MINUTES OF THE HANOVER BOROUGH PLANNING COMMISSION November 6, 2024 @ 6:30 Chairperson Hegberg convened the regularly scheduled meeting of the Planning Commission at 6:30PM on Wednesday, November 6, 2024, in the Hanover Borough Municipal Building, 44 In attendance were Commission members Dunn, Edwards, Funk, Graham, Johnson, and Chairperson Hegberg. Also, present were Director of the Department of Planning & Engineering, P. Eric Mains; Project Manager to the Department of Planning & Engineering, Tammy Snyder; Administrative Assistant to the Department of Code Enforcement, Lisa Graham-Herrick, Chief Code Enforcement and Zoning Officer, Christopher Miller; Shawn Rairigh, Gannett Fleming (zoning consultant); Donald Byant, Brad Silvi, Attorney Joseph Erb, Barley Snyder; Kevin Barnes, Group Hanover, Inc. as well as Darlene Funk, Borough Council Member, Robert Holt and Isaac Riston, citizens of the Borough of Hanover. Vice Chairperson Baum was not in attendance. Approval of the Minutes: Commissioner Funk moved, seconded by Commissioner Edwards, to approve the Minutes of the September 4, 2024, meeting as written. Motion carried. Frederick Street, Hanover, PA as advertised. New Business: a) 1191 Eichelberger Street (D.I. Real Estate, LLC) = Director Mains advised the Planning Commission (PC) of a submitted Preliminary/Final Land Development Plan that is b) Introduction of Planning & Engineering Project Manager Director Mains introduced Tammy Snyder who recently accepted the position of Project Manager to Department of Planning & Engineering. Tammy will assist the department with varying tasks and project, including serving as support to the commission. She has been a Borough employee for 10 anticipated to be on the PC Agenda for December 4, 2024. years. Everyone welcomed Tammy to her new role. Old Business: 238 Centennial Avenue & 242 W. Hanover Street "Centennial Court" - Director Mains reported that the applicant has submitted a 90-day time extension for this project. The new deadline for action is 03/03/2025. A brief discussion was held regarding the project, and it was acknowledged that the applicant is scheduled to be heard during the November 18, 2024 Zoning Hearing. Director Mains requested PC members provide any updated comments in the format of the SWOT analysis to him as soon as possible. Director Mains will compile all comments into a memo and distribute them to the applicant as well as the Zoning Hearing Board priort to November18, 20242 Zoning Hearing. Minutes of the Hanover Borough Planning Commission November 6, 2024 Page 2 At this time, Director Mains requested that int the interest of time, we move to Zoning Matters on the agenda to discuss a Zoning Hearing Application as the applicant is present for discussion. Zoning Matters: a) Director Mains reported that the request for consideration for the removal of a previously imposed condition by the Borough of Hanover Zoning Hearing Board, prohibiting future development of property located at 751 George Street, Hanover, PA 17331, was denied. b) Director Mains noted that October 21, 2024 meeting of the Borough of Hanover Zoning Hearing Board was cancelled due to the applicant withdrawing their application. c) Director Mains reported that the following cases are scheduled to be heard by the Zoning Hearing Board on November 18, 2024: 631 Broadway - Attorney. Joseph Erb spoke briefly on behalf of Bradley Silvi regarding the Special Exception and Dimensional Variance Application request submitted to the Zoning Hearing Board for the October 18, 2024 Zoning Hearing. The applicant is proposing to convert the existing property into a Multi-Family Dwelling which will include six rental units. The Dimensional Variance request is for Bulk Area Requirement. The property does not meet the required lot use and proposes that the current 60-foot requirement is existing non-compliant. Kevin Barnes, GHI was present as well and distributed a copy of the conceptual site plan to commission members for review. There was a brief discussion regarding concerns of PC members with regards to the project meeting the SALDO as presented. Notably, there was concern that the units were too small in size, the parking lot modifications were problematic and there was issues with inclusion of the porch area in the density calculations. After the discussion, Director Mains requested to have any comments via the SWOT analysis to 238 Centennial Avenue & 242 W. Hanover Street - Hemenway Partners, LP submitted a Special Exception for a Townhouse Court" and a Dimensional Variance for "Common Trash Receptacles 50 Feet from the Nearest Rental Unit" request to the Zoning Hearing Board on October 28, 2024. The PC briefly discussed that they still have reservations about the project and will provide updated feedback to Mr. Mains to compile. him for compilation to be provided to the Zoning Hearing Board. The PC continued discussions regarding the proposed amendments to the Zoning Ordinance. Proposed Amendments to the Zoning Ordinance = Shawn Rairigh, a Planner with Gannett Fleming, was present to continue discussions regarding the proposed Zoning Amendments. Mr. Rairigh compiled a PowerPoint addressing items discussed at the September meeting. Single Family Conversion was the first topic of discussion. A comparison of the current ordinance and proposed changes, eliminating Special Exceptions for Single Family Conversion in R1 and R3 and eliminating the permitted use in R5, MU and D. Additionally, the draft is eliminating the SE of Multi-Family in R5. This was discussed in generality with the Commissioners. Once done, he will focus on the easier items to correct, saving the larger substantive edits for a future focus conversation. Communications: There were no communications to report. Public Comment: Chairperson Hegberg asked anyone wishing to comment publicly to Rob Holt, 513 High Street, Mr. Holt thanked PCi for their efforts and expressed concerns regarding the density of conversions and new builds. Also, Mr. Holt spoke briefly about the use of parking lots and requested public input when looking at amending the current Zoning Ordinance. He noted that he has concerns with how citizens are notified of potential community projects.
