PLEDGE OFALIFGIANCETOTIAGS The pledges of allegiance to the United States flag and the' Texas flag were said. VISITOR/CITIZENS FORUM 1. Shana Paulson gave an update on Civic Club Activities: dinner club, Halloween, movie night November 24, and the Christmas celebration December 14 at Brenda Rutt Memorial Park. REMARKS AND O&A SESSION BY REPRESENTATIVE FROM BESTTRASH Ken Farrar from Best Trash explained that the recent price increase was a contractual CPI increase unrelated to the recently added 2nd pick up day. PUBLIC] HEARING Planning and Zoning Public Hearing for the purpose ofl hearing aj proposal on revisions to the City's schedule of permit fees and hearing public comments on same. Council convened the public hearing. James Schexneider presented a schedule of proposed fees that are more: in line with fees charged by neighboring municipalities. Part of the increased revenue will let the City study drainage for new construction and install culverts, do ditching, etc., as necessary instead ofletting homeowners/builders make the decisions. Council adjourned the public hearing and reconvened the regular Council Meeting. CONSIDERATION AND POSSIBLE ACTION 1. Consider and vote whether to adopt the schedule of permit fees presented in the public hearing. Alderwoman Rogers motioned to adopt the proposed fee schedule. Alderwoman Dean 2nd. The vote was all in favor. REPORTS 1. Police Chief The Comp Time/Overtime report and the Police Activity Report were not available. ChiefHughes discussed the CJIS audit he is required to complete bi-annually. Currently 8 years behind. 51 page audit is1 requiring a lot oftime. Traffic citations are: rising sharply due toi increased traffic, currently 300% increase over prior year citations and expected tol keep rising. 2. Planning and Zoning 10/15/2024 City Council Meeting Minutes - Page 2 Lyle Schultz reported on open permits. The COO for the Wellbrock property on Lone Shadow is imminent. A revised building permit application was presented. Alderwoman Rogers suggested different applications for each permit type. Following some discussion the matter was left tol P&Z for consideration. 3. Public Works Matt Hurst reported that the Stagecoach Rd City Sign was installed. The Walnut Creek City Sign is being built. Parts have been ordered for the backhoe and repairs are inj process. Two people have signed up for the Public Works volunteer committee. 4. City Attorney Janice Baldwin raised the point that ai maximum of 30% ofCity revenue can come from traffic citations. She ist to get clarification whether that figure is gross or net revenue. Also, Judge Peace and 2 clerks are correcting/updating State reports that are 2 years behind. There was discussion about using traffic offenders forl Public Works but liability concerns severely limit the tasks the City could assign. 5. Mayor's Report Mayor Osteen reported plans to separate the City Secretary/Ireasurer and Court Clerk positions. Council informally agreed to that approach. There was discussion about where and how to house two people in the City Center. Mayor reported that final plans for the Lake Apache dam repair were being drawn up. COUNCILI INQUIRY Pursuant to Texas Government Code Sect. 551.042 the Mayor and Council Members may inquire about a subject not specifically listed on this Agenda. Responses are limited to the recitation of existing policy, or a statement of specific factual information given in response to the inquiry.
