1251 MINUTES OF THE CITY COUNCIL SPECIAL MEETING Thursday, October 17, 2024, at 6:00 p.m. The Decatur City Council special meeting was called to order by Mayor McQuiston at 6:01 p.m. and declared a moment of silence. City Manager Mara led the pledge. Those in attendance included Mayor Mike McQuiston and Council members: Eddie Allen, Will Carpenter, Darlene Hilton, Debra Jackson, Melinda Reeves, and Jake Hayes. Staff members present: City Manager Nate Mara, Police Chief Delvon Campbell, Fire Chief Deroy Bennett, Assistant Fire Chief Joe Boyd, Fire Prevention Captain Chris Mercer, Division Chief of Operations Jeffry Smith, Chief Building Official Wayne Smith, Public Works Director Greg Hall, Planning Director Dedra Ragland, IT Specialists Herandi Martinez, City Secretary Asucena Delgado, City Attorney Pam Liston, and Austin Jackson representing the Wise County Messenger. EXECUTIVE SESSION - In accordance with the Texas Government Code, Section 551.001, et seq., City Council will recess into Executive Session (closed meeting) to discuss the A.
