Rezoning Case 24-04-PLBD-00076, 7800 Eversfield Road From AG (Agricultural) To RS-40 (Single-Family Residential): Located on the east side of Eversfield Road (SR 2109),1.02: miles north of the intersection of] Eversfield Road with Oak Ridge Road, Guilford County Tax Parcel #150401, this is a request to rezone the subject property, which contains a total of 45.79 acres: from AG (Agricultural) to RS-40 (Single-Family Residential). The Stokesdale Town Council will have the final authority to approve or deny the request. The request is consistent with the Stokesdale Future Land Use Plan designation of Residential; thus, ifa approved, a future land use plan amendment is not required. Mayor Pro Tem Foy asked Budget Officer Thacker to introduce the budget. Budget Officer Thacker presented the General Fund Budgetand the Water Enterprise Fund Budget for the 2024-2025 Fiscal Year. Consideration of a Resolution Requesting the Guilford County Board of Elections to Add a Referendum to the November 2024 Ballot for a Vote to Enable the Location of an ABC Store in the Corporate Boundaries of the Town of Stokesdale (Resolution R-2024-02). (Councilman im Rigsbee) Councilman Rigsbee spoke and introduced Mr. Nigel Sullivan, the General Manager of Mr.Sullivan presented his prestation about the possibility of an ABC Store in the Greensboro ABC Board to give aj presentation. Stokesdale. Councilman Landreth made a Motion to continue this agenda item until the July 11, 2024, regular Town Council meeting. Councilman Jones seconded the motion. Mr. Greco said that he has water system plans. There is a subdivision in various stages of review with plans. Mr. Greco came to the Stokesdale Town Hall with a check for $4,400.00 and a set of water plans to submit. Town Staff reached out to Guilford County who said that an individual cannot put in any improvements until a preliminary plat is in place. Mr. Grecosaid that he was not trying to put in any improvements buti is looking for his plans to get reviewed. Mr. Greco requested clarification of the Ordinance Councilman Jones made a Motion to let section 5-2 govern in this case and allow Mr. Greco and Land Solutions to proceed by submitting the application for the preliminary plat and water inspection at the same time as long as all the paperwork is filed, all the in order to submit his water plans. plans required are submitted, and all the fees are paid. (Mayor Pro Tem Derek Foy) Attorney Winfree said in July that the Piedmont Triad Regional Council is going to review the Ordinance. Attorney Winfree asked if the Town Council wanted toi move decision making away from the Planning Board or the' Town Council to administrative The Town Council decided to leave things the way they are and to have the Piedmont staff at Guilford County. Triad Regional Council review the ordinance. No motion was made. 13. Consideration of 2024-2025 Fiscal Year Budget Ordinance (Ordinance No. 0-2024-02). (Mayor. Pro Tem Derek Foy) Mayor Pro Tem Foy made a Motion to adopt the 2024-2025 Fiscal Year Budget Ordinance (Ordinance No. 0-2024-02) as presented. 254 Councilman Rigsee seconded the motion. Councilman Jones said that he is mostly in: favor of the budget and intends to vote for it, but he is conscious that every dollar the Town spends is taken from the taxpayers and wants everyone to remember that. He said that appreciates all the effort that the Council and staff have put into the budget. Councilman Rigsbee said that he objects to Councilman Jones recommended that the Council vote for the Water Enterprise Fund the money going to the traffic officer out of the Town's budget. and the General Fund separately to avoid confusion. Budget Officer Thacker explained that if are ever any changes with the ordinance or if the Town is over or below any of the expenses that we do: not have in the balanced budget that we are required to maintain by statute, then the Council are required to make amendments to the ordinance. Consideration of a Resolution Ratifying and Authorizing Execution of an Interlocal Agreement Pertaining to the Provision of Animal Shelter and Animal Control Services by Guilford County to the Town of Stokesdale (Resolution R-2024-03). (Councilman Jim Rigsbee) Attorney Winfree said that thei resolution adopts the County's Article 5 which deals with animal control. Iti is a two-year commitment and can be cancelled with a one-year notice. The Town would be committed to this through June of 2026, and will expire without Board action. The Town is obligated by State Statute toj provide animal control Councilman Rigsbee made a Motion to adopt a Resolution Ratifying and Authorizing Execution of an Interlocal Agreement Pertaining to thel Provision of Animal Shelter and Animal Control Services by Guilford County to the' Town of Stokesdale services. (Resolution R-2024-02). 257 This resolution was adopted as Resolution R-2024-02 instead of Resolution R-2024-03 because the original R-2024-02 did not get adopted earlier in the meeting. Council Comments. Mayor Crawford: Thanked everyone for their well wishes and their prayers. He said that he is back and wishes to continue to a contribution to the Town and Town Council.
