City of Groveland Minutes City Council Meeting Tuesday, September 03, 2024 The Groveland City Council held a regularly scheduled meeting on Tuesday, September 03, 2024 in the E.L. Puryear Building located at 243 S. Lake Avenue, Groveland, FL 34736. Mayor Evelyn Wilson called the meeting to order at 7:15 p.m. with the following members present, Vice Mayor Mike Radzik, Council Members Richard Skyzinski, Barbara Gaines and Dina Sweatt. City officials present were City Manager Mike Hein, Deputy City Clerk Ciara Bender, Sergeant-At-Arms Chief Shawn Ramsey and City Attorney Anita Geraci-Carver. OPENING CEREMONIES a. Invocation provided by Pastor Sharnae Daniels, Hope International Church GUEST SPEAKER, PRESENTATIONS AND PROCLAMATIONS Proclamation - Childhood Cancer Awareness Month September 2024 Mayor Wilson read the proclamation into the record in its entirety. Jessica Messer was presented with the proclamation. She spoke about two (2) year old Bennett, who passed away from cancer. Ms. Messer and her family started a non-profit organization named The Winking Warrior Foundation in Bennett's honor. CONSENT AGENDA Vice Mayor Radzik requested the removal of Item C. Agreement relating to Cypress Transportationand Public Works Director TJ Fish reported the item was thet first amendment to an agreement that was already approved, executed and recorded with Lake County. The original agreement allowed the approval of the onsite construction plans while staff completed review of offsite plans. The amendment included the redesign of the trail Reserve requested by staff. 3 SEPTEMBER 3, 2024 CITY COUNCIL MEETING MINUTES Vice Mayor Radzik asked what the developer was doing to promote growth paying fori itself. Mr. Fish replied the developer was financially responsible for rebuilding a collector roadway with an adjacent trail. He added that the infrastructure investment would be significant. Vice Mayor Radzik inquired if wastewater impact fees had been prepaid. Mr. Fish reported the impact fees were not prepaid and the agreement amendment would hold the developer Vice Mayor Radzik noted there had been a lot of talk regarding South Lake Regional Park being a spray field in the past. He reported receiving an email from E Sciences to Lake County. Mr. Fish reported the email was received to Lake County fifteen (15) years agoas to whatever the current rates were. part of their due diligence before purchasing the property. Motion: Vice Mayor Radzik moved to approve Resolution 2024-87: First Amendment to Development Agreement relating to Cypress Reserve; seconded by Council Member Sweatt. Public Comment: Mark Lacek reported Clermont owns forty-five (45) acres directly next to the South Lake Regional Park Cypress Reserve Development. Clermont's property was used a dump for twenty-five (25) years. After testing, Clermont was unable to use property due to contamination. Mr. Lacek felt the item Chris Carroll stated the issue he has with a fifteen (15) year old test was that itcould lead to children and residents being affected down the line. He felt a Jennifer Eastridge stated she would like to give her time to Mark Lacek. Mr. Lacek stated he would like to know more about the developer's testing Keith Keogh suggested the test be completed again to ease concerns. Resolution 2024-81: Cypress Bluff Phase 1 Final Plat Community Development Director Tim Maslow stated the project was on the site of the old mansion, south of Lake Emma Road on Villa City Road. He reported the item was approved by the Planning and Zoning Board based off meeting code and Vice Mayor Radzik asked what would happen after the final plat stage. Mr. Maslow stated the developer would be able to build outside of the model homes. infrastructure requirements. 4 SEPTEMBER 3, 2024 CITY COUNCIL MEETING MINUTES Vice Mayor Radzik asked if there were any improvements to Villa City Road required with the Development Agreement. Mr. Fish stated there was a requirement for a turn lane, as well as an offsite trail along Villa City Road and offsite utility improvements. Motion: Council Member Skyzinski moved to approve Resolution 2024-81: Cypress Bluff Phase 1 Final Plat; seconded by Council Member Gaines. Chris Carroll asked if anything was in the works to expand State Road 19. Mr. Fish reported State Road 19 was under state jurisdiction. Council Member Skyzinski asked if four lanes would be a good idea. Mr. Fish stated the road would definitely need to be expanded and a study would be needed to determine the best way to achieve what was needed for capacity. Public Comment: PUBLIC COMMENT Mark Lacek felt the soil testing for the SOWhLaMeRegonaIPa Cypress Reserve Development Jennifer Eastridge stated it was rumored that Kroger and Amazon were supposed to assist with the purchase of a ladder truck. Mr. Hein stated he was unaware of any such agreement outside of property taxes and other contributions. Ms. Eastridge asked if any grants were applied to the Amy Jo Carroll stated semitrucks were being rerouted through Bible Camp Road and was a cause Chris Carroll expressed his concern for longevity raises being cut, as it gives employees a reason to stay. He noted Orange County has seen an increase in fatalities due to experienced staff leaving. City Attorney Geraci-Carver City Attorney Geraci-Carver reported a question was brought up at the last city council meeting regarding the legality of Ordinance 2023-38 Public Service Tax on Water.
