TOWNOF DAVIE Town Council Meeting Meeting Minutes Wednesday, October 16, 2024, at 6:30 p.m. PLEDGE OF ALLEGIANCE The meeting was called to order at 6:30 p.m. and was followed by the Pledge of Allegiance. II. ROLLCALL The meeting was called to order at 6:30 p.m. Present at the meeting were Mayor Paul, and Councilmembers Whitman, Hattan, and Luis. Also in attendance were Town Administrator Lemack, Deputy Town Administrator Lewis, Assistant Town Administrator Holste, Town Attorney Weinthal, Councilmember Hattan moved to excuse Vice Mayor Starkey from the Town Council meeting. Councilmember Luis seconded the motion. In a voice vote, motion carried by a majority yvote4/0. and Town Clerk Roig. III. PUBLIC COMMENTS IV. PRESENTATIONS 1. Property Appraiser Update, Marty Kiar, Broward County Property Appraiser Marty Kiar, Broward County Property Appraiser, thanked the Mayor and Town Council for their dedicated work and support. Mr. Kiar provided updates on property values in the Town of Davie, noting a significant increase driven by new residents and construction. He explained that the Town of Davie's property values rose approximately 8.8% over the past year, bringing additional tax revenue, mainly due to non-homesteaded properties and recent construction. Mr. Kiar highlighted various tax-saving exemptions available to residents, including those for seniors, widows, and Mr. Kiar then addressed the issue of title fraud, which he noted was especially prevalent in South Florida. He described the Owner Alert program, designed to notify residents of any title changes to their property, and shared that the program enrolled 270,000 Broward County property owners, with the Town of Davie having a high participation rate. He detailed how he collaborated with local law enforcement and the State Attorney's Office to prosecute title fraud cases, resulting in numerous arrests and convictions. Mr. Kiar emphasized the importance ofthe program in protecting 2. Parks and Recreation Master Plan Update, Jeff Pohlman, Parks, Recreation and Cultural Arts Jeff Pohlman provided an update on the Parks and Recreation Master Plan's progress and upcoming publicinvolvement opportunities. The goal ofthis master plan was to create a comprehensive guide to enhance parks, recreation, and leisure services, incorporating community input on social, veterans, encouraging all eligible property owners to apply. homeowners and warned potential fraudsters of strict consequences. The event featured various free family activities, including costume contests, live performances, train rides, inflatables, rides, and al DJ. Food and beverages were also available for purchase. HURRICANE PREPARATION - Councilmember Luis expressed appreciation to the Town of Davie, specifically recognizing the public works department for distributing sandbags in advance of the DRAINAGE IMPROVEMENTS LITTLE RANCHES AREA - Councilmember Luis commented on the effectiveness of the newly installed drainage system in the Little Ranches area. He reported that despite heavy rain in the days following the hurricane, there was no flooding in the area. TRUNK OR TREAT EVENT Councilmember Luis also shared that the Trunk or Treat event, hosted MUTUAL AID - Councilmember Luis recognized the police and fire personnel who traveled across the state to assist neighboring communities with post-storm cleanup.
