MINUTES OF THE TOWN OF ARGYLE WEDNESDAY, NOVEMBER 6, 2024 PLANNING AND ZONING COMMISSION REGULAR MEETING A regular meeting of the Argyle Planning and Zoning Commission was held on Wednesday, November 6, 2024, at 6:00 p.m. This was an OPEN MEETING, open to the public, subject to the open meeting laws of the State of Texas and, as required by law, was hereby posted on November 1, 2024 at 5:00 PM, at Argyle Town Hall, giving notice of time, date, place, and agenda thereof. PLANNING AND ZONING COMMISSION MEMBERS PRESENT: Paul Kula, Chairman Courtney Mitchell Matt Nelson Martin Brading Marilyn Lewis David Snell None PLANNING AND ZONING COMMISSION MEMBERS ABSENT: Harrison Wicks, Interim Director of Community Development STAFF PRESENT: REGULAR MEETING AGENDA CALLTO ORDER - Chairman The regular meeting was called to order at 6:01 PM by Chairman Paul Kula noting a quorum was present. PLEDGE OF ALLEGIANCE - American Flag one state, under God, one and indivisible". PLEDGE OF ALLEGIANCE- - Texas Flag "Honor the Texas Flag; Ip pledge allegiance to thee Texas, OPEN FORUM: Pursuant to Section 551.007 of the Texas Government Code, any member of the public has the opportunity to address the Planning and Zoning Commission concerning any matter of public business or any posted agenda item; however, the Act prohibits the Planning and Zoning Commission from deliberating any issues not on the public agenda and such non-agenda issues may be referred to Town staff for research and any future action; all persons addressing are limited to five (5) minutes and subjectto council adopted rules and limitations permitted by Chairman Kula opened the meeting to public comment. With no speakers, Chairman Kula closed the law. open forum at 6:03 PM. CONSENT AGENDA 1. Consider approval of the minutes of the Regular Planning and Zoning Commission Meeting of October 2, 2024. Commissioner Lewis motioned to approve the minutes of the Planning and Zoning Commission Regular Meeting of October 2, 2024, as presented. Commissioner Mitchell seconded the motion. Consider the appointment of a Chairperson and a Vice-Chairperson from among the Commission membership as required by Section 14.3.21-2.H of the Town Development Standards. The Commission discussed the appointments and made the following motions: Commissioner Nelson motioned to appoint Paul Kula as Chairperson. Commissioner Snell seconded the motion. The motion carried unanimously by a vote of six (6) in favor to none (0) Commissioner Mitchell motioned to appoint David Snell as Vice-Chairperson. Commissioner Brading seconded the motion. The motion carried unanimously by a vote of six (6) in favor to none 3. Consider and make a recommendation to Town Council on a revised site plan (SP-24-011) for an alternative landscape plan to the restaurant located at 401 South US Hwy 377, Town of Argyle, Denton County, Texas; and being located on the east side of US Hwy 377, south Interim Director of Community Development Harrison Wicks provided a presentation on the item. The applicant Matthew Holtman presented on the item as well and answered questions. The Commissioner Mitchell motioned to recommend approval to Town Council for the revised site plan (SP-24-011), as presented, with noi tree mitigation requirement.
