The catch basins would connect to an underground conduit that runs south on Wildrose Avenue and Bradbury Road, and the storm drain would connect to an existing storm drain near the intersection of Lemon Avenue and Bradbury Road. Hence, the water that currently flows out of the Bradbury Estates and into the gutter on Wildrose Avenue would be captured and diverted underground (SEE ATTACHMENT#) FINANCIAL ANALYSIS After initial conversations with the City of Monrovia and a preliminary analysis, the City's Engineering firm, RKA Consulting Group, has drafted a cost estimate of $913,000 (ATTACHMENT #2). Although the Cities of Bradbury and Monrovia have had initial conversations about cost sharing, there has not been a determination yet on the ratio of splitting costs. In response, Staff surveyed a handful a contract city and found that a number of them already have a radio in their EOC. This includes the cities of Duarte, Temple City, Rosemead and La Canada Flintridge. The cities reported less of a need to contact LASD for updates on emergency LASD has a detailed process before they allow civilians to connect toi their radio systems. Ins summary, the following steps are: 1) establish a need, 2) go through an extensive background check, and 3) take an LASD-sponsored radio class. Staff has already initiated the process with LASD and has been coordinating with them. The designated person to hold the radio would be the Kevin Kearney, City Manager, and the need has already been established through City EOC usage. Additionally, Dr. Kearney has aiready completed the LASD background check. What is left is to take the LASD-sponsored Aside from going through LASD's processes, the City would alsol be coordinating with the Los Angeles Regional Interoperable Communications System (LA-RICS). LA-RICS is a Joint Powers Authority that works to create a unified web of communication and eliminate barriers to mult-jurisdictional radio communications amongst public safety departments. Similar to other agencies in the County, LASD utilizes LA-RICS to host their radio situations, e.g. wildfires. class, which is in the process of being scheduled. networks. ANALYSIS City employees connecting to LASD's1 frequency is not a new concept. In Bradbury Staff's informal survey, Staff found that LASD allows other cities' public safety employees, code enforcement officers, and parking enforcement officers to connect to their systems. Many public safety agencies elect to move forward with a Motorola radio, which costs over $12,000. However, after extensive discussions with Foothill Communications, the Kenwood would fit the needs of the City at a fraction of the cost. The Kenwood VP8000 is also the same Approval of Radio Purchase Page 3 of3 radio that the Director of Public Safety in the City of Duarte utilizes, and it meets all the trunking and encryption requirements as specified by LASD and LA-RICS. Foothills Communications was chosen because 1) they are closely located in Monrovia, 2) the City of Duarte also utilizes and recommends their services, and 3) their standard set pricing. Foothill Communications will be utilizing the pricing set by the National Association of State Procurement Officers, which has pre-negotiated pricing for the Kenwood radio and associated services. Any agency in California can utilize the set pricing, which makes price differentials amongst companies less of a concern. For a singular radio, LA-RICS requires a monthly fee of $20 (or $240 a year) to connect to their system. LASD does not have an issuance or monthly fee. The purchasing of the Kenwood radio and subscribing to LA-RICS does fall under the City Manager's $7,500 purchasing approvals pursuant to Bradbury Municipal Code Section 2.07.250. However, with the sizeable unbudgeted amount, Staff thought it would be best to seek City Council approval of the purchase. This report also serves as a notification that such a radio would be residing with the City Manager.
