Councilmember Angelina Cahalan is excused. PLEDGE OF ALLEGIANCE TO THE U.S. FLAG LAND ACKNOWIEDGEMENT  The Millbrae City Council acknowledges that we occupy the unceded ancestral, traditional, and contemporary homeland oft the Ramaytush Ohlone peoples, who are the original inhabitants oft the San Francisco Peninsula. We wish toj pay our respects to the Ancestors and Relatives of the Ramaytush Community and to affirm their sovereign rights as First Peoples. We recognize that the Ramaytush Ohlone have lived in harmony with nature for millennia, and that to achieve a truly ecologically sustainable future for Millbrae, we must embrace Indigenous traditional ecological knowledge in how we care for the city's lands, waters, and alli its people. We will continue to uplift and foster al meaningful relationship with the Ramaytush Ohlone community, and  we ençourage all to visit www.ramaylush.org to learn more about the Ramaytush Ohlone people. Discuss and Consider Ordering the Submission of a Measure on Article 34 of the California Constitution for the November 5, 2024 General Municipal Election and Setting Priorities for Filings City Manager Tom Williams introduced David Lim from Richard Watson Gershon (RWG) as the City's City Attorney David Lim thanked the City Council for the opportunity and introduced himself. City Manager Williams presented the report and read the San Mateo County Board of Supervisors' August 7,2024 agenda title into the record: "Item No. I - Receive a report from County staff about the work and consultation that the Board of Supervisors directed regarding the proposal to place on the ballot at the November 5, 2024 General Presidential Election an Article 34 ballot measure and provide direction  ACTION new City Attorney.  regarding any future steps."  The Council asked questions and provided comments. The following members oft the public spoke regarding this item:  Patricia Lam Karen Lobo  Motion by Fung/Schneider to continue the item to August 7, 2024 at 6:00 p.m. Continued City Council  meeting. Motion carried 4-01 by roll call vote.    CITY COUNCIL  August 16.20461  There is Council consensus to cancel the August 7, 2024 Continued City Council meeting ift the San Mateo  County Board of Supervisors takes no action on pursuing the Article 34 ballot measure. Adopt Resolution No. 24-69 Authorizing an Increase in the Project Budget for the Nearshore Outfall Restoration Project in the Amount of $20,000 for a Total Project Budget of $1,005,057, and Authorizing the City Manager or Designee to Execute Contract Changer Orders with Disney Adopt Resolution No. 24-70 Authorizing the City Manager or designee to execute a professional services agreement with GHD Incorporated for the SFO Pump Station Rehabilitation Design Project, and authorizing the City Manager to execute all change orders up to the design project contingency Approve, by motion, a request from the Millbrae Chamber of Commerce for parking lot and street closures and fee waivers for the Art and Wine Festival on August 31-September 1,2024-ACTION Approve, by motion, a request from the Millbrae Chamber of Commerce for street closure and fee  Construction, Inc. up to the Total Project Budget-ACTION  2.  of$24,002 for a total design project amount not to exceed $184,017- = ACTION  3.  (Removed, for a separate consideration)  4.  waivers for thel Holiday Tree Lighting on December 7,2024-ACTION  There was no public comment on the Consent Calendar.  Motion by Papan/Schneider to approve the Consent Calendar except Item #3. Motion carried 4-0 by roll Approve, by motion, a request from the Millbrae Chamber of Commerce for parking lot and street closures and fee waivers for the Art and Wine Festival on August 31-September 1,2024-A ACTION  call vote.  3.  Video Time: 30:37  The Council asked questions and provided comments. allowed to attend the Chamber meeting.  Councilmember Schneider stated that she has been a paid Chamber member since 2014 and was not City Manager Williams stated for the record that, as elected officials, they must abide by the Brown Act. If three Councilmembers had been in attendance, it could violate the Brown Act. Councilmember Papan is the Council-designated liaison to the Chamber of Commerce, and Mayor Fung attended as the City is also a  member oft the Chamber.  There was no public comment regarding this item.  Motion by Papan/Goodman to. Approve, by motion, a request from the Millbrae Chamber of Commerce for parking lot and street closures and fee waivers for the Art and Wine Festival on August 31-September 1,  2024. August 6, 2024 Video Time: 42:32  Discussion and Direction on the City's position on the Article 34 of the California Constitution Measure Proposed by the San Mateo County Board of Supervisors for the November 5, 2024 General  Election - ACTION  City Manager Tom Williams presented the report. The Council asked questions and provided comments. The following members oft the public spoke regarding this item:  Stephen Rainaldi Ken Smith Stella Lau Karen Lobo Alice Kuang Dan Stegink  Motion by Papan/Schneider to adopt Resolution No. 24-71 Opposing the San Mateo County Board of Supervisors Article 34 Measure Proposed by the San Mateo County Board of Supervisors for the November 5, 2024 General Election.
