TOWNO OF DAVIE Town Council Meeting Meeting Minutes Wednesday, November 6, 2024, at 6:30 p.m. PLEDGE OF ALLEGIANCE The meeting was called to order at 6:30 p.m. and was followed by the Pledge of Allegiance. II. ROLLCALL The meeting was called to order at 6:30 p.m. Present at the meeting were Mayor Paul, Vice Mayor Starkey, and Councilmembers Whitman, Hattan, and Luis. Also in attendance were Town Administrator Lemack, Deputy Town Administrator Lewis, Assistant Town Administrator Holste, Mayor Paul requested a moment of silence to honor Shirley Munson, a town pioneer, who had passed away over the weekend. She also asked for prayers for Troy Lee, stating that she hoped he Town Attorney Weinthal, and Town Clerk Roig. received the assistance needed for his health recovery. III. PUBLIC COMMENTS IV. PRESENTATIONS 1. Town of Davie 100 Year Celebration, Ariana Briceno, Public Relations Coordinator and Camryn Ariana Briceno, Public Relations Coordinator, introduced herself along with Camryn Tippetts, Public Relations Assistant, and. Janelle Athis, a college intern. Ms. Briceno stated that they were excited to present the Town of Davie's upcoming centennial celebration, commemorating 100 years since the Ms. Briceno introduced a short video unveiling the new logo for the centennial celebration, titled "100 Years of Trailblazing." " She explained that the new logo would temporarily replace the current town seal on the website and social media platforms to promote the centennial milestone. Ms. Briceno announced the kickoff event, scheduled for Saturday, November 16, 2024, from 11:00 a.m. to 2:00 p.m. at the Old Davie School included include a DJ, pony rides, face painting, a centennial time capsule, a photo booth, craft stations, complimentary refreshments, and appearances from Ms. Briceno provided an update of the initiatives planned to celebrate the centennial throughout the year. These include a commemorative calendar to be mailed to residents, federal and state recognitions, and a Davie 100 employee group photo. She also highlighted the 50-50 Fitness Challenge and a virtual birthday celebration across social media involving community members in the anniversary. Ms. Briceno stated that the centennial theme would be incorporated into annual events such as the Holiday Craft Fair, Orange Blossom Festival, Halloween Happenings and Fun on Tippetts, Public Relations Assistant town's incorporation. Davie Police Mounted Unit and Fire Rescue. the Fourth. 2. Orange Blossom Pageant Royal Court, Simone James, Special Event Coordinator and Jennifer Simone James, Special Events Coordinator, introduced herself along with Jennifer Shapiro, Event Specialist from the Parks, Recreation, and Cultural Arts Department. Ms. James began by thanking the 2023 Orange Blossom Royal Court for their dedicated service to the Town of Davie during their reign. She also expressed gratitude to those who contributed to the success of the pageant, including Pageant Director Lisa Alvarez, MasterofCeremonies BeckyVetter, judges Kiera Lin, Chrissy Sieber, and Norma Warrick, performers South Florida Cloggers, and sponsors Bob Roth's New River Ms. James stated that the pageant took place on Saturday, September 7, at the Pine Island Multi- Purpose Center, where Town of Davie senior women and men competed for the titles of Mr. and Mrs. Orange Blossom. She announced the winners: Mrs. Orange Blossom Queen, Casey Lee, and Ms. James shared that over forty (40) girls participated in the pageant across five age categories. Each queen represented the Town of Davie throughout the year at special events and rodeos, and the Royal Court also participated in the 80th Annual Orange Blossom Festival, Parade, and Rodeo. David Quigley, Planning and Zoning Manager, explained that the application was for a single-family lot which was 6,428 square feet, slightly smaller than the 7,000 square feet normally required by the code. The lot's footage measured 70 feet, whereas 75 feet was typically required. Mr. Quigley noted that the Town of Davie granted a variance for this lot in 2020 or 2021, which was approved for a five-year period. He explained that, according to the town's code, a variance expired if no permit approval wasi issued fori it. The variance was set to expire in. January. The applicant requested an extension oft the variance indefinitely. Mr. Quigley mentioned that the Town Council could grant the extension for another five (5) years, one (1) year, ori indefinitely, depending on their discretion. Mr. Williams, the applicant explained that they planned to build a home on the property for their son who recently graduated college and they were working on building plans. Public Art Advisory Committee - Painted Horses Recommendation Jeff Pohlman, Director of Parks, Recreation and Cultural Arts, accompanied by Public. Art Consultant Laura Atria, presented the Public Art Advisory Committee's recommendations for the Painted Mr. Pohlman reviewed the project timeline, noting that the open call for artists ran from May 281 to July 7, advertised on platforms such as Café, the Town's website, social media, and through press releases. The call's theme was "Historical Cultures of Davie," encompassing topics like farming and fruit groves, education, cowboys and rodeo, flora and fauna, as well as Native American cultures. However, he clarified that any depiction of Native American tribes had to receive approval from the respective tribal authority. Eligible artists were required to reside within Broward County and could submit up tot three (3) designs for consideration, though only one design per artist could be: selected. The Town received one hundred and thirty-two (132) applications, of which twenty-four (24) met the minimum qualifications, resulting ini forty-four (44) designs for review. These designs underwent al blind selection process by the public art advisory committee, with the top-ranked designs selected Mr. Pohlman reminded the Town Council of the previously approved horse molds: American Quarter Horse, Running Mustang, Grazing Thoroughbred, Standing Thoroughbred, and Arabian. All designs were submitted using the Standing Thoroughbred mold to ensure uniformity. He then reviewed the top designs in order, as ranked by the committee. Two of the designs incorporated tribal symbols and Native American themes, which were reviewed by the Seminole Tribe's Historic Preservation Officer and Program Director. Although the concepts were generally approved, Horses Project, seeking Town Council's consideration and direction. as recommendations for Town Council review. modifications were requested. Mayor Paul highlighted that it was important to ensure that the final designs Councilmember Starkey agreed with Mayor Paul's suggestion to start with two (2) designs and proposed that one of the chosen designs should depict the essence of the Town of Davie, with elements like orange blossoms, Flamingo Gardens, and a monarch butterfly. Councilmember Starkey noted that the design by artist Gordon Elsa Healthman was a fitting representation of the town and could be one of thei initial selections. Mayor Paul and Councilmember Starkey both agreed that the design which the gazebo at Robins Lodge, was a good choice, but wanted to consult with the artist to simplify certain aspects ofthe design. VETERANS DAY- Mayor Paul reminded the Town Council and public about the upcoming Veterans DAVIE JAZZ SOCIETY Mayor Paul announced that the Davie Jazz Society was hosting a "Jazzy Thanksgiving" at ABC Lobster in Davie on Monday, November 25. The event featured a traditional Thanksgiving dinner with live jazz entertainment. Tickets were available on the Jazz Society's SCREENING - Mayor Paul thanked Todd Evans and the Public Works department for adding horse- themed screening around the generators and fences at Town Hall. LEMACK PRESCRIBED BURN Mr. Lemack announced that Broward County Park staff and the Florida Forest Service were planning a prescribed fire at Long Key Natural Area and Nature Center, located at 3501 SW: 130th Avenue. The burn was: scheduled for Thursday, November 14, 2024, and would take place in the ephemeral wetland area directly north of the park's entrance. Mr. Lemack advised that equestrian trails would be closed for the day, and notification signage was placed on the trails in advance. The Town of Davie would also inform nearby residents through multiple channels, including the website, newsletter, social media, police communications, and 911 call centers. Broward County would monitor the weather closely to ensure optimal conditions fori the prescribed fire. If conditions were unfavorable, the burn would be rescheduled. XVI.
