BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, OCTOBER 16, 2024 The regular meeting oft the Borough Council of the Borough of Franklin Park was held on Wednesday, October 16, 2024 at 8:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. The meeting was also held virtually via remote audio and video conferencing. Council President Uday Palled called the meeting to order. BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, OCTOBER 16, 2024 TREASURER'S FINANCIAL REPORT Mr. Weiskircher summarized the September Treasurer's Financial Report. The General Fund revenues for the month of September totaled $1,250,814. Year-to- date total revenues are $8,797,259, which represents 72.33% of the 2024 total budget. The General Fund expenditures for the month of September totaled $896,769. Year-to-date total expenditures are $7,262,731, which represents 47.48% of the 2024 total budget. Dr. Lir moved the September Treasurer's Financial Report be accepted as read, seconded by Mr. Schwartzmier and carried. POLICE REPORT - Mayor O'Keefe read the Police Report and activity report for the month of September 2024. The police responded to 466 calls for service. Mr. Schwartzmier recommended the FIRE COMPANY REPORT Mr. Myslinski read the Fire Company Report for September 2024. The fire company responded to 25 calls for the month and the manpower for the month totaled 749 volunteer BUILDING INSPECTION REPORT Mr. Phillips read the Building Inspection Report for September 2024. Mr. Phillips issued 21 permits and collected $10,781 in fees. Total value of construction was $916,099. Police Report be filed with the Police Secretary. hours. ANNOUNCEMENT OF EXECUTIVE SESSIONS ANNOUNCEMENT OF EXECUTIVE SESSION Mr. Palled announced that Borough Council held an executive session on September 18, 2024 to discuss a potential property acquisition and potential litigation; Borough Council held an executive session on October 2, 2024 to discuss a potential property acquisition; and Borough Council held an executive session on October 16, 20241 to discuss personnel. PINE CREEK ROAD SUBDIVISION,F PINE CREEK ROAD - Mr. Schwartzmier moved to approve Subdivision Application SS-24-10-02, submitted by BOLJCS Holdings for the Pine Creek Road Subdivision, to subdivide one loti into two lots located at Parcel ID#1069-M-299 on Pine Creek Road in the R-2: zoning district, contingent upon the Building Inspector/Zoning. Officer's Staff Report dated September 25, 2024, and the letter from LSSE dated October 8, 2024, seconded by Dr. Liand carried. PURCHASE KUBOTA UTILITYV VEHICLE FOR THE PARKS DEPARTMENT Dr. Li moved to authorize the purchase of al Kubota V Series utility vehicle for the Parks Department through M&R Power Equipment of Butler, PA, at at total cost of $19,169.51 under Sourcewell Contract No. 122220-KBA, ANNUAL CONTRIBUTION TO THE FIRE COMPANY = Mr. Myslinski moved the Treasurer be authorized to prepare a check in the amount of $100,000.00 payable to the Franklin Park Volunteer Fire Company No. 1, which represents the Borough's annual contribution to the Fire Company, seconded by NORTHLAND LIBRARY FOURTH QUARTER PAYMENT - Dr. Limoved the Treasurer's office be authorized to prepare a checki in the amount of $94,166.00 payable to Northland Library for the fourth seconded by Mr. Myslinski and carried. Ambulance Authority in the amount of $24,309.00, seconded YMCA CONSENT TO LEASEHOLD MORTGAGE - Mr. Malkin moved to authorize the Borough Manager to execute the Consent to Leasehold Mortgage by and among the Borough, the YMCA of Greater Pittsburgh, and Huntington National Bank, in ai form acceptable to the Solicitor, regarding certain financing for the Baierl Family YMCA located on the Borough's property at 2565 Nicholson Road, RESOLUTION NO.19712024.PENNVESTAPPLICATION FOR RAMBLEWOOD POND RETROFIT PROJECT Mr. Junker summarized Resolution No. 1371-2024. Mr. Schwartzmier moved to adopt Resolution No. 1371-2024 authorizing the submission of ai financial assistance application to the Pennsylvania Infrastructure Investment Authority for the purpose of partially financing the Ramblewood APPROVE 2025 NORTHLAND LIBRARY BUDGET = Ms. Czekaj moved to adopt the proposed: 2025 Northland Library! budget, contingent upon the Borough of Franklin Park providing up to $377,873.00 as INTRODUCE ORDINANCE NO. 689-2024, AMENDING CHAPTER 212 IN THE CODE OF THE BOROUGH OF FRANKLIN PARK, "ZONING,'TO AMEND THE RESIDENTIAL USES AREA AND BULKI REQUIREMENTS TABLE - Mr. Junker introduced Ordinance No. 689-2024, amending Chapter 212 in the Code of the Borough of Franklin Park; "Zoning," to amend the residential uses area and bulk requirements table.
