RESOLUTION 2024-12-446 A RESOLUTION OF THE CITY OF LYNN HAVEN, FLORIDA, OBLIGATING FUNDS RECEIVED UNDER THE AMERICAN RESCUE PLAN. ACT. WHEREAS, on March 11, 2021 the President of the United States signed into law the American Rescue Plan. Act (ARPA) toj provide continued relief from the impact of the COVID-19 pandemic; and WHEREAS, the ARPA program appropriates funds to assist state, local, tribal and territory governments ini responding tot the COVID-19: pandemic (the "Coronavirus State and] Local Fiscal Recovery Funds"); and December 31, 2026; and WHEREAS, ARPA funds must be obligated by December 31, 2024, and used by WHEREAS, on January 25, 2022, the City identified 4 projects tol be funded with. ARPA monies: the 7th Street Drainage Improvements, E. 10th Street Drainage Improvements; 1600 Block ofl Indiana Drainage Improvements; and New Reuse Plant at Mill Bayou; and December 31, 2026, such that $4,900,000isa available to be reallocated; and WHEREAS, many of those previously approved projects will not be completed by WHEREAS, thel Finance Committee has recommended that the City use the ARPA funds to completely pay off the note obtained by the JDF Revocable Trust to finance the 17th Street Stormwater Ditch Project. NOW, THEREFORE ITI BE RESOLVED, by the City Commission of the City ofLynn Haven, Florida, that the City's ARPA funding shall be used as follows: 1. Payoff1 17th St. Stormwater Ditch Project-- $4,300,890.48 2. Remaining funds to Various Stormwater Projects, Debt Service and Administration THIS RESOLUTION shall be effective immediately upon passage. PASSED in regular session this oay of ob2024.
