Mayor Paul Gohman called the Regular City Council meeting to order at 5:30 p.m. August 15, 2024, and a quorum was established. In attendance were Mayor Paul Gohman, Clabe F. Webb, Mike Bailey, RA Morris, David Scott, Zach Davidson, Ricky Royall, Teresa Ballard, and Tara Robinson. Mayor Paul Gohman led with the pledge of allegiance and council member Mike Brenda Hines and Linda Scott sign up for public comments to speak on agenda. Bailey led the prayer. July Monthly Reports Fire Department Report- There was one meeting with seven volunteers in attendance. They went out on one fire and one wreck. Economic Development Report Linda Scott reported EDC B board members have been working to redo the forgiveness applications and have had a couple of workshops. Both boards will have a joint meeting on August 20, 2024. Depot Report-I Nothing to report currently. Animal Report - emailed to council. Trapper reported four cats released unharmed, seven cats released at the farm and six were euthanized. Removed a dead dog and cat from a residence. There were four loose dogs, one located and taken to the city kennel until the owner could pick up the animal. Trapper assisted Deputy Lopez with a resident that went into hospital and dog left in house, found a volunteer in town to watch the dog until resident was back home. OrdinancelMunicipa Report- emailed to council. Helped a resident board up some windows. RV moved from parking lot. Spoke to several residents to mow. Four junk vehicles have been removed. Visited with residences with limbs in street were cut down. Collaborated with trapper on finding a resident to foster her dog while in the hospital. Permit Report There were three solar permits approved. Regular Agenda Community: Kickapoo Creek: Consider authoring Mayor to sign an application for structural repairs to Dam Sites #4 and #5 for the Coke County Kickapoo Water Control & Improvement District #1. Vote: 5/0 motion carried. Finance: Depot: Consider approving a quote from Hartman Roofing for $46,542 for Depot roof replacement. Zach Davidson made the motion to approve replacement cost on the depot roof as presented by mayor, David Scott seconded the motion. Vote: 5/0 motion carried Finance: Sewer: Open Sewer Lease bids for grazing $2000 a year for five years. No action on this agenda item. Finance: Sewer: Consider awarding Sewer Lease Ricky Royall opened the one sealed bid received. The bid was from Riley Coalson for Mayor Gohman presented to council the one sealed bid received from Riley Coalson for $2000 a year for grazing on the Sewer property. David Scott made the motion to approve al lease agreement with Riley Coalson to lease the sewer property for $2000 a year starting October 1, 2024, and ending September 30, 2029, for grazing, RA seconded the motion. Vote: 5/0 motion carried. Finance: Property: Consider approving Property Tax for FY 24-25 budget Zach Davidson made the motion to approve a property tax of0.391830 (one cent) on valuation of property, RAI Morris seconded the motion. Vote: 4/1 Clabe F. Webb vote no. Motion carried. Finance: Utility Billing: Consider approving utility customers over 90 days closed accounts for nonpayment being sent to collections. The City Secretary presented two customers with over 90 days delinquent as follows: Melba Ramirez for $187.52 and Terry Queen for $134.29 to be sent to collections. Zach Davidson made a motion to send the two customers to collections as presented, Clabe F. Webb seconded the motion. Vote: 5/0 motion carried. Finance: Water: Contract: Consider approving Robert Lee Rate Increase effective December 1, 2024. Mike Bailey made a motion to approve a 3% increase on all rates to the Robert Lee Water Supply Contract as presented effective December 1, 2024, Zach Davidson seconded the motion. Vote: 5/1 motion carried. Informational Reports Mayor - finishing with pilot study and finishing budget and Utility Director = will be starting up on the next phase of the Exxon pipeline next week. They will go 4,100 ft. It will take us through Mike Arrott's ranch and the second field of Lee Ranch. Pilot study will be finishing soon. City Secretary - working on budget.
