BRADBURY CIVIC CENTER 600 Winston Avenue, Bradbury, CA 91008 EEITYOBE BRADBURY CALL TO ORDER The Regular Meeting of the City Council of the City of Bradbury was called to order by Mayor Barakat at 7:00 pm followed by the Pledge of Allegiance. ROLL CALL- PRESENT: ABSENT: STAFF: Mayor Richard Barakat, Mayor Pro Tem Richard Hale, Councilmember Bruce Lathrop and Councilmember Liz Bruny. Councilmember Monte Lewis. City Manager Kevin Kearney, City Clerk Diane Jensen, Management Analyst Mario Flores, City Planner Jim Kasama and City Attorney Cary Reisman. Mayor Barakat made a motion to excuse Councilmember Lewis from the meeting. Councilmember Bruny seconded the motion which carried 4:0. APPROVAL OF AGENDA: the motion, which passed, 4:0. Mayor Pro Tem Hale motioned to approve the Agenda with Councilmember Bruny seconding DISCLOSURE OF ITEMS REQUIRED BY GOVERNMENT CODE SECTION 1090 & 81000 ET. Inc compliance with the California Political Reform Act, each City Councilmembers has the responsibility to disclose direct or indirect potential for a personal financial impact as a result of participation in the SEQ. decision-making process concerning agenda items. City Manager Kearney spoke of two changes to the Consent Calendar: Part d, Resolution No. 24-28. Demands & Warrants for October, 2024 a. Mayor Pro Tem Hale made a motion to approve the Consent Calendar with the changes stated above. Councilmember Lathrop seconded that motion, which passed 4:0. 3. PRESENTATION-LOSANGELESCOUNTY, ASSESSOR, JEFF PRANG Jeff Prang, Los Angeles County Assessor, presented insights into his office's functions and recent updates such as property assessments within the county, technological advancements for property owner services, and Proposition 19's impact on property tax bases and inheritance benefits. He took questions and provided clarifications to council members regarding assessment procedures. 4. 1271LEMON. AVENUE-APN: 8527-025-020 CALIFORNIA. AMERICANWATER American Water presented plans to retire the Lemon Reservoir at the northeast corner of Lemon Avenue and Barranca Road, detailing the project's environmental assessment, noise mitigation, and community outreach efforts. The following residents spoke about their reasons for opposing this project as well as four letters received from neighbors, which were presented to the City Council. 1. Scott Weisner 2. CONTRACT NEGOTIATIONS UPDATE = BRADBURY ROAD WIDENING PROJECT Dave Gilbertson, City Engineer, provided an update on the Bradbury Road Widening Project, including negotiation status with two potential contractors. The council discussed budget considerations and project specifications. Councilmember Bruny made a motion to authorize negotiation of construction costs cap at $600,000 based on "estimates received." This motion was seconded by Mayor Pro Tem Hale and carried 3:1. Council Councilmember Lathrop opposed. Council asked that clarification of expenses to be supplied at a later date or at next meeting.
