo Chevrolet, Inc., Superior Buick Chevrolet GMC (C.O.P.) Sergeant Derek Stratton presented the bids submitted for the Fleet Vehicle Purchase. He explained Superior Buick Chevrolet GMC submitted the lowest bid; however, there were stipulations on payment, requiring immediate payment after awarding, which was not feasible. He compared Superior Buick Chevrolet GMC with Sames Laredo Chevrolet, noting that Sames Laredo Chevrolet is more expensive but allows for payment until delivery. He highlighted the differences in vehicle availability and delivery timelines, with Superior Buick Chevrolet GMC having vehicles ready now and Sames Laredo Chevrolet, Inc. requiring a longer delivery time. He further stated Superior Buick Chevrolet GMC would delay vehicle delivery to mid-February due to stalker radars and canine cages. Chiefofl Police Ernesto Velasquez discussed the financial implications of choosing Sames Laredo Chevrolet, Inc., noting a significant cost savings, but a need to outsource the vehicle outfitting. He emphasized the potential savings ofr nearly $51,000 by choosing Sames Laredo Motion was made by Council Member Darren Hodges, seconded by Council Member Ruben Falcon, and carried unanimously to award the Bid for Fleet Vehicle Purchase for the Fort Stockton Police Department Utilizing Funds from the Byrne Discretionary Grants Program for FY24 to Superior Buick Chevrolet, contingent upon receipt of the title upon payment. Discuss/Act upon Ordinance No. 24-129, An Ordinance ofthe City ofl Fort Stockton Adopting a Revised Personnel Policies & Procedures Manual for the City of Fort Stockton, Texas; Repealing the Prior Personnel Policies & Procedures Manual oft the City; Containing a Savings Clause; and City Attorney Jesse Gonzales, Jr. explained this ordinance would adopt and revise personnel policies addressing inconsistencies and contradictions in previous language pertaining to comp- time. He explained the changes simplify the language making it clearer for all employees, Providing for the Publication and Effective Date Thereof. (City Atty.) including new. hires. Motion was made by Council Member Darren Hodges, seconded by Council Member Paul Jerome Chavez, and carried unanimously to approve Ordinance No. 24-129, An Ordinance of the City of Fort Stockton Adopting a Revised Personnel Policies & Procedures Manual for the City of Fort Stockton, Texas; Repealing the Prior Personnel Policies & Procedures Manual ofthe City; Containing a Savings Clause; and Providing for the Publication and Effective Date Thereof.
