Members absent: none City Staff present: Gary Heinrich, Interim City Manager; Holly Russell, City Secretary; Don Martin, Director of Development & Neighborhood Services; Kit Kepple, Admin. Assistant to the City Manager; Chief James Kidd, Keene Police Department; Chief Dan Warner, Keene Fire Department; Derek Malone, Public Works Director; and Robert Brown, City Attorney. 1. Call to Order, Invocation, Pledge of Allegiance, Pledge to Texas Flag The Mayor called the meeting to order at 6:00 p.m., and gave the invocation. 2. Mayor Announcements Ar recap of the election was given. The Mayor shared a proclamation given at StarFest on October 31, 2024, to designate Keene resident, Mr. Woon Sun (Paul) Chan as Honorary Fire Chief for a Day. The Christmas Market is December 1, with 54 vendors and possibly more. Volunteers will be needed for set up and decoration of the park for the event. The New City Manager will start on November 18. 4. Reports 3. Public Comments - None were made. Informational reports only; no action to be taken. A. Receive and discuss the City Manager's Report. Gary Heinrich, Interim City Manager, reported that he is looking at the possibility of a new water well for the city. 5. Public Hearing Items - No public hearing was held. 6. Consent Agenda A. Consider approval of Resolution No. 2024-459 to update the authorized signatories to all the City ofh Keene accounts at Pinnacle Bank by removing retired City Manager Brent Batla and B. Consider approval of the minutes for the regular City Council meeting held on October 17, A motion was made to approve the consent agenda as presented. The motion carried. Review, discuss, and consider. setting a date for a special-called City Council Meeting to canvass the vote of the November: 5, 2024, City of Keene General and Special elections Holly Russell, City Secretary, reported that the final election results should be received from the Johnson County Elections Office by close of business on November 14. The Texas Secretary of State has set the dates for canvassing elections as November 8-19. Mrs. Russell requested the Council to set a date and time to be between November 15-19. The Council set the date and time to canvass the general and special elections as November C. Review, discuss, and consider adopting a resolution as required by the State of Texas prohibiting the use of certain social media applications and services on devices owned or Mrs. Russell explained that the proposed resolution is required by the State to be passed before November 20, and only applies to city-owned or leased devices. Discuss and consider the need to appoint a single City Attorney. Mayor Pro Tem Johnson requested a discussion on this item at the last City Council meeting. Mr. Johnson said it does not make sense to have two attorneys and believes there should only be one. Mr. Brown gave his opinion that the new City Manager and new Council Members should consider this topic when they are in place. A motion was made to table the discussion. The motion carried.
