The adopted rates were stated for the total tax rate at 0.483029 and for the I&S rate at 0.165049. These stated rates compute the total tax rate to 0.483027 (I&S rate plus the M&O rate), not the approved total tax rate of 0.483029, as reflected in Ordinance #2024-0-031B. Williamson County requested that the Page5113 Liberty Hill City Council Regular Called Meeting minutes November13,2024 City Council acknowledge formally in an official meeting that a scrivener's error was made in thel last decimal places oft the adopted tax rate as recorded in Ordinance #2024-0-031B. The error is not significant and will require that the City, at some point this year, adopt a budget amendment to: reduce the expected revenue by a total of $26.00. Mayor Mancilla requested that City Secretary Simpson read the formal statement into the record. "This is a Disclosure ofa. Scrivener' 's error, for the calculated M&o. rate of0.317978 with Ordinance #2024-0-031B adopted September 25, 2024. At their 10.22.2024 DRC Regular Meeting, the Committee voted unanimously toj forward a positive recommendation to City Council regarding applications of Logan Fletcher, Alexandra Rodriguez, Sunday Taylor, and Odalis Suarez. Jackson Motion: Motion by Mayor Pro Tem Amanda Young, seconded by Council Member Helbing, to appoint Sunday Taylor to the Downtown Revitalization Committee to complete the unexpired term of Amber Jackson in Place #2, with term expiration date ofJune 30, 2026. Brandenburg) There was a briefdiscussion of the need for this Task Order from Pape-Dawson for the requested engineering work to re-configure this planned intersection and to save the mature heritage trees. Mayer-Pro-Tem-Foungasked-ercensiderationtion-te-begivenrelated-te-impaet Mayor Pro Tem Young asked for consideration to be given to the placement of the sign during the on-thesubéivision'senttyway-sign: new design and noted that the HOA would pay for the sign to be moved. Nays: None. e) Discussion/Update regarding Home Rule Charter election results, upcoming canvass meeting, Transition committee, and proposed timeline for Charter provisions to be Ata Special Election held November. 5, 2024, the voters of the City ofL Liberty Hill voted to adopt the proposed City Charter document and establish the City ofLiberty Hill as a Council/Manager, form ofgoverment. After the November 18, 2024, Special Called Meeting, for) formal canvassing ofthe City Secretary Simpson disseminated copies of the Charter booklets to anyone interested in having one. City. Attorney Banks presented the PowerPoint Presentation that discussed what the Home Rule Charter adoption would mean regarding changes to processes or implemented. (Mayor Mancilla, M. Banks, E. Simpson) election, the Charter provisions will be in effect. organizational structure for the City. Council Member Ashley's expressed concern regarding the Mayor voting before the sixth member is added, and the request that this be reconsidered by the Attorney based on the intent of the Home Rule Charter Committee for concerns in a tie. It should also note that the Attorney mentioned the Council had not adopted any rules in that regard, which was corrected by Council Member Williams that the previous Council had adopted Robert's Rules of Order and therefore, in the event of a tie, Page7/13 Liberty Hill City Council Regular Called Meeting minutes November 13, 2024 the motion fails. It was confirmed by the City Secretary that the motion could be brought back, but concerns were expressed that in the event ofaz zoning item, the item could not be brought back for one year. There was no formal action made. 8) CITY MANAGER'S COMMENTS Deputy City Manager Etienne announced that on November 18th, the City will issue an RFP for the Uniform Development Code (UDC) re-write project. Also, on December 13, 2024, the City will host a Ribbon cutting for the newly expanded Wastewater plant at 10AM and everyone is invited.
