Rob Foster arrived at 6:22 p.m. Also attending were newly-elected Council Members Bob Chapman, Johnny Shaw, and Troy Smith. Members absent: James Belz City Staff present: Jonathan Seitz, City Manager; Holly Russell, City Secretary; Don Martin, Director of Development & Neighborhood Services; Kit Kepple, Admin. Assistant to the City Manager; Chief James Kidd, Keene Police Department; and Chief Dan Warner, Keene Fire Department 1. Call to Order, Invocation, Pledge of Allegiance, Pledge to Texas Flag The Mayor called the meeting to order at 6:00 p.m., and resident Melissa Walden gave the invocation. 2. Public Comments Troy Smith, 310 Woodlawn, wanted to express his gratitude to the 20 people who came to the Pickleball Courts and learned to play the increasingly popular sport. He encourages more residents Council Member Chuck Easley expressed that he is voicing the requests of the residents of his tot try playing and utilize the new courts. Ward for the Mayor to nominate Council Member Foster as Mayor Pro Tem. 3. General A. Review, discuss, and consider the adoption of Resolution No. 2024-461 canvassing the November 5, 2024 City of Keene General Election and Special Election. The motion to approve Resolution No. 2024-461 canvassing the November 5, 2024 City of Keene General Election and Special Election was made, and carried unanimously. Voting Yea: Mayor Pro Tem Johnson, Belz, Beeson, Easley, Gutwa Motion made by Easley, Seconded by Gutwa. Absent: Foster B. Honorable Robert Shaw, Justice of the Peace-Precinct 4, to administer the Oath of Office to the following elected officials: a. Lisa Parrish, Mayor b. Troy Smith, Council Member-Place I Bob Chapman, Council Member-Place III d. Johnny Shaw, Council Member-Ward II Each person elected was present and took their Oath of Office. Wes Schram, 1002 W. Review, discuss, and consider the nomination and election of a Mayor Pro Tem for a one-year The Mayor nominated Council Member Gutwa as Mayor Pro Tem. The motion was made to approve the nomination of Council Member Gutwa as Mayor Pro Tem, and carried with a vote term. of4-1-1 Motion made by Shaw, Seconded by Chapman. Voting Yea: Chapman, Gutwa, Shaw, Smith Voting Nea: Foster Abstaining: Easley D. Review, discuss, and consider approval of Resolution No. 2024-462 to update the authorized signatories to all the City of Keene accounts at Pinnacle Bank by removing Mayor Pro Tem The motion was made to approve Resolution No. 2024-462 to update the authorized signatories to all the City of Keene accounts at Pinnacle Bank by removing Mayor Pro Tem Ray Johnson and adding newly-appointed Mayor Pro Tem Gutwa. The motion carried Ray Johnson and adding the newly-appointed Mayor Pro Tem. unanimously. Motion made by Easley, Seconded by Foster. Voting Yea: Chapman, Easley, Foster, Gutwa, Shaw, Smith 4.
