MINUTES BLAWNOX BOROUGH COUNCIL Regular Meeting November 13th, 2024 Call to Order Vice President Stoddard called the meeting to order at 6:31 p.m. in Council Chambers. A Zoom was set up for anyone that was not feeling well or not comfortable attending in person. Pledge of Allegiance Roll Call The roll was called to establish a quorum. Councilman Stanczak likes the way it was laid out and shows the budget. He had a question about the Tot Lot. Manager Ulanowicz shared that it was equipment fori the younger children and we had a bid from the same company that did the rest of the playground equipment. Strategic Planning - Nothing at this time Finance Committee 1) Motion to Advertise the 2025 Budget. Moved: Mr. Stanczak Second: Ms. Carnevali Motion Carried: 4-0 2) Motion to approve tax appeal settlement pertaining to parcels 292-N-85 & 292-N-90 setting the total assessed value at $200,000.00 Moved: Mr. Stanczak Second: Mr. Stoddard Second: Ms. Coban Motion Carried: 4-0 3) Motion to advertise Ordinance #636 setting the pension percentage for the non-uniform pension plan Moved: Mr. Stanczak Motion Carried: 4-0 Public Works 1) Motion to approve Resolution 2024-13LSA Grant Caterpillar Backhoe for $145,030.00. 2) Residents will receive a letter concerning their curb box - In your packet there is a copy of a letter we will be sending to the residents who do not have accessible curb boxes. This needs to be done to complete the survey required by the DEP and EPA. Ift the curb box is not accessible we cannot complete the survey. Community Events 1) Night of the Lights - Night of the Lights will be held on December 7h from 4 until 6:30ish. There will be hotdogs and songs at the Monument. There is a craft planned for the kids. The Cookie Tour is also happening earlier in the day on December 7h. 2) Mural Project for the Community Park - Best of Blawnox would like permission to have a mural painted on the bathroom building at the park. Best of Blawnox would pay for the mural. They would like to have a contest for people to submit designs and the winner will be given the opportunity to paint the mural. The artist will not be required to live in Blawnox. They are hoping to put out an RFP in January. Reports (Available Upon Request) A. Manager's Report - No Questions B. The committee will begin to Library pickup lockers 171 Freeport - The Library has applied for a grant for pickup lockers to be located within the Borough. Avenue Excited about the basketball court = she didn't know about it and wondered if we should advertise it better. Manager Ulanowicz shared that we got it done through two separate grants. Ms. Kingenberg wondered ifi it was for teams or leagues like the Baseball Association but Manager Ulanowicz shared It was Would also like to speak about water leaking from Cable Ave in front of her house. She is seeking a reimbursement for a leak detector bill she has. On November 29th of 2023 the Borough Manager contacted her and suggested that the leak may bei from her property. She said that no one clarified the situation or told her cancel the leak detection. That PW eventually fixed something int the street and the leak stopped. She would like to know who holds the burden of proof for water leaks. Her suggestions are a protocol review of the Borough protocols. She also suggests that all official communication be done in written form. Solicitor Dalfonso said we can look just for pickup baskotball. into the protocols. 2) Toni Demko - 317 Walnut Street Would like to know how they can get water tested that is on their property? She currently has standing water in her backyard that she would like to have tested. Iti is bad enough that when they mow the yard is muddy. She would also like to know an update on the PVC ini the property next to the Eck Property. Apparently it has an unsecured hole that need to be secured. Engineer Taylor shared that we will be applying for a Grown Grant toi take care of that situation. Unfortunately it will be about a year process. We will be applying in the first quarter.
