BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, OCTOBER 16, 2024 Ap pre/post meeting of the Borough Council of the Borough of Franklin Park was held on Wednesday, October 16, 2024 at 7:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. REGULAR MEETING AGENDA REVIEW: Mr. Junker reviewed the agenda with the following Additional Motions Motions have been added to the agenda since the work session including the partial contribution to the McCandless Franklin Park Ambulance Authority, the approval of the Northland Library 2025 budget and PENNVEST financing for the Ordinance No. 689-2024 Mr. Schwartzmier asked for clarification regarding the bulk requirement table being amended by Ordinance No. 689-2024, and Mr. Junker provided the Land Use Committee Minutes - Mr. Schwartzmier noted that the Land Use Committee had discussed ai fourth item that was not inçluded in the minutes, and he asked that the minutes be amended to include, "Amending the table in the M-2 to include an Attic." BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, OCTOBER 16, 2024 YMCA Consent to Leasehold Mortgage - Mr. Junker was contacted regarding a proposed Consent to Leasehold Mortgage that Huntington Bank is requiring for additional financing for the YMCA. Mr. Junker and his colleague reviewed and revised the document, and a motion was added to the agenda. Mr. Jordan Frazier, Chief Financial Officer of the YMCA of Greater Pittsburgh, explained that they are refinancing their debt with Huntington Banki from at taxable note to a tax-exempt note to give them a significant bump in cash flow to continue to invest in their facilities. Since the YMCA has a 99-year ground lease with the Borough, Huntington Bank is requiring the Borough to authorize the document although it is covered in the First Amendment to the Lease. A motion has been added to the regular meeting agenda to authorize the Borough Manager to execute the document in a form acceptable to the Solicitor. MANAGER'S REPORT DISCUSSION ITEMS Pennsylvania Economy League Home Rule consulting proposal - The proposal was provided to Council, and Mr. Ebner noted that there is a substantial fee. Mr. Ebner is exploring what PENNVEST loan for Ramblewood Pond Retrofit Project = We are planning to apply by the October 30th deadline. Brad Simmons of CEC is spearheading the application with Mr. Ebner's assistance. PENNVEST has been great in walking us through the process. We will not! know if we receive the loan until. January. We can also include legal and engineering fees in the loan. Mr. Ebner noted that fromi this point forward we will track each MS4 project other options may be available. Council discussed and concurred. separately. CODE ENFORCEMENT Mr. Palled discussed the building permit process and Borough follow up throughout construction. Council discussed the building on Wexford Bayne Road that has been under construction for several years and the appearance that construction has stopped for some time. Neighbors in the areal have reached out with concerns of loitering and other issues. Mr. Palled brought this up to see ifv we can review our ordinances and see ift there are other examples available to address building projects that sit for a while with no movement. Council and Mr. Junker discussed. Mr. Phillips Ms. Czekaj discussed that a homeowner had reached out to her regarding their submitted permit application for a pool. When they applied for the permit, they discovered that a previous owner had obtained a permit for a fence and shed that had been constructed on a walking trail easement owned by the Borough. Mr. Phillips clarified that thei fence and shed were incorrectly constructed on the easement after the permit was issued for a different location, and the shed is also located within the required rear yard. This was recently discovered when the current owners applied for a pool permit. There was some discussion, and Ms. Czekaj willl looki into the matter further and will talk with Mr. Phillips. will reach out to the property owner and will follow up with at formal letter. REPORTS FROM COUNCIL MEMBERS & MAYOR Mr. Myslinski reported that a neighbor was riding his bike last week and had a collision with ac deer resulting in hospitalization. Mr. Myslinski asked about the status oft the deer management program. Mr. Brower noted that we: are a little above last year's pace, buti iti is harder for the hunters to puti in hunting time due to limited daylight hours before and after work hours. Also, they cannot hunti in the populated areas due to hunting regulations. He suggested allowing hunters in the areas around Borough-ownedi water retention areas. Because of construction, there will be no hunting in Acorn Park this year. Mr. Schwartzmier thanked Chief Leach for recently placing the speed trailer on Cole Road.
