WINTERS -EST.1890 CITY OF WINTERS, TEXAS 310 S. MAIN ST. WINTERS, TX MINUTES September 3, 2024, 6:00 p.m. SPECIAL CALLED MEETING ON BUDGET AND TAX RATE Call meeting to order. Mayor Chris Bahlman called the meeting to order, and a quorum was established. In attendance were Alderman Jimmy Butler, Alderman Mike Neal, Alderman Wesley Hagle and City Attorney Ken Slimp. Not in attendance were Alderwoman Ursula Estrada and Alderwoman Ida Rodriguez. Pledge of Allegiance -US and Texas Flag 1. Open Public Hearing regarding the Ordinance forthe 2023-2024 Proposed Budget. Mayor Bahlman opened the Public Hearing at 6:00 p.m. there were no members of the public 2. Close Public Hearing regarding the Ordinance for the 2023-2024 Proposed Budget. Mayor 3. Discussion and possible action on Ordinance 2024-03 adopting the budget for the 2024- 2025 Fiscal Year. Alderman Jimmy Butler made a motion to adopt the budget and approve Ordinance 2024-03 fort the 2024-2025 Fiscal Year. City Administrator, Nate Smith injected before there is a second on the floor that he would like to mention that he had spoken to Michael Blackshear regarding going to salary, due to excessive overtime and holiday pay exceeding his annual base pay. He also noted that in January ofthis year the federal wage threshold was raised to around $58,000 or around $28.00/hour. Alderman Neal asked ifthe budget as presented is balanced, Mr. Smith stated that it was. Alderman Mike Neal seconded the motion during further conversation Alderman Wesley Hagle asked if Mr. Blackshear going to salary was not discussed earlier, Mr. Smith answered yes but the Council had been non-committal on the subject. Alderman Mike Neal stated that ifit (going to salary) does not change the numbets why is it being discussed during approval. The present. Bahlman closed the Public Hearing at 6:01 p.m. mayor called for a Roll Call vote with a motion and a second on the floor. The vote wasas follows: Alderman Jimmy Butler- Aye Alderman Mike Neal- Aye Alderman Wesley Hagle- Aye Alderwoman Ursula Estrada- Absent Alderwoman Ida Rodriguez- Absent All in favor, motion carries. Ayes 3, Noes 0, Abstain 0, Absent 2. 4. Discussion and possible action on Resolution 2024-19 ratifying the adopted budget raises more revenue in property taxes than the previous fiscal year. Alderman Mike Neal made a motion to approve Resolution 2024-19 ratifying the adopted budget raising more revenue inj property taxes than the previous fiscal year, seconded by Alderman Wesley Hagle. Discussion and possible action on Ordinance 2024-04 approving and levying an ad valorem tax rate of$0.657814 per one hundred dollars ($100.00)ofassessed valuation ofall taxable property within the corporate limits of the city for the use and support of the municipal government oft the City of Winters, Texas, for the 2024-2025 Fiscal Year. Alderman Jimmy Butler made a motion to approve Ordinance 2024-04 04 approving and levying an ad valorem tax rate ofs $0.657814 per one hundred dollars ($100.00) of assessed valuation of all taxable property within the corporate limits of the city for the use and support of the municipal government of the City of Winters, Texas, for the 2024-2025 Fiscal Year, seconded by Alderman Wesley Hagle. All in favor, motion carried. Ayes 3, Noes 0. inf favor, motion carried. Ayes 3, Noes 0. There were none present from the community. 8. Adjourn meeting.
