Dooly St. Montezuma, GA 31063 REGULAR MEETING OF THE MONTEZUMA CITY COUNCIL CALLTOORDER: INVOCATION: Mayor Nealie Johnson called the meeting to order at 6:05 PM. Attendees stood as Mayor Nealie. Johnson led in prayer, then said the "Pledge of Allegiance" in unison. PRESENT: Mayor Nealie Johnson; Council Members: Howard Brown, Walter Felton, Cleveland Hobbs, Charles Ivey, and Marie Tooks; City Attorney, Jon Coogle; City Manager, Mel Fulghom; City Clerk/Administrator, Jennifer McCarthy; Police Chief Eric Finch; Fire Chief Roy' Yoder; Public Works/W&S Line Maintenance Chief, Lonnie Shaw; W/WW Plants Chief, Terry Cross; Special Projects Coordinator, Angie Peaster ABSENT: Mayor Pro Tempore Daniel Porter Special Presentations & Citizen Comments Speaker #1: National Fire Service Office - Skip Starling presented the requirements for CITIZEN #1: Mr. Ed Turley requested consideration of removing the speed bump on Holland. Responses: Mayor Nealie Johnson & City clerk/Adminstrator, Jennifer McCarthy responded lowering thel ISO1 from 41 to3. that the initial vote for the speed bump must remain in place for a minimum of six months. CONSENT AGENDA MOTION: #1 Toa accept all issues on the consent agenda, as follows, collectively: To Approve minutes of regular council meeting of July 09, 2024, as received by all members. To Ratify Phone Poll of July 29, 2024, to award LMIG bid to Reeves Construction in the low bid amount of $209,467.00. This is for streets: Lyn Gresham, East Adams, Leon Court, and Norris St. The city will use LMIG 23, LMIG 24, & LRA 24 funds in the amount of $188,646.90. The City Match will be $30,820.10 budgeted in TSPLOST FY2024. (A copy is attached to and made part of these minutes. Attachment #1) To Accept a grant from International Paper in the amount of $6,000. to be used for a golf cart for the Montezuma Police Department, Teen Traffic Safety Awareness Program. This program is designed to teach High School Students the effects of drug usage. The total cost oft the golf cart is $8,015-98. The balance of the vehicle will be $2,015-98 from the SPLOST Fund. Al budgetamendment will be made at the end of FY2024. To accept the tentative allocation of state funding in the amount of $550,000 for Runway Rejuvenation and Remarking of the Dr. CP Savage Airport. The City match will be $183,333.00 To enter a contract with Still Waters Engineering to provide engineering services for the Lead Service Line Inventory Project. Still Waters Engineering was chosen "because they have provided many years of good service to the City of Montezuma" as well as their extensive knowledge of our community. Attachment #2) To approve a $95,000.00 transfer from Sewer to Water for the Lead Service Line Inventory project in order to meet the October 16, 2024 deadline to complete the field investigation work.
