Minutes of the New Market Town Council Meeting Monday, October 21,2024 6:30 pm 2 3 4 5 6 The New Market Town Council met in the Council Chambers oft the Arthur L. 7 Hildreth, Jr. Municipal Building on Monday, October 21, 2024, with the following 8 members present: Mayor Larry Bompiani, Vice-Mayor Peggy Harkness, Bob King, Peter 9 Hughes, Janice Hannah, and Scott Wymer. Council member Daryl Watkins was absent. 12 quorum with 6 members present. The Pledge of Allegiance was recited in unison. J.1 D. Fadley Mr. Fadley gave a power point presentation. Mr. Fadley reported that the public 57 works department repaired a 6" water main at 37 West Lee Highway. They continue to 58 assist in the setting up ofe events and clean up, along with their regular monthly 59 maintenance of the community park and town properties. For the water department, Mr. 60 Fadley reported that the service line inventory was submitted to the Virginia Department 61 ofHealth (VDH). They completed discharge monitoring for the 3rd quarter report for the 62 Department of Environmental Quality (DEQ). The GIS system was updated with the 63 service line material as required by VDH. The wet well level control at Fleming pump 64 station was replaced. He also reported that consumer notices for service line inventory 65 per VDH's guidelines were handed out. Planning Department Monthly Report - Ms. Summer Barden Ms. Barden reported on permits that were approved as follows: zoning permits for 70 decks at 179 W. Lee Street, and 1781 Early Street, a zoning permit for a carport at 164 71 Early Street, and a home occupation permit for digital arts and crafts at 775 Clicks Lane, 72 and two sign permits for the church at 9394 George Collins Parkway. 73 74 75 3. Public Safety Monthly Report - Sgt. George Smoot Sgt. Smoot attended the meeting for Chief Rinker as he was out oft town. Sgt. 76 Smoot had printouts for the council with the monthly reports. He gave a briefreport of 77 the flock camera success. Sgt. Smoot offered to answer questions ift there were any. He 78 introduced the new officer that was hired, Heather Hess, and gave a briefhistory ofher 79 law enforcement career. He gave thanks to the other officers. for working extra shifts and 80 filling in during the hiring process. Officer Hess was warmly welcomed by the council. A 81 copy of the printout is on file with the minutes. 82 83 84 4.1 Events & Marketing Monthly Report - Ms. Savannah Frazier Ms. Savannah Frazier presented aj power point presentation. Ms. Frazier reported 85 that both Cross Roads Music Fest and Movie Night in the Park are done for the year, and 86 both ofthe events were well attended. Ms. Frazier gave a briefo overview oft the. JMU 87 Internship + Business Connection Event, and noted it was a great networking 88 opportunity. This was a collaboration ofs several local businesses in the county, along 89 with 15. JMU departments. They are looking at hosting another one in the spring. She 90 noted that she and thel New Market Police Department attended the Trick or Treat event 91 at the American Celebration on Parade. Ms. Frazier reported that the Fall Festival was a 92 huge success, and she was receiving a lot of positive feedback. Also, the Public Works 93 ribbon cutting was held in September. She reported the upcoming events are Tour with 94 the Shenandoah County Tourism of downtown New Market, Trick or Treat on Congress 95 Street, Tis the Season festivities, along with the Tis the Season parade, and the Flashlight 96 Candy Cane Hunt. She will be attending the Virginia Tourism Summit in November.. A 97 copy of the presentation is on file with the minutes 98 99 Action Items: 100 The only action item listed was for the discussion and consideration oft the appointment to 101 the Planning Commission for Mr. Bob King. Mr. Garrison stated that Mr. Bob King 102 position on the Planning Commission expired in July 2024, and he has stated he would 103 like to serve another term. Mr. Garrison asked the council to consider making a motion to 104 appoint Mr. King effective July 2024 to the Planning Commission for another four-year 107 Mr. Hughes moved to appoint Mr. Bob King to the Planning Commission for another 108 four-year term effective. July 2024. Mrs. Hannah seconded the motion. The subject matter of the meeting is the Voluntary Settlement Agreement 134 matters regarding annexation. As well as, to discuss the performance and 135 employment ofas specific local government appointee, as authorized by section 2.2- 136 3711(A)(1) oft the: state code. The subject matter oft the meeting is the Town 137 Manager. The third item to be the discussion oft the award ofaj public contract 138 involving the expenditure of public funds, including interviews ofbidders or 139 offerors, and discussion ofthe terms or scope ofsuch contract, where discussion in 140 an open session would adversely affect the bargaining position or negotiating 141 strategy ofthe public body, as authorized by section 2.2-3711(A)(29) of the state 142 code.
