Coordinator of Historic & Environmental Preservation Coordinator of Historic & Environmental Preservation English gave the following report: staff handed out approximately 150 notices for property maintenance violations to property owners. The Borough received some positive responses and noted that many of them are already scraping and painting their properties. Moved Ms. Lawson seconded Mr. Bales to accept the recommendation of the Borough of Gettysburg Historic Architectural Review Board (HARB) following its review during a meeting held on October 16, 2024 and to approve the grant ofa Certificate of Appropriateness for the following application as presented: COA-240077 MAJOR PROJECT: 428, 430-432 S. Washington Street = Wellspan Properties Inc. for the demolition of two residential buildings on the same parcel for the donation of this clean site to Adams County Habitat for Humanity for the reconstruction of two new buildings creating three total residential units as submitted in the application dated October 7, 2024. Parking Department Parking Manager Fissel gave the following report: there were 44 Local Privilege Parking (LPP) Permits issuedi in October; 17 people purchased reserved spaces in thel Racehorse Alley Parking Garage for the month of October, and the PA State Police Commonwealth Law Enforcement Assistance Network (CLEAN) Audit has been completed. Moved Mr. Berger seconded Ms. Lawson to set a temporary daily rate of $18.00 for parking in the Borough's Racehorse Alley Parking Garage on Saturday, December 7, 2024, during "A Gettysburg Christmas Festival" holiday special event produced and sponsored by Main Street Gettysburg, Inc. Public Works Department Public Works Director Harbaugh gave the following report: fall brush pickup has been completed; fall leaf pickup began on November 4th and will continue throughout the remainder oft the year, and he reminded everyone not to mix leaves and grass clippings with the brush and toj place the brush and leaves along the curb and not in the street; and ongoing maintenance to include street sweeping, right-of-way tree trimming, traffic signal and street light maintenance. Councilman Bales asked why it is a better option to purchase a new dump truck rather than Public Works Director Harbaugh responded that the dump truck is twenty-five years old and has a rusting frame which will soon not pass inspection. The cost to repair the frame is approximately $40,000a and he said thet truck is not worth that amount, sO that is why iti isa al better option repair the current truck. to purchase ai new dump truck. Councill Business Meeting Minutes November 12, 2024 Page2of7 Moved Ms. Sanders seconded Ms. Lawson to authorize a budget modification for fiscal year 2024 for the transfer of $57,394.00 from line item 01-100-100 (General Fund Reserves) to line item 18-430-740 (Capital Projects Fund Purchase / Machinery) for the purchase of a 2024 Western Star 47X Chassis Dump Truck. Motion carried unanimously. Borough Engineer Borough Engineer Clabaugh highlighted the progress on the Gettysburg Inner Loop (GIL) Phase B2 project as follows: the water and storm drain on the north side oft the railroad tracks up to the Bridge at Stevens Run is complete. Connection to the water line at Chambersburg Street is also complete. Construction crew will be working on the water line and storm drains between Chambersburg Street and the railroad tracks over the next several weeks. Due to delays with CSX, the boring is being postponed until the first two weeks of January while Gettysburg College is still on break and they also indicated that the boring will not need to be done continuously 241 hours per day. The completion oft the first phase oft the project (replacement of underground utilities) is scheduled to be complete near the end of January. The plans and specifications have been complete for the next phase of the project (CDBG curb and sidewalk replacement). The CDBG project is being advertised for bids on November 11thand will be opened on November 25th. President Matthew Moon asked if the rescheduling change would affect the overall cost of Borough Engineer Clabaugh responded that the change to the delay in time will not affect the cost, but if during the excavation they hit al lot of rock it could potentially impact the cost. President Matthew Moon said therei is no opposition from Council to delay the Boring Project Moved Ms. Lawson seconded Mr. Carr to approve the Application for Payment #2 to York Excavating Company, in the amount of $168,935.25, for the North Washington Street Water and Storm Project, as recommended by the Borough Engineer. Police Department ChiefGlenny gave the following report: pointed out that the department surpassed last year's totals except for crashes; and they arej preparing fort the upcoming Remembrance Day Parade scheduled for November 16th. Secretary Stull gave a shout out tol Debra English whoi is celebrating her fifth-year anniversary Manager Gable gavet thei financial report as follows: thei revenues are in excess ofexpenditures at $827,000 which is largely due to the American Rescue Plan Act (ARPA) Fund noting that the use of these funds has been reimbursing salaries per Council's directive; the General Fund checking with the Borough this month. Moved Mr. Carr seconded Mr. Berger to approve all bills and payrolls for the month as Moved Mr. Carr seconded Mr. Bales to adopt Resolution No. 111224-2appointing: Maher Duessel, a firm ofc certified public accountants registered in the Commonwealth ofPennsylvania, as the independent auditor of the Borough of Gettysburg, effective during and for fiscal year 2025, in order to make an independent examination oft the: accounting records oft thel Borough for fiscal year 2024 and to perform such other duties and to exercise the powers as conferred upon an independent auditor under the Borough Code. Stull, to give notice and to cause the same to be published that the proposed budget, providing an annual estimate of revenues and an annual estimate of expenditures for fiscal year 2025, has been prepared and will be made available for public inspection for a period of not less than ten (10) days, commencing on Monday, November 25, 2024 and ending at the close of business on Monday, December 9, 2024, prior to the completion and adoption of the budget for fiscal year 2025 by the Borough Council. Moved Mr. Carr seconded Mr. Berger to authorize the preparation and finalization ofa proposed resolution, for consideration ofintended adoption at thei next monthly general business meeting of the Borough Council to be held on Monday, December 9, 2024, for the purposes of setting, updating and confirming the Borough's fees and charges for the issuance of licenses, permits and the provision of municipal services in and during fiscal year 2025. Moved Mr. Bales seconded Mr. Carr to authorize the solicitor to prepare, finalize and publish a proposed ordinance for consideration of intended enactment at the next monthly general business meeting oft thel Borough Council tol bel held on December 9,2024: for the purposes off fixing the real property tax rate for the Borough of Gettysburg for fiscal year 2025 at 4.5566 mills, the occupation tax rate at 30 mills, and the fire protection services appropriations tax rate at .5000 mills. Motion carried unanimously. President Matthew Moon explained that this represents a modest tax increase which Council expected and that it was coming for a couple of years. Council made the decision to add police positions which cost money noting that there are very few ways that the Borough can raise money, and sounfortunately wei must adjust thei mileage rate. Hes said that for aj property assessed at about $250,000 the increase would be approximately $9.00 per month. Moved Ms. Lawson seconded Mr. Berger to adopt Resolution No. 111224-3 for the purpose ofsupporting the grant application of Main Street Gettysburg, Inc., to the Main Street Matters program of the Pennsylvania Department of Community & Economic Development (DCED) in the: amount of] Fifty Thousand ($50,000.00) Dollars for use in the continued operation Council Business Meeting Minutes November 12,2024 Page 4of7 of the Façade Improvement program of Main Street Gettysburg. Charles R. Gable, MPA, Borough Manager, is authorized as the Borough official to execute and deliver all documents and agreements on behalf of the Borough of Gettysburg in order to facilitate and assist Main Street Gettysburg in obtaining the requested grant funds. Moved Ms. Lawson seconded Ms. Butterfield to appoint Joseph Edgar Jr. to the Gettysburg Historical Architectural Review Board in order to complete the term ofJoan Hodges which will expire in August 2025. Councilwoman Lawson said that she and Councilwoman Butterfield Co-Chair the Appointment, Boards, and Commissions (ABC) and are pleased to present Joseph Edgar's name to serve on HARB. He is an architect in the community and interned when he was a student at Penn State at Gary Shaffer's architectural firm. Reports Main Street Gettysburg Jill Sellers, President of Main Street Gettysburg (MSG) read the following report: Façade Improvement Grant Application: thank you for your support; Wayside Marker Project: 25 replacement markers havel beeni installed to date, with 131 remaining. Four new markers willl bei installed once the bases are delivered; anticipated in 2025: We are working on a walking tour map of all the markers; Memorial Bench: on October 17,2024, Public Works installed a memorial bench onl Lincoln Square dedicated to Dr. Peter S. Carmichael: 1966-2024, Beloved Historian, Educator & Visionary. Thanks to the donors; Elm Street Program: MSG continues to work with the Elm Street Committee and Derck & Edson. A public meeting is scheduled for November 19, 2024 at 6:30. PM to: discuss the survey results and plans for the district. The public is welcome and encouraged to attend and participate; Gettysburg Welcome Center: Main Street Gettysburg continues fundraising for the endowment. Donations will support the J. William Warehime Foundation pledged a match of $100,000. Donations can be made to Main Street Gettysburg; Giving Spree: on November 7, 2024, the Giving Spree exceeded its goal. Steinwehr Avenue Heart of Gettysburg Battlefield (SAHGB) Councilwoman Butterfield gave the following report: the BID continues to plan for the upcoming Christmas Festival scheduled for December 61 to 8; and she complimented Jill Sellers, Main Street Gettysburg, for all the work that she does with the BID. Adams County Boroughs Association (ACBA) Mayor Frealing gave the following report: the next meeting of ACBA is scheduled for Monday, November 18Hh, a presentation is planned regarding solar use and farming; Adams County Council of Governments President, Ron Harris will be explaining the Cybersecurity Survey that was mailed out to all municipalities; and the next meeting will be in January as there is no meeting scheduled for December. Health Adams Bicycle Pedestrian, Inc. (HABPI) Councilwoman Lawson gave the following report: HABPI met tonight prior to the Council meeting where they discussed a feasibility study and they are also looking for grants to use for additional trail work throughout Adams County; and there are openings on the HABPI Board ifanyone is interested and could contact her at laoadetbugfAse Adams County Transportation Planning Organization (ACTPO) Councilwoman Butterfield gave the following report: ACTPO discussed the need for improvement of the shoulders along the roadways to be safe for bikes and buggies and said that this will be a main focus of their traffic improvement plan. Elected Official's Comments Mayor Rita Frealing said that she participated in the following: attended the Veterans Day events held at James Gettys Elementary School and the. American Legion; Juneteenth meeting to start planning for the Juneteenth celebration on June 21, 2025; planning to attend the meeting of the Gettysburg Joint Veterans Memorial Day Committee on January 15, 2025; met with Gettysburg College students and that two fraternities have offered to volunteer ift the Borough had anything for them to do; and planning to attend the Remembrance Day Ceremony at the Lincoln Cemetery on Saturday, November 16th.
