FLORIDA FOREST SERVICE Agriculture & Consumer Services Forest Protection Program The Florida Forest Service provides wildland fire protection in Taylor County through a cooperative agreement with the county. This agreement ensures a complete understanding ofthe commitment between Taylor County and the Florida Forest Service for emergency response. The county operating plan is a working document that outlines the capabilities and responsibilities ofe each cooperating agency including timber cooperators. The public benefits when all agencies establish coordinated efforts tol handle the same emergency. Additionally, the agency looks for support from emergency service organizations to implement wildland/urban interface mitigation programs throughout the entire year. With the help oft the county commission, we will ensure that the citizens have the protection they need from wildland fires. The Florida Forest Service: maintains four Type-2 tractor-plow units, two Type-1 tractors, a 5,000 gallon water tender, two 300 gallon brush trucks, 2500 gallon tracked water trailer and a tracked all-terrain vehicle with 500 gallons of water to scout and suppress wildland fires within the county. In addition, the Florida Forest Service Rural Community Fire Protection Program continues to provide equipment to fire departments at little or no cost to them tol help them meet their emergency needs. Wildfire. Activity During the past fiscal year, Florida Forest Service personnel responded to a total of 56 wildfires in Taylor County. These fires burned approximately 232.32 acres. These numbers represent al higher number offires and lower number of acres from the previous year when we had 56 wildfires that burned ai total of618.06 acres. In addition, the support given to the FFS by the Four Rivers Land & Timber Company, Taylor County Commission, Taylor County Fire-Rescue, local volunteer fire departments and other cooperators was, once again, very instrumental inl helping to limit the impact of wildfires on Taylor County residents. The FFS believes that compliance with open burning laws through a comprehensive burning authorization process as well as aggressive pre-suppression and prescribed burning programs are Over the past fiscal year, a total of 1,176 burn authorizations were issued in Taylor County. These authorizations included 15,010 acres and 2,910 authorized piles. In addition, FFS personnel provided landowner assistance for 9 pre-suppression fire line plowing requests to help protect 1,920 acres and 8 all essential components ofas strong forest protection program. prescribed burning assists totaling 460 acres. Last fiscal year, a total of 23 onsite inspections were performed in Taylor County. In addition, compliance checks are often performed to ensure compliance with safe burning practices and legal requirements. Firel Prevention Central to the Florida Forest Service's fire prevention efforts is its relationship with local citizens through schools, businesses, civic organizations, volunteer fire departments and local governments tol help reduce Last fiscal year, 361 fire prevention programs were done reaching an estimated 60,000 people. the number ofwildfires. Rural Community Fire Protection The Rural Community Fire Protection Program is a partnership in which the Florida Forest Service provides local volunteer fire departments with surplus equipment for the purpose of supporting the wildland firefighting efforts. Taylor County is an outstanding example of what can be accomplished through this program. With the support of the Taylor County Commission, local volunteer fire departments have been able to effectively use this equipment to protect the citizens of Taylor County. During this fiscal year, Taylor County was approved for $6,585 under a Title IV grant that was administered by the FFS toj purchase firefighting equipment for Taylor County volunteer fire departments. San Pedro Bay Landowners Association The San Pedro Bay Landowners Association (SPBLA) consists of landowners, land managers, state agencies, county governments and other interested parties working together as a unified team in forest resource protection. SPBLA members share a common interest in managing, protecting and promoting forest resources in and around the San Pedro Bay area with a stewardship ethic to ensure that these resources will be available for future generations. The role of the Florida Forest Service is to provide technical assistance to the members of the SPBLA. During the past fiscal year, the annual meeting was conducted in-person on. April 9, 2024. Cooperative Forestry Assistance Program The services provided by the county forester range from simple tree species identification and insect/tree disease diagnosis to the preparation of complex, comprehensive, multiple-use forest management plans for private, non-industrial forest landowners of Taylor County. These activities included: Annual Master Gardener Plant sale Forestry and natural ecosystems presentation at local high school Tree planting at high school Live fire demonstration to several Forestry practice for FFA contest classes Asiatince Forestry tive Coopera Federal Assistance Programs The Forest Stewardship Program encourages forest landowners to practice multiple-use resource management. This program provides a wide array oftechnical assistance and management advice through ac comprehensive Forest Stewardship Plan which is available to landowners owning more than 20 acres at no cost or obligation. There are currently 78 Taylor County landowners enrolled in the program with total ownership of over 17,030 acres. Southern Pine Beetle Prevention The Southern Pine Beetle Prevention and Assistance Program focuses on reducing risks of southern pine beetle outbreaks by encouraging proactive forest management. Itp provides funds for thinning operations, underbrush removal, prescribed burning and planting of longleaf and slash pine. Either longleaf pine or slash pine planting iss specified due to the better resistance of these species to southern pine beetle. Five landowners applied for assistance through Program this program. EQIP 26, 2023 12,1018PM CavInMorgan Grade The Environmental Quality Incentives ylorCounty Program (EQIP) is administered by the orda Natural Resources Conservation Service (NRCS). The Conservation Reserve Program (CRP) is administered by the Farm Service Agency. Each of these programs provides opportunities for technical advice and cost-sharing assistance to forest landowners in Taylor County. EQIP funds a host of forestry-related practices including wildlife management enhancement practices. As a result of the Farm Bill, opportunities exist for cost-sharing expenses for woodland management practices through both the EQIP and CRP programs. Through a Memorandum of Agreement, the county forester provides technical advice on forestry practices under both the EQIP and CRP programs. Fifteen EQIP applications requiring a needs assessment, tree planting, site prep, and herbicide inspections requiring the services ofthe county forester were requested this period. Hurricane Idalia Recovery Program Due to Hurricane Idalia, Governor Ron DeSantis and Agriculture Commissioner Wilton Simpson responded with the Hurricane Idalia Recovery Program to help landowners reforest the timber stands that were affected by the damaging winds and flooding. This program will cover up to 75% ofthe landowners' total cost for clean-up and replanting. During the program signup period 55 landowners in Taylor County enrolled in the program. USDA In response to hurricane Idalia the USDA, NRCS and the Farm Service Agency, had two programs helping landowners recover from the storm. These programs included debris clean up to reforestation. During the signup period ther were a total of 52 applicants applied to these programs. Practices include debris clean up, site prep spraying, replanting, and herbaecous weed spraying. Florida' 's Future Forest Program (Carbon Program) The Carbon program was voted on and approved by our State Legislators and will be available for five years with a minimum yearly allocation of2 million dollars. Unlike the other programs, this program is totally funded by Florida tax dollars. The program provides assistance for landowners to include chemical, mechanical, and burning site-prep, seedlings, and planting. This programs' objectives are to encourage AP22N2999MAAM4 Perry TaylorCounty Florida and provide assistance to landowners of Florida to sequester carbon by growing more trees. 2021 was the first year of this program and 2023/2024 Taylor County had 8 applicants approved for completing their planting practices. Forest Health This year, once again, we have a continued higher than average occurrence of pine saw fly. Pine saw fly attacks all species of pine by eating the needles, or defoliating, ofthe tree. This usually does not hurt the tree, but these insects attacked various stands from early spring to late fall. Most stands survived the attack, but some have various stages of mortality. There is no way to prevent these attacks but to manage As in previous years, aerial surveys of the county were conducted to identify any major bark beetle infestations. There is a rise in Ips Engraver beetle attacks due to the stressing on timber stands from Hurricane Idalia. Four Rivers has an area that a stand ofloblolly pine is being attacked. Other landowners have called and reported Ips beetle attacks are occurring. To help alleviate the beetle attacks on timber stand the Hurricane Idalia Recovery program has focused oni reforestation from damaged hurricane stands. To manage this issue stands should be thinned or for major outbreaks stands should be clear cut and replanted. Due to the past two hurricanes, there has been significant flooding that also stresses stand of timber where adverse conditions from both wind damage and flooding damage can cause stands to potentially die off. During the next few months there will be an increase ofl beetle aerial patrols in Taylor the stand after the fact. County to monitor these effects. The county forester performed 120 other forest health inspections relating to pine bark beetles in Taylor County during the past fiscal year. As is commonly the case, all these were typical of the routine small outbreaks of the less aggressive species of bark beetles - including the Ips spp. engraver beetles and black turpentine beetles. These were all harvested or contained with little additional loss to forest resources. Urban Forestry For the 31st consecutive year, the City of Perry earned the Tree City, USA designation. The Tree City, USA program recognizes cities for their efforts in maintaining a healthy urban forest. The county forester worked closely with the City ofPerry Tree Board and administration, providing urban forestry advice and assistance when needed. Arbor Day was celebrated with tree-planting ceremonies with the city of Perry. State Lands Management The Florida Forest Service isnot the lead managing agency on any state-owned land within Taylor County; however, forestry assistance is extended to other state agencies such as the Florida Fish and Wildlife Conservation Commission, Department of Corrections, and the Suwannee River Water Management District. The county forester is available to assist with timber management activities, such as insect and disease identification and control, timber sale and regeneration information, and prescribed burning recommendations on these properties. Training Tol better serve the residents ofTaylor County, the county forester attended several training courses during the past fiscal year. This included instruction in groundcover restoration, herbicides, the ITree Canopy & Design application, and the Natural Resources Conservation Service's (NRCS) requirements for In addition, the county forester attended the Florida Forest Service's annual Cooperative Forestry becoming a Technical Service Provider. Assistance workshop where the following topics were discussed: Forest Health = Herbicide Use and Damage Regional Conservation Partnership Program (NRCS) Forest Stewardship reporting (SMART, PRISM) EQIP and CRP program updates and projections an overview ofCFA program offerings and updates Regional Conservation Partners Program (NRCS) Tree Farm program updates Champion Tree program Ini total, more than 96 hours of training were completed with the aim of providing better service to the residents ofTaylor County. Conclusion The primary goal of the CFA program in Taylor County for the new fiscal year brings a few recent changes. The overall goal is toj present more outreach programs at the local schools to educate the youth on working forests and the products produced from timber. Through the office oft the county forester, the Florida Forest Service will continue to increase the visibility of the services which are provided to the citizens of Taylor County. In the event Respondent does not own vehicles, Respondent shall maintain coverage for Hired & Non-Owned Auto Liability, which may be satisfied by way of endorsement to the Commercial General Liability policy or separate Business Auto Liability policy. 9.3. Professional Liability insurance for "Errors and Omissions" covering as insured 9.4. Personnel: The Respondent agrees that when the services to be provided relate to a professional service which, under the laws of Florida, require a license, certificate of authorization, or other form of legal entitlement to practice such service, that the Respondent shall employ and retain the services of such qualified persons to render the services to be provided. 11. Independent Contractor: It is understood and agreed that the Respondent is an independent contractor with no express or implied authority to act for or to obligate Taylor County, except as specifically provided herein. 12. Licenses: The Respondent agrees to and shall obtain and maintain in effect, all licenses and authorizations as are required to do business in the State of Florida, including, but not limited to, licenses required by any state boards and other governmental agencies responsible for regulating and licensing the professional services provided and performed. Timely Accomplishment of Services: The Respondent agrees to employ, engage, retain, and/or assign an adequate number of personnel sO that all professional services will be provided, performed and completed in a diligent, continuous manner consistent with sound professional practices. 14. Standards of Professional Service: The Respondent agrees to provide and perform professional services in accordance with generally accepted standards of professional practice and in accordance with the laws, statutes, ordinances, codes, rules, regulations and requirements of applicable governmental agencies which may regulate or have jurisdiction over the project and services to be provided and/or performed for Taylor County, and by any sub-consultant engaged by the Respondent. 15. Documents: Original project documents prepared associated with this solicitation are, and shall remain, the property of Taylor County, and shall be delivered to Taylor County upon final completion or termination of the project. Original project documents may include, but not be limited to, original drawings; technical specification and contract documents; engineering reports; studies; design notes, and planning reports. All documents including drawings and technical specifications prepared pursuant to this solicitation are instruments of service in respect to the project and Taylor County shall have the right to use and reuse all such documents and to furnish. to others to use or reuse such documents without requiring any consent(s). Legal Insertions, Errors, Inconsistencies, or Discrepancies: It is the intent and understanding that each and every provision of law required as part of this solicitation and all supplemental Agreements shall be and is inserted herein. Furthermore, it is hereby stipulated that every such provision is deemed to be inserted herein, and if, through mistake or otherwise, any such provision is not inserted in correct form or substance, then this solicitation shall, upon application of either party, be amended by such assertion sO as to comply strictly with the law and without prejudice to the right of either party. 18. Indemnity: The Respondent agrees to and shall indemnify, and hold harmless Taylor County and its officers, agents, and employees from and against all suits, actions, claims, damages, costs, charges, and expenses, including court costs and attorneys' fees, of any character arising out of or brought because ofa any injury or damage received or sustained by any person, persons, or property arising out of or resulting from any asserted negligent act, errors, or omissions of the Respondent or its agents, employees, or sub-contractors. The Respondent is not required hereunder to indemnify and hold harmless Taylor County, its officers, agents, or employees, or any of them from liability based upon their own negligence. The indemnity required hereunder shall not be limited by reason of the specifications or any particular insurance coverage. 19. Liability: The Respondent shall be, and agrees to be and remain liable for any and all damages, losses, and expenses incurred by Taylor County caused by the errors, omissions or negligence of the Respondent, or by any sub-Consultant engaged by the Respondent in providing, performing and furnishing services, work or materials pursuant to this solicitation, and for any and all damages, losses, and expenses to Taylor County arising out oft the Respondent's negligent performance of any ofi its obligations. The Respondent shall be liable and agrees to be liable for and shall indemnify, defend and hold Taylor County harmless for any and all claims, suits, judgments, or damages, losses and expenses, including court costs, expert witness and professional consultation services, and attorney fees arising out of the Respondent's errors, omissions, negligence, or those of any and all sub-Consultants engaged by the Respondent during the providing, performing and furnishing of services, work or materials pursuant to this solicitation. Nothing herein shall be construed as a waiver of Taylor County'ss sovereign immunity as provided for under Chapter 768 Florida Statutes. 20. Controlling Law: This solicitation is to be governed by the laws of the State of Florida. Unless specifically stated to the contrary in any written consent to an assignment, no assignment will release or discharge the assignor from any duty or prevent the Respondent from employing such independent professional associates and consultants as may be deemed appropriate to assist in the performance of services hereunder. Nothing within this solicitation shall be construed to give any rights or benefits herein to anyone other than Taylor County and the Respondent, and all duties and responsibilities undertaken pursuant to this solicitation will be for the sole and exclusive benefit of Taylor County and the Respondent and not for the benefit of any other party. Itis understood and agreed that Taylor County shall have the absolute right to employ other consulting and/or firms providing professional services after completionterination of this solicitation, using documents or any other documents which are prepared by other firms or otherwise pursuant to this solicitation. 23. Termination: The failure of either party to comply with any provision of this solicitation shall place that party in default. Taylor County shall be the final authority as to the availability of funds. Upon any such termination, the Respondent shall be paid for all approved and accepted services performed to the date ofs such termination. 24.4. After receipt of a termination notice and except as otherwise directed, the Respondent shall: 24.4.1. Stop work on the date and to the extent specified. 24.4.2. Terminate and settle all orders and subcontracts relating to the 24.4.3. Compliance with Regulations: Respondent is required to comply with all applicable Federal agency regulations, policies, procedures and directives, including without limitation those listed directly herein or by reference, as they may be amended or promulgated from time to time during the term of this Solicitation. The failure of these provisions to specifically reference a particular federal or state law, regulation, policy or directive shall not excuse the Respondent from compliance with same to the extent such law, regulation, policy, or directive is applicable to the Respondent's performance of the project or services. 25.3. Incorporation of Provisions: The Respondent will include the provisions stated herein in every subcontract, including procurements of materials and leases of equipment unless exempted or issued directives. The Respondent will take such action with respect to any subcontract or procurement as Taylor County may direct as ai means of enforcing such provisions, including sanctions for noncompliance. In the event Respondent becomes involved in, or is threatened with, litigation with a sub-consultant or supplier as a result of such direction, the Respondent may request Taylor County to enter into such litigation to protect the interests ofTaylor County. 25.4. Nondiserimination: The Respondent shall comply with the regulations relative to nondiscrimination in Federally assisted programs of the U.S. Department of Treasury Title 2, Code of Federal Regulations, Part 200, as they may be amended from time to time, and Section 202 of Executive Order 11246 of September 24, 1965, which are herein incorporated by reference and made a part of this solicitation. 25.5. Solicitations for Subcontracts, Including Procurements of Materials and Equipment: In all solicitations made by the Respondent, either by competitive bidding or negotiation for work to be performed under this Solicitation, including procurements of materials and leases of equipment, each potential subcontractor or supplier shall be notified by the Respondent of the Respondent's obligations under this Solicitation and the regulations relative to nondiscrimination on the basis of protected classes. 25.7. Where any information required of the Respondent is in the exclusive possession of another who fails or refuses to furnish this information, the Respondent shall certify to Taylor County as appropriate, and shall set forth what efforts it has made to obtain the information. Interest of] Public Officials: No member, officer, or employee ofthe public body or of a local public body during his tenure or for one year thereafter shall have any interest, direct or indirect, in this solicitation or the proceeds thereof. For purposes of this provision, public body shall include municipalities and other political subdivisions of States; and public corporations, boards, and commissions established under the laws of any State. 25.10. Certification For Disclosure of Lobbying Activities: Respondents participating in Taylor County federally funded projects are required to indicate their compliance with the provisions and restrictions concerning Lobbying Activities on Federal-Aid Contracts by completing both FDOT Form No. 375-030-33 and Form No. 375-030-34. 25.10.1. The Respondent shall ensure that its subcontractors comply with the Lobbying Disclosure Act of 1995, as amended (2U.S.C. $1601 et seq.), as prohibiting any organization described in Section 501(c)(4) oft the Internal Revenue Code that engages in lobbying activities, from receiving federal funds, including through an award, grant, and/or subgrant. 25.11. It is mutually understood and agreed that the willful falsification, distortion or misrepresentation with respect to any facts related to the project(s) described in this Solicitation is a violation of the Federal Law. Accordingly, United States Code, Title 18, Section 1020, is hereby incorporated by reference and made a part of this Solicitation. 25.12. It is understood and agreed that if the Respondent at any time learns that the certification it provided Taylor County in compliance with 49 CFR, Section 26.51, was erroneous when submitted or has become erroneous by reason of changed circumstances, the Respondent shall provide immediate written notice to Taylor County. It is further agreed that the clause titled "Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion -Lower Tier Covered Transaction" as set forth in 49 CFR, Section 29.510, shall be included by the Respondent in all lower tier covered transactions and in all aforementioned federal regulation. 25.13. Taylor County hereby certifies that neither the Respondent nor the Respondent's representative has been required by Taylor County, directly or indirectly as an express or implied condition in connection with obtaining or accomplishing and/or all work pursuant to this solicitation, to 25.13.1. 25.13.2. employ or retain, or agree to employ or retain, any firm or person, or pay, or agree to pay, to any firm, person, or organization, any fee, contribution, donation, or consideration of any kind. 25.14. The Respondent further acknowledges that any document associated with this Solicitation will be furnished to Taylor County and any federal agency in connection with this Solicitation involving participation of Federal-Aid funds, and is subject to applicable State and Federal Laws, both criminal and civil. 25.15.1. Mandatory Disclosures (2 CFR 200.113). The Respondent as a non-Federal entity or applicant for a Federal award must disclose, in a timely manner, in writing to the Federal awarding agency or pass-through entity all violations of Federal criminal law involving fraud, bribery, or gratuity violations potentially affecting the Federal award.
