City ofOak Ridge Kaufman County, Texas City Council Agenda Meeting Minutes November 25, 2024 at 7:00PM Item 1 Call to Order Meeting was called to order by Mayor Paul Hullar at 7:00 PM. Present were Council Members, Scherri Holmes, Nena Langford, Janelle Davis and Mayor Pro Tem Jimmy Quick. Chief Bill Weatherly and City Secretary Karen Stacey were also in attendance. Council Member Rolando Guzman arrived about 7:10 PM Item 2 Item 3 Item 4 Item 5 Pledge of Allegiance All present stood and recited the pledge of allegiance. Citizen Input No citizens attended the meeting. Approve Payment of November 25, 2024 Bills/Invoices Motion was made by Janelle Davis and seconded by Scherri Holmes to approve bills for November 25, Motion was made by Janelle Davis and seconded by Nena Langford, to approve City Council Minutes Skyler Walker, Court Administrator, presented information on court numbers. There were 103 on the docket, 70 were tried in total. There will be 2 jury trials in February. The January 15, 2025 Docket already has 25 individuals on it. There will be 2 bench trials the same day as the next court date. There are already 107 violations as of this date for the month of November. 2024. All being in favor, motion carried. Approve November 12, 2024 City Council Meeting Minutes Update on November 20, 2024 Court Session (Skyler Walker) for November 12, 2024. All others being in favor, motion carried. Item 6 Item 7 Item 8 Approve October 2024 Financials A motion was made by Janelle Davis and seconded by Scherri Holmes to approve October financials. All being in favor, motion carried. Discussion on Police Department (Chief, Bill Weatherly) New Police vehicle has arrived. It's at 2020 Ford Explorer with new lights, radar, etc. Decals will be ready 1st week in December. Next week the radio will be installed. There is an individual on Live Oak Motion was made by Nena Langford and Seconded by Janelle Davis to accept Texas Material Group Motion was made by Scherri Holmes and Seconded by Mayor Pro Tem Jimmy Quick to approve the invoice from Akin Excavation LLC to repair Red Oak Culvert Failure. All being in favor, motion that is interested in a part time police position. Item 9 Discuss, Consider, Action Texas Materials Group - Crack Sealing Proposal - Crack Sealing Proposal. All being in favor, motion carried. Item 10 carried. Page 11 Approve Akin Excavation LLC invoice to repair Red Oak Culvert Failure Item 11 Discussion on Roads Mayor Pro Tem Jimmy Quick will order the "No Left Turn" signs and brackets for Abner Road tomorrow as well as "No Shoulder Signs". Will also move the "City Limit" sign and would like police assistance on a Saturday to help with traffic will placing the signs. Item 12 Discuss, Consider, Action to Remove Judy Crow and Alton Rudin and replace Alton Rudin with Mayor, Paul Hullar on all Signature Cards at American National Bank Motion was made by Janelle Davis and seconded by Scherri Holmes, Rolando Guzman abstained because he was on a phone call, to change bank signature cards with the following information: Account number X2093 (City Primary Account), Remove Judy Crow and Alton Rudin. Replace Alton Rudin with Paul Hullar, the new Mayor for the City of Oak Ridge, as a new signer. Account number X0266 (City Petty Cash Card Account), Remove Judy Crow and Alton Rudin. Account number X0088 (City Police Department Account), Remove Judy Crow and Alton Rudin. Account number X6202 (Police Payroll Account), Remove Alton Rudin. Replace Alton Rudin with Paul Account number X7375 (City of Oak Ridge - DSC Account), Remove Alton Rudin. Replace Alton Account number X1051 (Oak Valley Dev PID Account), Remove Alton Rudin. Item 13 Discuss, Consider, Action, on Oak Valley South Development Mayor Hullar will have Landon Darwin with Lackland speak at the December 9, 2024 council meeting regarding this topic. Otherwise, topic is tabled at this time. Item 14 Discuss, Consider, Action, for Observation of Federal Holiday Celebrations Motion was made by Janelle Davis and Seconded by Scherri Holmes to order Franks BBQ for the "company" holiday celebration. Scherri will place the order for the BBQ and sides and handle the decorations for the December 17, 2024 at 6:00 PM gathering. Jimmy Quick will smoke a ham. Rolo will handle the music. It was decided that work for the staff for the December 23 through 28, 2024 week is optional. Staff will also be off on New Year's Day. All others being in favor, motion carried. Date for City Council "Workshop" Meeting, December 9, 2024 at 6:00 PM. Nena Langford's Item 15 Birthday is today. Item 17 Mayor/Council Items of Community Interest and/or Items for Future Council Considerations Mayor Hullar will loop back with Robert, City Attorney, regarding Jeff King and open records request. City Secretary, Karen Stacey, discussed the option for the City Hall employees to go on the payroll with Kaufman North employees and having Tony Tinderholt/Tier 1 pay for the Paycor costs.
