CITY OF CLEAR LAKE SHORES MEETING MINUTES November 19, 2024 @ 6:301 PM These are the certified minutes of the Regular Meeting of the City Council fort the City of Clear Lake Shores, County of Galveston, State of Texas, which was held on the above-mentioned date and time. 1. CALLTO ORDER & DETERMINATION OF QUORUM: Mayor Chronister called to order at 6:30 pm Present: Mayor Chronister, Councilman Waters, Councilman Fisher, Councilman Scanlon, City Admin. Mike Kramm, Finance Director Cheryl Hunter, City Secretary Christy Stroup Absent: Mayor Pro Tem Fenwick, Councilman Terrell, Chief David Donaldson 2. 3. PLEDGE OF ALLEGIANCE TO THE UNITED STATES OF AMERICA FLAG AND THE TEXAS FLAG: The mayor led the Pledge. REPORTS FROM COUNCIL: Councilman Rick Fisher: No report Councilman. Jeff Terrell: Absent Mayor Pro Tem Amanda Fenwick: Absent Councilman Ed Waters: Numbers on: some of the bulkheads have come off and need to be replaced Councilman Alex Scanlon: Thank yout to all who helped with cooking thet turkeys in the rain overnight Mayor Chronister: Civic Club CH decorations look great; thank yout to all volunteers helping with the island decorations' met 11/18/24 and implemented the Click 2 Enter ordinance; Kemah has set up a' "Babybox" at the fire station for anyone to surrender a baby safely; Boat ramp has passed all studies and one more entity is reviewing everything; John Schaffer put aj jar out for Sgt. Flores for collections when Sgt. Floresw was shot in the line of duty and has presented Sgt. Foresapproximately $500 for him and his family. STAFF REPORTS: 4. Chief David Donaldson: Absent - attending mandatory Chief training City Administrator Mike Kramm: See report attached. 5. COMMITTEE REPORTS: Roads and Drainage: Thomas Haaland - waiting on results from bridge study Parks: Meri Cooney - placed fall colors ini flowerbeds; will be bringing back the Yard oft the Month; will have Christmas Light contest this year; some of the holiday decoration that are not being used at the entrance this year will be placed in some of the parks around the island; Parks committee regular meetings will bet the 2nd Wednesday of every month = no meeting in December. WCC: No report P&Z: No report ZBOA: No report 6. CIVICCLUB: Georgette! South report: Thanksgiving Dinner was a success and thanky you to all the volunteers; decorations in CHI look fantastic; Thanked EDC for their contribution to help with the island Christmas decorations; December 1st is tree lighting ceremony with cookies and hot chocolate; December 13th is the Progressive Adult Christmas party. ECONOMIC DEVELOPMENT CORPORATION: Thomas Haaland reported they had no meeting in November. 7. 8. PUBLIC COMMENTS: At this time, any person with city-related business may speak to the City Council. Ihave been approached by multiple people, as have the mayor and police chief, regarding police activities int the town center area. Specifically, it has been mentioned that our officers are targeting local drinking establishments for DWI arrests and attempting to raise revenue through these efforts. Although this is ac completely false narrative, Ithink it is important to address iti for two reasons: First, to defend the job our officers do and, second, to Our officers are expected to be visible in our local bars during busy hours. Most oft the patrons they encounter when concuctingwal-tougrs greet them with smiles and thank them for what they do. Their presence serves as a reminder to those who are law-abiding that there is assistance available if needed. It makes most people feel safer. Their presence also serves as a deterrent to those who may otherwise have the intent to act outside the law. Ifthose people are uncomfortable in the presence of our officers and choose not to patronize the establishments in our city, so be it. The rest oft the educate the public on what really happens. patrons and our citizens are safer with their absence. Ouro officers make only 1-3 DWI arrests each week. Any monies paid by those arrested for DWI go to the county. The city gets no revenue from these arrests, sO the rumor that we are using these arrests as a revenue source is also false. There are more than 20 drinking establishments within less than 2 miles of our city. Ifour officers were hawking bar patrons, the number of DWI arrests would be significantly! higher. In reality, our chief of police routinely sits int the city parking lots on weekends to ensure people get to their cars safely, not to arrest everyone he sees. Icannoti tell you how many people he has seen safelyinto an Uber or how often hel has called at friend ori family member to come and pick up someone whoo overindulged. His officers have Additionally, the chief and Ihave personally spoken with owners of some of our local bars when there have been concerns about over-serving customers. Andlcan say that, for the most part, our business owners address those Iwill also say that most people who visit our establishments are law-abiding. However, our officers cannot and will not look the other waywhen laws are violated int their presence. This week alone, officers arrested a drunk driver traveling westbound ont the eastbound side of 2094, another underage DWI driverwho had told the officer they were drinking in one of our establishments, and an officer arrested a convicted felon who was speeding and in possession of a loaded pistol, cocaine and other illegal drugs. Isay all this to say our officers work, and our cityi is small with one main way in and out, andi thati is 2094. Ifa an officer makes a stop on 2094, anyone coming to or going from one of our establishments will see the emergency lights. That close proximity may make it seem like the officers are focused on the Town Center area, but the reality is that the Town Center areai is adjacent So, next time someone hears some negative story about Clear Lake Shores Police Officers, feel free to contact me sO thatl Ir may share thei facts withy you about thej job our officers do each day.
