MALABARTRAILS AND GREENWAYS COMMITTEE REGULAR MEETING MINUTES This meeting oft the Malabar Trails and Greenways Committee was held at Town Hall at 2725 October 30th, 2024, 6:00F PM Malabar Road. 1. CALL TO ORDER, PRAYER. AND PLEDGE: Meeting called to order at 6:00 P.M. Prayer and Pledge led by Vice-Chair Hann. 2. Liaison Smith also states al human skull was found in the Cameron Preserve. Clerk Kohler states he willi investigate further and report back. CONSENT AGENDA Discussion: None All Ayes: Carried 4-0. PUBLIC COMMENTS: None. 6. ACTION ITEMS: None. DISCUSSION 4. 4.a. Regular Trails and Greenways Committee Mtg Minutes of 9/16/2024. MOTION: CM Cameron/CM Gunter to approve the consent agenda. 5. 7. a. Trail, Kiosk and Firebreak Conditions VC Hann states the trails are in wonderful shape and flowing free of obstructions. There were ai few trees down after the hurricanes, but they have been cleared by area volunteers. Malabar Scrub East is currently very wet. The Cameron Trail Shelter looks fantastic. There is some vandalization oft the shelter, but he will grind itout. He also reported that one of the bridges in the EELs portion has a center Vice-Chair asks ift there are any concerns about the project. Vice Chair also states he is disappointed that the program is not living up to their promises to keep trails open when not working, and to have all of the trail reroutes complete before the mechanical reduction. All oft the trails north of Fern Creek are currently closed, yet they are still working in the south area. Liaison Smith said he spoke with al hiker who was int the area and reported that they are working on the southwest corner board missing. b. MSS Restoration Plan Observations and Concerns oft the property. He is confused as to why the majority of thet trails are closed when they are working in a small corner. CM Gunter stated he observed a piece of equipment in the area west of the Malabar ROW. Hel had al hard time following the trail due to the debris. Clerk Kohler states the EELs program survey showed that the Impala ofl Impala Trail is on the property boundary, where they plan to install a firebreak. They have offered to move the Impala onto the Town's portion of the area and have contacted the BMBA about the proposal. Does the Committee have any objection to the Impala being moved slightly east onto the Town's property? VC Hann states the goal was to put the trail as close to thel boundary as possible. CM Gunter states he was surprised to find concrete survey markers in the area. He also reported that the markers for the program appear to be 101 feet west of the western boundary signs. Liaison Smith states he would like to have the BMBA salvage a piece of the Impala, and allow the program to remove the rest of the Impala. VC Hann states he will bring the idea to the next meeting to add a new loop in the Cameron Preserve. Liaison Smith states he has had several interaction with trail users, one of whom was very upset and near tears. Liaison Smith is disappointed in the lack of notice provided for the closure oft the core trail area. VC Hann is highly disappointed that the program promised to do the Malabar West worki in house, and they have now hired a contractor, are keeping the trails closed, and are not keeping their word. CM Wilbur suggests having a drone provide aerial observations. Liaison Smith suggests calculating the carbon output of the area before and after they remove the trees. VC Hann asks if any committee members wishi to make a motion to raise these concerns tot the County Government? Liaison Smith states he would like to have a solid answer for why both areas are closed, and why a contractor was hired. CM' Wilbur states he would be interested ini finding out who owns the lumber company. VC Hann states he would like tos see his email go to Mr. Knight and to ask why his commitments are not being met. Chair Thompson reported to Staff that he spoke with Mr. Brad Manley of the EELS Program who informed him that they are aware of the Boundary" Signs, and that Mr. Steve McGuffey is the area land manager. Liaison Smith provides a brief Clerk Kohler states Staff is finishing the Semi-Secret Trail" video and will have it available for review at the November Meeting. He also provided a brief review of the Cameron Preserve plans which began last November, including the approximate zones and suggested firebreak locations. Also included is the confirmation the FD Staff will maintain the firebreaks once they are put in place. Clerk Kohler states the welll has been placed at Eagles Nest Trailhead. The vendor provided an estimate of 200 gallons per minute ofi flow. Fire Chief Angelone stated his intent to test the well tomorrow. Staff will provide a report at the November meeting. Additionally, the road millings are being removed. Staff visited the site today and noted that only about 5-10 of the original 20+ are left. CM Wilbur e. iNaturalist Presentation - Jeff Anderson - Tabled until November Meeting Clerk Kohler states that Mr. Anderson provided a detailed presentation about the Naturalist and Seek programs. The Committee indicated that they would continue presentation (available upon request). :. - Cameron Preserve VC Hann states he will continue to develop this proposal. d. Eagles Nest Trailhead requests the 4 dead trees at ENT be removed. too discuss thel best ways toi implement the program into ourt trail systems at at future meeting, including additional signage, QR Codes and scavenger hunts. Liaison Smith suggests promoting the Seek app, as it will allow an easy conversion to Clerk Kohler states that at the July 26th workday, the Committee was able to complete the installation of vertical fence posts at ENT. The September 28th workday was canceled due to recovery efforts from Hurricane Helene. Staff is proposing a workday to improve the Sandhill Trailhead. Staff, the Trails and Greenways Committee, and the Parks and Recreation Board are all invited to attend the workday at 9 AM Friday November 22nd. Consensus is reached to CM Cameron states she attended several webinars ont trail development. She has found that the group identified volunteers as crowd funding. She also attended a Barn to Trail Stability seminar. They provided information about managing a farm for equestrians. The key take away she had was that there should be a manure collection area at the equestrian trailhead, and allow agricultural entities to use it for fertilizer. CM' Wilbur states he supports the idea but does not think it will be an iNaturalist. f. Next Field Event- - TBD accept thej joint trail day. g. Webinar Review issue at our trailheads. OLD/NEW BUSINESS 8. a. Board Member Comments: Liaison Smith states he attended the BPTAC meeting on Monday. The BPTAC has done numerous studies in the are and made recommendations about crosswalk safety. Most of the examples were in Titusville and Beachside, but they are seeking 2 additional locations. He suggests proposing the Marie Street Malabar Road corner. He will email Secretary Kohler more information for the Committee to review. He also stated the County is hosting the SBMPT Public Meeting on January 25th for in person, and a virtual one in early February. VC Hann states he shared the Jordan idea via email with the SBMTP group, and it was b. Staff Reports: Clerk Kohler states the next regularly scheduled meeting is currently scheduled for November 11th, Veterans Day. Staff recommend Monday, November 25th at 6PM as the rescheduled date for the meeting. VCI Hannrecommends Tuesday Next Scheduled Meeting: Secretary Kohler informed the Committee that the next resoundingly rejected by Program director Knight. November 19th.
