TOWN OF DAYTON COUNCIL WORK SESSION November 12, 2024 COUNCILCHAMBERS, DAYTON TOWN HALL COUNCIL MEMBERS PRESENT: Mayor Jackson, Vice-Mayor Bradford Dyjak, Melody Pannell, and Bob Wolz. Robert Seward resigned from council effective July 31, leaving his seat vacant. Emily Estes arrived at 5:13 p.m. and Susan Mathias arrived at 5:47 p.m. COUNCIL MEMBERS ABSENT: None ALSO PRESENT: Brian Borne, Town Manager; Jordan Bowman, Town Attorney; Christine Wade, Deputy Clerk; Meggie Roche, Economic & Community Development Coordinator; CALLTOORDER: Mayor Jackson called the Work Session to order at 5:04 p.m. and Christine OPEN SESSION: Mayor Jackson announced the need to modify the Work Session Agenda this evening by adding a closed session after item #1. Councilperson Dyjak made the motion, which was seconded by Councilperson Wolz. The motion was approved unanimously with a 4-0 vote, Mayor Jackson indicated that the first topic for discussion was the FY 26 Budget and invited Town Manager Borne to present. Mr. Borne explained that he would cover resource constraints and preliminary budget priorities, urging the Council to keep these considerations in mind during their upcoming discussions. He emphasized that as the manager, part of! his role involves ensuring the proper management oft the Town while advising the Council on financial conditions and future needs. Mr. Borne then shared a slide show with the Council. After his presentation, CLOSED SESSION: Mayor Jackson asked for a motion to go into a Closed Session as authorized by Virginia State Code Section 2.2-3711(A)(8): for consultation with legal çounsel employed by a public body regarding specific legal matters requiring the provision of legal advice by such counsel. The subject matter oft the closed session is legal advice concerning Town Code. Provisions. Councilperson Wolz moved, and Councilperson Dyjak seconded the motion. The motion passed by an all ini favor vote of5-0 with one member absent. OPEN SESSION: At 5:54 p.m., the Council returned from closed session on ai motion by Councilperson Dyjak, which was: seconded by Councilperson Mathias and passed unanimously CERTIFICATION: Mayor Jackson read the certification for Council with respect to the just- concluded closed session, that to the best of each member's knowledge, () only public business matters lawfully exempted from open meeting requirements under The Virginia Freedom of Information Act and (ii) only such public business matters as were identified in the motion by which the closed meeting was convened were heard, discussed or considered in the meeting by the Council. Deputy Clerk ofCouncil Wade took a roll call: MATHIAS - CERTIFIED; DYJAK Jennifer Reppe, Public Works Supervisor and Christa Hall, Treasurer. Wade, Deputy Clerk called the roll. while two members were absent. Mayor Jackson expressed gratitude to him for the insights provided. with 6-0 vote with no members absent.
