MINUTES City Council Public Safety Committee Monday, October28, 2024-3:30PM City Hall Council Chambers Members Present: Aaron Baker, Chair, Council Member Mac Morrow, Vice-Chair, Council Member Kevin Gallo, Citizen Member Mayor Mauren Copelof, Ex-Officio Member Wilson Hooper, Cityl Manager David Todd, Assistant City Manager Tom Jordan, Police Chief Bobby Cooper, Fire Chief Denise Hodsdon, City Clerk Staff Present Becky McCann, Communications Coordinator Guests: Linda Gallo, Nora Jane Montgomery, and Monica Driscoll A. Welcome & Call to Order Committee Chair Aaron Baker welcomed everyone and called the meeting to order at3:301 PM. B. Certification of Quorum City Clerk Denise Hodsdon certified that a quorum was present. C. Approval of Agenda Motion by Mr. Morrow, seconded by Mr. Gallo to approve the agenda as presented. The motion carried unanimously. D. Approval ofl Minutes of] July 22, 2024 Meeting Motion by Mr. Morrow, seconded by Mr. Gallo to approve the minutes oft the July2 22, 2024 meeting as presented. The motion passed unanimously. E. Transportation Working Group Update Mr. Hooper reported that NCDOT is essentially out ofcommission as a partner in our projects for the foreseeable future as they are working on emergency needs throughout thei region. Their early estimates are that there is $4B needed just to restore things back to the way they were from a transportation perspective. They think that all the ordinary projects currently on their books will be postponed. For example, while the funding for R-5800 probably won't be affected as it will be a federal funding source, its construction will be affected because construction materials for the next calendar year willl be committed to emergency repairs. Any projects that were currently underway prior to the storm are or will be back underway. F. Cherry Street Tractor' Trailer Issue Mr. Hooper recalled that NCDOT had helped us with this issue by installing signage on Old Hendersonville Highway, but since therei is still aj problem with tractor trailers turning onto Cherry Street, ifwe want a solution that can be done quickly, wej probably need to doi itin a way that we can execute. Staffhas come up with two suggestions to pursue: first, we reached out to the commercial trucking GPS system because on their map Cherry Street is shown as connected to the back side of Oskar Blues; the second suggestion is toi install some more visible signage in the vicinity of thel bridge itself. Staff will pursue that with the State. Mr. Morrow also suggested posting it as' "no tractor trailers": and adding itt to the trafficschedule. G.P ProbartStreet Traffic Calming Installation Schedule Mr. Todd reported that the speed cushions have arrived, but installation has been postponed due to the: storm. Staff! hopes to start installing them in the next week or two and have them installed by the end ofNovember. H. Railroad Avenue Parking Installation Schedule Mr. Hooper noted that there are three different components to Railroad Avenue parking - 1) no parking signs along the greenway, 2) curbing along the greenway, and 3) repainting oflanes and addition ofon-street parking at the intersection of Whitmire. Mr. Todd reported that thej painting for on-street parking will be done next week, but he did not have an update on the other two components. - Four-way Stop at Mills Avenue Near Silversteen Park Mr. Hooper reported that our traffic consultant has advised that that intersection is suitable for a 4-way stop because of the amount of trafficand pedestrian use. We will begin the process fori installing those signs, which includes a public meeting in the Rosenwald Community, and that meeting will be scheduled soon. The results Mr. Baker mentioned that we should consider looking at addinga a 4-way stop at the intersection of Oaklawn and Main. Mr. Morrow added that hel has heard from residents of Fortune Square that there is no stop sign on Carver: and traffic comes will be brought back to the committee for a recommendation. Mr. Hooper will have the traffic consultant! look at those areas. Public Comment Linda Gallo expressed appreciation for the work that went on behind the scenes related to the storm and said she was excited tol hear that the speed cushions would be installed by the end ofNovember. K. Set Date for Next Meeting The next meeting oft the Public Safety Committee was scheduled for Monday, November 25, 2024 at: 3:30 pm at City Hall. L.
