Princeton Municipal Center 2000 Princeton, East Princeton Texas 75407 Drive PRINCETON TEXAS The City Council of the City of Princeton, Texas, met in Special Session on November 14, 2024, at 5:30 p.m. in the City Council Chamber at the Municipal Center, located at 2000 E. Princeton Dr. Princeton, Texas 75407. The following City Councimembers were present: Mayor Brianna Chacon, Mayor Pro Tempore Steven Deffibaugh, Councilmember Ben Long, Councilmember Ryan Gerfers, Councimember Carolyn David-Graves. The following City Councilmembers were absent: Councimember David Kleiber, Councimember Bryan Washington, and Councimember Marlo Obera. The following Staff Members were present: City Manager Michael Mashburn, Interim Deputy City Manager John Land, Assistant City Manager Allison Cook, Deputy City Secretary Estefania Villalba, City Attorney Grant Lowry, Director of Development Craig Fisher, Director of Marketing and Communications Erin Mudie, Finance Director Sophie Packard, Deputy Fire Chief Gammons, IT Director Rick Irvine, Employee Experience Director Fallan Carrillo, Police Chief Waters, Detective Crawford, and Officer Quimbey. Mayor Chacôn called roll, present were Councimembers: Mayor Pro Tempore Steven Deffibaugh, Carolyn David-Graves, Ryan Gerfers, and Ben Long. 1 Mayor Chacôn called the Special City Council Meeting to order at 5:38 P.M. Mayor Chacon announced the Pledge of Allegiance. Mayor Chacôn announced the pledge to the Texas Flag. Mayor Chacôn announced and led the invocation. Mayor Chacon announced Public Appearance: Maxine Ellis Mayor Chacôn announced they would not be going into Executive Session: Under terms of Chapter 551 of Texas Government Code the City Council may enter into CLOSED SESSION or Executive Session to discuss the following: Section 551.071 (2) Texas Government Code. Consultation with the City Attorney on pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter on any agenda item listed elsewhere within this agenda, and/or the subject matter listed below. ACTION PERTAINING TO EXECUTIVE SESSION: None. Mayor Chacôn announced the first item under Special Session Agenda H.1 2024- 11-14-R: Consider approving Resolution No. 2024-11-14-R, ratifying and approving First Amended Bylaws for the PEDC's affairs; and take appropriate action. Mayor Pro Tempore Steven Deffibaugh made a motion to approve. Councilmember Carolyn David-Graves seconded the motion to approve. The motion carried 4-0. Mayor Chacôn announced the first second under Special Session Agenda H.2 2024-11-14-R01: Consider approving Resolution No. 2024-11-14-R01, ratifying and approving First Amended Bylaws for the PCDC's affairs; and take appropriate action. 2 Mayor Pro Tempore Steven Deffibaugh made a motion to approve.
