Powell called the meeting to order at 6:30 p.m. Council Present_Gordon Hatthorn, Keith Woods, and Jon Williams  Council Absent:Rocky Hicks and Heather Martin StaffPresent:Erin Nolan and ChiefHenken  Pledge Prayer:Jon Williams Public Comment: None Mayor Update  Officer Turner Benefit on Saturday, November 9, 2024 at the Brazoria County Fair  Grounds at 11:00 a.m. The live auction begins at 1:00 p.m. Grant for the tractor isi int the second round of review.  Baseball grant has been closed out and we have received the reimbursement of the Softball grant waiting on the fully executed copy sO that we can begin going out for  $50,000.00. quotes.  Interlocal for Road list 2025 has been turned in. Council and Slaf/Comments.NONE  General Business:  1. Discussion and reconsideration of electrical quotes for Skrabanek Park. JNA Electric is paying for all the labor and equipment.  Motion by Jon Williams and seconded by Gordon Hatthorn to rescind the motion on 10.17.2024 for Penney's Electric quote and to approve JNA Electric  quote of $17,371.00 to be paid out of the park fund.  PASSES  2. Discussion and consideration of Ordinance 24-20: School Zones Motion by Jon Williams and seconded by Gordon Hatthorn to approve  Ordinance 24-20: School Zones. Discussion and Consideration of Resolution 24-011 ofthe City of Danbury declaring the Utility Department 1994 Case Backhoe 580 surplus property and approving its  disposition. TABLED  4. Discussion and Consideration of] Resolution 24-012 ofthe City of] Danbury declaring the Utility Department Plumbing Pipe surplus property and approving its disposition. Keith Woods would like to offer it to the citizens to come andj pick up to use for drainage Motion by. Jon Williams and seconded by Keith Woods to approve. Resolution 24- 012 to allow the citizens of Danbury to use the surplus pipe for drainage until December 9, 2024 then the remaining pipe to be scraped and put to trash.  only.  PASSES  5. Discussion and consideration ofusing ARPA funds for the test well drilling.  ARPA Balance: $54.587.77  Motion by Gordon Hatthorn and seconded by Jon Williams to use the. ARPA balance and send bids for the test well drilling and to review the bids at the first  meeting in December. PASSES  6. Discussion and consideration ofinvoice for Road Repair List of] FY 2024.  TABLED  7. Discussion and consideration of regular council meeting minutes from 10.17.2024. Discussion and Consideration ofextending Resolution 24-007 temporarily waiving Motion by Gordon Hatthorn and seconded by Jon Williams to extend Resolution 24-007 temporarily waiving building permit fees for another 60 days.  building permit fees.  PASSES 10. Police Update  Officer Turner is doing well. His benefit is on the gth.  Camera Project is about 60-70% completed. City Hall cameras are installed and working, the park, sports complex, water tower and WWTP have some installed and still need work. The community center has not been started yet. Aj part time officer is starting tomorrow 11.8.2024 her name is Whitney Fogle. She  will be helping with more coverage.  Executive Session: Entered into executive at7:05p.m.  11.C Council will convene in executive session pursuant to Section 551.071 of the Texas Government Code to conduct a consultation with its attorney on ai matter in which the duty ofthe attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct oft the State Bar ofTexas clearly conflicts with discussion in open meeting. General Session: Returned to general session at 7:55p.m. 12. Possible action from items discussed in Executive Session.  The mayor has research she needs to do with the City Attorney.
