Cochran Self Livingston Police Department Mayor Cochran called the meeting to order at 5:00 P.M. and called on Alderman Mayor Cochran recognized Corky Cochran, Fire Chief of Livingston Volunteer Fire Department. Members of the Council have received their annual payment for meeting attendance and have chosen to contribute these payments to the Livingston Volunteer Fire Department. Chief Cochran accepted the contributionson behalf of the Livingston Volunteer Fire Department, thanked the City Council for their service to the City of Livingston, and welcomed Counclimember-tlect Andy City Secretary/Assistant City Manager Elliel Monteaux presented theunofficial results of the General Election held November 5, 2024 for consideration and a canvass of City secretary/Assistant City Manager. Ellie Monteaux presented a proposed resolution declaring the results of the General Election held November 5, 2024. It was moved by Alderman Davis and seconded by Alderman Jackson that the resolution, as introduced, be approved and adopted. All present voted aye. The Cook to open the meeting with prayer and the pledges. Evans to the City Council. the election was conducted. resolution, as approved, is captioned as follows: Page 3, City Council Meeting Minutes of 11/12/2024 RESOLUTION NO. 632 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON, TEXAS, CANVASSING THE RETURNS OF THE CITY OF LIVINGSTON, TEXAS, GENERAL ELECTION HELD NOVEMBER 5, 2024." The City Secretary administered the Oath. of Office to Mayor Judy Cochran, Alderman Alan Cook presented a Certificate of Election to Mayor Judy Cochran. Mayor Cochran presented Certificates of Election to Alderman Alan Cook and to Mayor Cochran advised Council that at the first meeting of the Council following the General Election each year, the Council elects a Mayor Pro-tem to serve a one-year term of office. It was moved by Alderman Davis and seconded by Alderman Jackson that Alderman Alan Cook be selected to serve as Mayor Pro-tem for the Itw was moved by Alderman Luna and seconded by Alderman Cook that the minutes of the regular meeting of October 8, 2024, be approved. Alderman Evans indicated there is a typographical error in the last paragraph on Page 3 that needs to be corrected. Alderman Luna amended the motion to include that the minutes of the regular meeting of October 8, 2024, be approved, as amended. Alderman Cook Alderman Alan Cook, and Alderman Andy Evans. The City Manager presented the proposed holiday observances for calendar year 2025 for approval including the addition of Juneteenth to be observed on Thursday, June 19, 2025. The City Manager advised that the Veterans Day Holiday for 2025 falls on the second Tuesday of November and the regular City Council meeting will be held on Wednesday, November 12, 2025. It was moved by Alderman Davis and seconded by Alderman. Jackson thatt the 2025 calendar year holiday observances be approved, as presented. All present voted aye. Page 4, City Council Meeting Minutes of 11/12/2024 The City Attorney presented a proposed resolution to prohibit specific applications that pose a security risk as set out in Chapter 620 of the Texas Government Code. Discussionensued relative to prohibited applications, exceptions tot the policyforl law enforcement purposes, enforcement of the policy, review of the current contract with Blue Iron to determine if it complies with Section 2. Scope of the proposed resolution, regulation of personal use of city-owned devices, the need for employee training on the topic of prohibited technologies, and the need for a social media policy. It was, moved by Alderman Jackson and seconded by Alderman Davis that the proposed resolution be approved, as presented. All present voted aye. The resolution, as adopted, is captioned as follows: RESOLUTION NO. 633 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON, TEXAS, PROHIBITINGSPECIFICAPPLICATIONS THAT POSE A SECURITY RISK, AS SET OUT IN CHAPTER 620 OFTHETEXASGOVERNMENTCODE, AMENDINGTHECITYOF LIVINGSTON PERSONNEL POLICY SECTION 9.02 SOCIAL MEDIA ADDING "PROHIBITED APPLICATIONS TO THE DEFINITIONSSECTIONANANDADDINGSUBSECTIONL.TOTHE CITY-ISSUED DEVICES SECTION. The City Manager presented the Accounts Over $500 for approval. Discussion ensuedi relative to the purchase of a Freightliner Pumper firet truck and maintenance of thel Livingston Volunteer Fire Department fleet. Itwas moved by Alderman Cook and seconded by Alderman Luna that the accounts over $500.00, as submitted, be approved for payment. All present voted aye. Livingston Hometown Christmas - Saturday, December 14th Vendors - Arts, Crafts, Food & Gifts, Quilt Show - Noon to 8:00 P.M. Jingle Bell Fun Run & Walk - 1-Mile starts at 11:15 A.M. and 2-Mile and 5K start at 12:00 P.M. at City Hall. Awards will be presented at City Hall. Lighted Christmas Parade - Starts at 6:00 P.M. in downtown Livingston B) Sales Tax - The. November sales tax report from the State Comptroller for the month of September 2024 reflects 48556248,anincrease of11.23% from C) Update of Development - The City Manager provided an update of commercial development, residential development, completed projects and demolitions.
