CALL TOORDER 7 The October 23, 2024, Airport Advisory Board meeting was called to order by Chairperson Earl at 6:00 8 p.m. in the City Council Chambers. 9 2, ROLLCALL 10 Kayla Picciau, Recording Secretary, called roll. Those present were Chairperson Harrison Earl, Vice 11 Chairperson Melinda Jordan, and Board Members Malcolm Dean, Steve Shook, and City Council Member 12 Marcia Martin. 13 Board Member Dan Meester arrived ate 6:02pm. 14 Board Members Tallis Salamatian and Matthew Menza were absent. 15 Staff present were Levi Brown, Airport Manager, and Kayla Picciau, Recording Secretary. 16 3. PUBLIC INVITED TO BE HEARD 17 Chairperson Earl opened the Public Invited to be Heard. 18 Tim Cook, 10741 N. 65th St, Longmont; voiced concern about airplane noise. 19 Louis Beaupre, 1650 Stardance Cir; voiced concern about airplane noise. 20 Christine Smith, 11178 N. 66th St, Longmont; voiced concern about airplane safety. 21 Edward Greif, 6024 St' Vrain Rd, Longmont; voiced concern about airplane noise. 22 Keith Griffith, 7066 Johnson Cir, Niwot; requested to change the planning and development code to notify 23 airport lease holders of new development. 24 Chris Conklin, 234 Francis St, Longmont; voiced concern about airplane noise. 25 JD Gleitz, 1632 Sherman Way, Longmont; recommended to the board to bring to the city council 26 recommendation to amend the development code 15240 to include all business and property owners on 27 the airport as well as the Federal Aviation Administration (FAA) Airport Management Office. 28 Jen Huff, 10619 N. 65th St, Longmont; spoke to the large amount of air traffic. She stated she is concerned 29 with planes flying over schools. 30 Ed Ruskus, 9685 Majestic Rd, Longmont; voiced concern about airplane noise. 31 Scott Stewart, 229 Grant St, Longmont; concerned about airplane noise and improper usage of airport 32 hangars. 33 Marcy Roth, Unincorporated Longmont; concerned about airplane noise. APPROVAL OF MINUTES September 12, 2024 - Minutes 7 VICE CHAIRPERSON JORDAN MOVED, SECONDED BY BOARD MEMBER SHOOK, TO APPROVE 8 THE SEPTEMBER 12, 2024, MINUTES AS PRESENTED. 9 MOTION CARRIED: 5-0. 10 11 5. INFORMATION ITEMS I. Updates from Airport Manager 12 Levi provided an update on fire inspections. He stated that the fire inspections are continuing. 13 Levi state there will be an airport focused city council meeting on November 19th. 14 Council Member Martin recommended that the board take a vote to see if they would like to participate in 16 Levi stated that there is a proposal for an annex on 8809 Nelson Rd. He stated that the City Planning 17 Department promptly notified him. He stated the FAA has already sent a letter regarding the proposed 19 Chairperson Earl recommended adding development projects as a standing agenda item. 15 the November 19th Council meeting. 18 annexation. 20 Levi provided an update on the Capital Investment Projects meetings. He stated there has been conflict between the engineers 29 with the city and the engineers with the buyers on what the report should look like. He also stated he holds meetings with local flight schools and airport businesses to discuss 34 noise abatement. BOARD, CITY COUNCIL REPRESENTATIVE AND/OR STAFF COMMENTS Ideas for future agenda items 32 Chairperson Earl stated the board does want to hear public comments. He stated the airport is an 33 enterprise fund oft the city meaning it is intended to be self-sustaining andi it does not directly receive city 34 funding. He stated use of a calibrated decibel meter would have to be 4 Council Member Martin stated the city cannot invest city taxes revenue into the airport. She responded to 5 the public comment about the increased noise stating there has been an increase in student pilots. She 7 Board Member Meester thanked the public for their comments. He stated the airport is seeing a proximity 8 problem. He suggested reaching out to Jeffco and Loveland airports and requesting that they divert their 9 student traffic to other outlying airports. He stated landing fee are non-existent. He stated that the closure 11 Board Member Shook stated the pilots at the airport are frustrated too due to student pilot traffic.
