Belton City Council Meeting November 12, 2024-5 5:30P.M.  The Belton City Council met in regular session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Craig Pearson, Daniel Bucher, Stephanie O'Banion and Dave Covington. Councilmember Wayne Carpenter was absent. Recognize the Finance Department for receipt of the Certificate of Achievement for Excellence in Financial Reporting for Fiscal Year ending September 30, 2023, and the Distinguished Budget Presentation Award for Fiscal Year beginning October 1, 2024, with special recognition for long-range City Manager Sam Listi presented these awards to the Director of Finance Mike 4. Mrs. Odiorne presented the proposed City's employee insurance products. Upon a motion for approval by Trustee O'Banion, and a second by Trustee Holmes, the contracts for employee insurance products were unanimously approved upon a vote of 6-0. 4. Upon a motion by Mayor Pro Tem Holmes, and a second by Councilmember Pearson, the funding for contracts approved by the Employee Benefits Trust was  unanimously approved upon a vote of6-0. Consider authorizing the purchase of a playground for the Liberty Valley Subdivision Park through the BuyBoard purchasing cooperative from KYA  Group in the amount of $75,071.39. Upon a motion by Councimember Pearson and a second by Councilmember Bucher, the Council authorized the purchase of the playground for Liberty Valley B. Consider a resolution naming the Neighborhood Park located within the Liberty Valley Subdivision along Huey Road and Connell Street as Freedom  Subdivision Park upon a unanimous vote of 6-0.  Park. Upon a motion by Councimember O'Banion to name the park as Freedom Neighborhood Park, and a second by Mayor Pro Tem Holmes, the Council adopted the following captioned resolution upon a unanimous vote of6 6-0.  RESOLUTION NO. 2024-26-R  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELTON, TEXAS, NAMING A CITY OF BELTON PARK, AND PROVIDING AN OPEN MEETING  CLAUSE.  20.9 Consider award of bid and authorizing the BEDC Executive Director to execute a construction contract with Bell Contractors for the IH-14 Water and Wastewater Improvements Project, and any change orders associated with the contract, not to exceed the amount authorized under State law. Contractors upon a unanimous vote of 6-0. 21.Consider authorizing an Economic Development Agreement with Dog Ridge Water Supply Corporation (DRWSC) for BEDC to construct a waterline and reimburse DRWSC for engineering fees related to administration and Belton Economic Development Corporation Executive Director Cynthia Hernandez  presented this item.  inspection not to exceed $91,500.
