COMMITTEE REPORTS: Justice & Public Safety Councilman Springs gave an update. Councilman Springs stated the Committee discussed Ordinance No. 46-2024/25 and after much discussion with the County Attorney and Chief Deputy Sullivan, the Committee decided to defer the third reading of the Ordinance and make additional changes to Section 17-40 that deals with door to door peddling, to incorporate sell or solicitation offunds in the public right ofway. The Committee will meet after the Council meeting today to finalize the discussions on Ordinance No. 46-2024/25 SO Council can vote on the Ordinance in December. Mr. Yokim stated the private road proposed exists in County Council District 4. The applicant is proposing to name one private road located offofOlanta Highway in Timmonsville, SC. The proposed: road name is Yardbirds Drive. The private road is for E-911 addressing purposes. The request was made by the property owner(s) or their representatives. Applicants were advised of the minimum requirements to name private roads. The road name is not a duplicate of existing road names or E-911 purposes in the County ofFlorence. RESOLUTION NO. 26-2024/25 AI Resolution For The Information Technology Department To Reassign Sixty Thousand, Three Hundred Three Dollars And Thirty-Six Cents ($60,303.36) Of American Rescue Plan Act (ARPA) Funds In Accordance With The Final Rule From The United States Treasury As It Relates To The American Rescue Plan Act (ARPA) Funds. Vice-Chairman Yarborough made the motion and Councilman Caudle seconded. Mr. Yokim stated Florence County received ARPA funds that will be utilized to provide Public Safety, Technology Infrastructure, and Capital Project Improvements. Florence County allocated a portion of its ARPA funds to the Information Technology division to implement GoAnywhere software through Carahsoft to secure information file transfers and more efficiently process required information between appropriate vendors. These ARPA funds must be obligated by December 31, 2024, and may be reallocated to other projects as needed after obligation. The motion was approved unanimously by all the members present. RESOLUTION NO.27-2024/25 A1 Resolution Designating Specific Individual Projects To Be Funded From CPST III Excess Pursuant To Section 2.02ofOrdinance 16-2023/24.
