BOROUGH OF SEVEN FIELDS COUNCIL MEETING November 25",2024  Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers of the Seven  Fields Borough Municipal Office at 2200 Garden Drive, Seven Fields, PA 16046.  ROLL CALL:  Present: Council President Kimberly Regan-Koch, Council Vice President Dawn Servello, Council Member  Morgan Hardesty, Council Member Jeff Smouse, Treasurer Elaine Comunale, Manager Thomas B. Smith, Engineer Amy Gaona, and Solicitor Megan Turnbull, Esq.  Absent: Council Member Lou Borghi  Council President Regan-Koch began the meeting with the Pledge of Allegiance.  Public Participation None  Approval of Council Meeting Minutes for November 12th, 2024  Upon a motion made by Council Member Hardesty and a second by Council Vice President Servello, the  following was resolved:  RESOLVED: Borough Council approved the Meeting Minutes of the November 12th, Council Meeting Minutes  as presented.  2025 Seven Fields Budgets  Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, Council Member  Smouse voted no, the following was resolved:  RESOLVED: Borough Council approved the 2025 Seven Fields Budgets. Legal Ad Ordinance No. 9 (2025 Seven Fields Milage Rate  Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was  resolved:  RESOLVED: Borough Council approved the legal advertisement for amending Ordinance No. 9 to set the 2025  millage rate at 7mill.    BOROUGH OF SEVEN FIELDS COUNCIL MEETING November 25th, 2024  Ordinance No.107 (Adopting ai fire insurance escrow Ordinance pursuant to Pennsylvania Act93 of1994 Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was  and providing for penalties for noncompliance  resolved:  RESOLVED: Borough Council approved the advertising of Ordinance No. 107, adopting at fire insurance escrow.  Resolution No. 2024-26 (Zoning Hearing Board Re-Appointment  Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was  resolved:  RESOLVED: Borough Council approved the re-appointment of Brockton Skeen to the Seven Fields Zoning  Hearing Board with a term expiring 12-31-2027.  Resolution No. 2024-27 (Zoning Hearing Board Re-Appointment,  Upon a motion by Council' Vice President Servello and a second by Council Member Hardesty, the following was  resolved:  RESOLVED: Borough Council approved the re-appointment of John Popojas to the Seven Fields Zoning  Hearing Board with a term expiring 12-31-2027.  Resolution No. 2024-28 (Zoning Hearing Board Re-Appointment)  Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was  resolved:  RESOLVED: Borough Council approved the re-appointment of Richard DeBlasio to the Seven Fields Zoning  Hearing Board with a term expiring 12-31-2027.  Resolution No. 2024-29 (Planning Commission Re-Appointment)  Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was  resolved:  RESOLVED: Borough Council approved the re-appointment of Gary Wojcik as a Seven Fields Planning  Commission Member with ai term expiring 12-31-2027.  2    BOROUGH OF SEVEN FIELDS COUNCIL MEETING November 25th, 2024  Resolution No. 2024-30 (Planning Commission Re-Appointment)  Upon a motion by Council Vicel President Servello and a second by Council Member Hardesty, thei following was  resolved:  RESOLVED: Borough Council approved the re-appointment of Russell Zangrilli as a Seven Fields Planning  Commission Member with a term expiring 12-31-2027.  Resolution No. 2024-31 (Planning Commission Re-Appointment)  Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was  resolved:  RESOLVED: Borough Council approved the re-appointment of Matthew Lautman as a Seven Fields Planning  Commission Member with a term expiring 12-31-2027. Seven Fields Water Company (Residential Water Meters)  Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was  resolved:  RESOLVED: Borough Council approved the purchase of 102 residential water meters as Phase Ill oft the Seven Fields water meter replacement programing replacing older meters to new digital technology from EAP  Industries, Ince. Ini the amount of $33,966.  Seven Fields Public Works (Salt Storage Bi Parting Sliding Door)  Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was  resolved:  RESOLVED: Borough Council approved the quote provided by Gateway Industrial Products to replace the  Seven Fields salt shed with a new door/protective curtain in the amount of $3,975. Seven Fields Public Works Garage/AAFD Substation-Electric Garage Heater  Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was  resolved:  3    BOROUGH OF SEVEN FIELDS COUNCIL MEETING November 25th, 2024  RESOLVED: Borough Council approved the quote from The Mechanical Services Company in the amount of $4,398 to install one new electric heater int the shared garage, on the Adams Twp. Fire Department side, in the  amount of $4,398.  Seven Fields Public Works/Water Department-Verizon Connect GPS Tracking  Upon a motion by Council Vice President Servello and a second by Council President Regan-Koch, Council  Member Smouse voted no, the following was resolved:  RESOLVED: Borough Council approved a quote from Verizon Connect to allow the viewing of vehicle location, fleet maintenance, and fuel management in the Public Works vehicles in the amount of $56.85 monthly for (3)  vehicles.  Seven Fields Community Center Rental Policy  Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was  resolved:  RESOLVED: Borough Council amended section (F) to allow residents to reserve 12 months in advance.
