TOWN OF SEDALIA TOWN COUNCIL MEETING AUGUST 5TH, 2024 SEDALIA TOWN HALL, 6121 BURLINGTON ROAD Meeting Minutes Call to Order: Prayer & Meditation: Pledge of Allegiance Mayor Morgan Silent Roll Call: Mayor Morgan, Mayor Pro' Tem Faison, Councilwoman Jones, Councilwoman Wrenwick, and Councilman Sharpe. **Remote participants please mute, your mics. MOTION to approve the agenda was made by Councilwoman Wrenwick. Motion seconded B. MOTION to approve minutes from the July 1st, 2024 Town Council meeting, and the) June 24th Town Council agenda meeting was made by Mayor Pro Tem Faison and seconded by by Mayor Pro Tem Faison. C.Guests / Reports /Discussions I.Code enforcement Report The Code Enforcement Report was presented by Jeff Pointdexter, with Alliance Code Enforcement, ACE. For the open case at 6270 Burlington Rd - therei is a pending contract with the owner and Mr. Maynard. The case at 6124 Burlington Rd - the owner is asking for historical financial assistance in order to complete updates to the house. Iti is unclear as to whether they have started this process to apply for funding. Mayor Pro Tem Faison asked if we could get an update and move: forward with next steps as this has been an ongoing case since December 2023. The structure at 6020 Blue Lantern Rd, the owneris buying the material to make repairs to the windows and the door. Hel has secured the building. Needed repairs on the house at 6133 Burlington Road have been completed, this case is now closed. The violation case regarding 5910, 6004 and 6006 Blue Lantern Rd remains open and is currently in litigation. The junk vehicle, trash and debris at 6252 Blue Lantern Rd has now been abated and the case is closed. Multiple junk vehicles located in the woods at 6138 Blue Lantern Rd have been abated, the case is now closed. The overgrown lot at 6146 Blue Lantern Rd has been mowed; this case is closed. A NOV was 1 sent to owners at 655 Sedalia Rd due to grass exceeding the maximum height. For the case at 204 Martingale Dr, upon reinspection, there was no visible change. A hearing was scheduled for August 5th, but no one showed up. There were: no other updates unavailable. Jeffannounced information related tol his work position. Effective immediately Isaiah Clonch will be taking over for) Jeff as thet town's Code Enforcement Officeri in lieu ofhis promotion to handle planning and zoning cases. Isaiah was present and he was introduced to the Town Council. IL.Adoption of the Town of Sedalia Procurement Policy Mayor Pro Tem Faison reported that adoption of the Town of Sedalia Procurement Policy was needed as part of compliance for thet town's grant from the NCI Division of Environmental Quality (DEQ). This grant was awarded for completion ofthe Merger Regionalization Feasibility Study. There was al list ofs six different policies required, two of which the town was unaware of, so the department was following up with each jurisdiction MOTION to approve this policy was made by Mayor Pro Tem Faison. The motion was too confirm all that was needed. seconded by Councilwoman Wrenwick, Motion approved. III.Adoption ofthe Town of Sedalia. Allowable Cost Policy Councilwoman Wrenwick reported that in addition to the Procurement Policy, adoption of the. Allowable Cost Policy was also required as part of the compliance documents fori the MOTION to approve the' Town of Sedalia Allowable Cost Policy was made by Councilwoman Wrenwick: and seconded by Councilman Sharpe. DEQgrant. IV.Adoption of Revisions to the Town of Sedalia Nuisance Ordnance Mayor Morgan gave al briefr report on adoption oft the final revisions to be made to the Town of Sedalia Nuisance Ordinance. These revisions were: regarding the use of car covers on vehicles, and also to address the process ofr repeat violators. This matter was discussed thoroughly during previous' Town Council meetings until aj resolution was met. MOTION to approve adoption oft the revised Town of Sedalia Nuisance Ordinance was made by Mayor Pro' Tem Faison. A: seconded was made by Councilman Sharpe. Motion carried. V.Introduction of the New Town Clerk Administrator Dungee stated that it was previously announced that Kayla Dodd, the outgoing Town Clerk, was headed back to school. She introduced thei new incoming Town Clerk Brittany Shaw tot the Town Council and other meeting attendees. Brittany was given a warm welcome, and it was stated that everyone is looking forward to having herj join the 2 team. Brittany stated she was excited to bel here and was also looking forward to making acquaintance with town residents. VI. Guilford County Animal Control Update Administrator Dungee reported thata according to Guilford County Department of Health and Human Services, therea aret to date 14 cases ofrabies. The case numberk has been risingovert thel last few months, and they are: asking fora all citizens tol be careful while theya are outa and about. Int thei most recent case, it was al raccoon on East Vandalia Road in Greensboro that tested positive fort thei rabies virus. Inl North Carolinai thel law requires that all domestic pets (cats, dogs, and ferrets), whetherl living insideorc outside, aged four months or older be vaccinated fori rabies. It was said that anyone interested can receive: some tips tol help prevent you or your family from being exposed tot thei rabies virus. Councilwoman Wrenwick reported her experience at the NCMEMO conference and shared takeaways and key notes regarding thel legislative session. Councilwoman Wrenwick: noted thatthere is a first-tier suburbs council being formed that could be of service to the community. She also noted the websites thatv would be beneficial toi investigate for potential grants and funding opportunities. Councilwoman spoke about key voting statistics and trends inj past elections and stressed the importance of voting inl local elections. She noted that now all Legislation members are currently out ofs session and are home, SO nowi is a great time to reach out. Councilwoman Wrenwick also shared aboutland prevention assistance and sited www.andoss.org as thei resource tool to reach more Planning Board member Jay Rieihle, 302 Sharonwood Dr, asked for an update on the shooting occurrences reported on Bogues Way. Administrator Dungee noted that the resident who filed the report was out oft the country but had spoken with Guilford County Commissioner Mary Beth Murphy and said resident stated she would follow up with Mrs. Murphy upon her return to the US. Administrator Dungee was unsure ofa an intended timeline for the return oft the resident or the intended meeting with the county information on this topic. commissioner.
