MINUTES OF THE HANOVER BOROUGH STORMWATER AUTHORITY MEETING September 12, 2024 @ 6:00PM  The meeting convened at 6:00 P.M.  Attendance:  In attendance were Stormwater Authority Chair William (Bill) Reichart, Stormwater Authority Members Greenholt, Jendras and Posner; Planning and Engineering Director Mains, Administrative Assistant Graham-Herrick, and Solicitor Tim Shultis. Also in attendance was Robert Holt, a Borough ofHanover citizen. Authority Member Sheerer was not in attendance. An motion wasi made by Mr. Greenholt, seconded by Mr. Posner, to approve the following items  Consent Agenda: on the consent agenda:  Minutes of. July 11,2024, Stormwater Authority Meeting, as presented.  Payment oft the Bills: June - August 2024. Monthly Financial Statements: June - August 2024.  Motion carried. Presentation:  CIS Solutions was unable to attend the meeting inj person sO the presentation they plan to provide  will be presented in November 2024.  New Business:  a) Growing Greener Grant (Good Field): Director Mains reported that this project has officially begun, and the York County Corrective Action Plan (CAP) has agreed to pay b) EPA Community Change Grant: Director Mains reported there is potential for funding through the EPA Community Change Grant and the Borough intends to submit a proposal for the grant. There is a lot of potential - The minimum award oft this grant is $10M Dollars which could greatly benefit the Borough ofHanover. A non-profit organization is required to partner with the Borough to qualify, which will be the Hanover Area Chamber of Commerce. The grant is highly competitive. Even ifthe grant is not awarded to the Borough, it sets up the Borough for a logical plan for future projects. The SWA would contribute $ 50,000 as a "good faith" match to further 2025 Capital Project: Director Mains reported he provided a handout of a map indicating potential capital projects for 2025. There is an opportunity to do a sizable project to better manage stormwater in key areas, leveraged with the assistance of  for the interpretative (educational) signage.  advance stormwater projects in this area.  additional grant funding.  Old Business:  a) 319 Maple Drive - Pipe keplacementsystem Ownership: Director Mains reported that this project has been completed and the new piping has been fully installed. An easement is the final step and Director Mains will work with the owner to complete  this document.    Stormwater. Authority Minutes September. 12, 2024 Page 2  b) Growing Greener Grant (Eisenhower Drive & Wilson Avenue): Director) Mains provided an update on this project. Borough Council has agreed to a land swap with the owner of the property on Wilson sO the Borough will maintain full ownership of the stream corridor. Director Mains is working with the Army Corp of Engineers about potential funding tol keep working on this area once the Growing Greener project is complete. Director Mains noted that a preapplication meeting has occurred with the York County Conservation District and PA DEP. An application for a Joint Permit will  bef forthcoming.
