The Town ofNew Market 1793 Town Council Minutes General Session 40 South Alley, New Market, MD 21774 November 14, 2024 - 7:00 p.m. The Mayor and Council of the Town of New Market met in person and virtually via Zoom on Thursday,Noyember: 14, 2024, with Mayor Winslow Burhans presiding. Council members present were Dennis Kimble, Shane Rossman (via Zoom), and Michael Wright. Councilmen Chance and Weatherly were absent. Tim Rye, Town Engineer; Steve Pippin, President, NMCP; and Debra Butler, Clerk-Treasurer (via Zoom), were also present. The meeting was called to order at 7:12 p.m. ADMINISTRATIVE BUSINESS The minutes of October 10, 2024, were deferred to the December 14, 2024, meeting. CONTINUED BUSINESS Glo-Fiber Franchise Agreement Mayor Burhans reported that the Council met in an Executive Session before the General Session to consult to obtain legal advice under General Provisions Article $305(b)(7). Gerald Lederer, Esq., discussed the changes requested by Council to Bryan Byrd, a representative from Shentel. The changes will be made, and the matter will be back on the agenda on December 14, 2024. Public Comment: Joe Oliverio, Tobias Gregory Stormwater Management Facility MOU with Frederick County Mayor Burhans and Town Engineer Tim Rye presented the Stormwater Management Facility MOU and the Deed of Fasement/MAaintenance Covenants and Agreement. Concerns were raised that this facility may be diverting runoff originally flowing north toward Lake Linganore South to Main Street. The Council conditionally approved the MOU, provided the County shared drainage area mapping showing the existing and proposed boundaries SO staff could confirm that additional runoffi is not being directed toward the Town. Ar representative from Wilson T. Ballard will look at the issue that Mr. Wilson is having with his Mr. Rye provided an update on this issue. He downloaded the project plans from the County's website, compared the storm drain system to the MDE Watershed Map, and confirmed that the driveway. project would not divert additional runoff toward Main Street. Reading of bids received for Bid No. 25-002-1 Partially Enclosed Pavilion Mr. Rye presented the two bids received for Bid No. 25-002. The matter was continued to November 26, 2024, for a recommendation ofaward. NEW BUSINESS Discussion ofmeasures for performance evaluation for future hires There was a discussion on providing a performance evaluation for the Main Street Program Manager. Councilman Weatherly and the staff provided samples. By agreement, the employee performance review for the Main Street Program Manager will be simply a cut and paste ofthe 1) Employees are to demonstrate jobl knowledge under the Five Point Approach. 2) Add another line under comments titled "Expectations" to be completed by the evaluator. 3) The employee will complete a separate document to self-assess the nine bolded topics. Mayor Burhans suggested holding an Executive Session on Tuesday, November 26, 2024, to Iowa form with the following additions: discuss hiring a Main Street Program Manager. LIAISON REPORTS Councilman Rossman discussed his concerns about speeding through the Historic DistriƧt after reviewing the Speed Camera report submitted by Mr. Dommel. Mr. Rye will present a proposed concept design showing narrowing pedestrian nodes on Main Street.
