Motion carried 5-0. V. NEW BUSINESS 1. Presentation of the Annual Tax Collection Report from the office of Pablo "Paul" Villarreal Jr. Tax Assessor & Collector for Fiscal Year 2023-2024. Hidalgo County Tax Assessor & Collector, Pablo "Paul" Villarreal did a presentation of the Annual Tax Collection Report. Mr. Villarreal stated that the base totals for Tax Collections was $3,788,329.10 and the current tax collected to date is $3,527,573.86, 2. Discuss and consider approving the 2024Tax Roll Totals for the City of Alton as per Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by which is at 94.43% up from las years 94.35%. Section 26.09(e), oft the Texas Property Tax Code. Commissioner Ricardo Garza. Motion carried 5-0. 3. Presentation by Sigung Louis Garcia. Sigung Louis Garcia stated eight of his students won overall 16 gold medals in Hawaii and thanked the Mayor and Commission for having them present at the meeting. 4. Discuss and consider the purchase of: a fully equipped 2024 Dodge Durango Pursuit Vehicle with grant funds from Operation Stone Garden Grant (Grant# 3694507). Michael Martinez, Assistant Police Chief stated that the purchase of the Durango would be with funds from the Stone Garden Grant and is fully funded and fully equipped. Staff recommends approval. Discuss and consider approval of an Interlocal Agreement between the City of Alton and the County ofHidalgo for the 2024-2025 Urban County Program. Jeff Underwood, City Manager stated that this agreement is one that is passed every year sO the City has access to Urban County Program, which is CDBG funding. This year the City is looking at an estimate of $255,744.00 for the upcoming year, if the agreement is approved. Staff recommends approval. Discuss and consider approval of the Preliminary Work Plan and Budget for Fiscal Jeff Underwood, City Manager stated that this preliminary work plan includes approximately $290,000.00 to spend. Staff is requesting approval to allow for the continuation of street repaving for Taurus Estates #13 and Taurus Estates # 15 as funds become available through HUD. Funds for $3,000 are available for general administration to pay for publication of ads in The Monitor through Urban County. In addition, there is $15,000 available for use by Nuestra Clinica Del Valle for services. Staff recommends approval. Motion to approve. was moved by Mayor Pro Tem Arturo Galvan Jr. and 7. Discuss and consider approving the Investment Report oft the 3rd quarter of20241 for all City's funds and Bank of Oklahoma Financial (BOKF) Escrow accounts, in Jeff Underwood, City Manager stated that this item is presented quarterly as required. Money has been moved into the TexPool, which is a pool of funds across the state of Texas where local municipalities are able to invest into. Motion to approve was moved by Mayor Pro' Tem. Arturo Galvan. Jr. and seconded by Commissioner Ricardo Garza. Motion 8. Discuss and consider approval of Ordinance 2024-16, an amendment to the Jeff Underwood, City Manager stated that this was a comprehensive policy that brought together several one-page amendments that have been previously made. Mr. Underwood pointed out some oft the changes which include post retirement health benefits, flex day work schedule, reduction oft the payout oftotal vacation hours from 144 to 120 should an employee decide tol leave. Another change proposed is that twice a year an employee can sell back 401 hours oftheir time to the City, which reduces City liability. Staffrecommends: approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and 9. Discuss and consider approval of the Public Works Standard Operating Guidelines. Mauro Sandoval, Public Works Director stated that these guidelines would help give the department direction. Discuss and consider the approval of Change Order Number 1 to the contract with RDH Site and Concrete, LLC for the sanitary sewer trunk line relocation project on JeffUnderwood, City Manager stated that the sanitary sewer line installation on Main Ave has required the removal ofLift Station One, located by the canal, between Glasscock and Shary Rd, crews have encountered a great deal of water and have asked the City for help with labor costs. This change order will increase the contract cost in the amount of $56,137.00. Staff recommends approval. Discuss and consider the approval of Resolution 2024-29, nominating Hidalgo Jeff Underwood, City Manager stated that in previous years votes have gone to Mr. Amador Requenez. Mr. Underwood asked the Commission to vote as they wished. Mayor Salvador Vela stated that all 15 votes would go to Amador Requenez. Motion to approve was moved by Mayor Pro" Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo County Appraisal District Directors for 2025-2027. Garza. Motion carried 5-0. VI. Motion carried 5-0. Ricardo Gonzalez, City Attorney stated that no action was needed on what was discussed during Executive Session. VIL.CITY MANAGER'S REPORT Roel Garza, Community Services Director stated that flag football would be starting next week and will be kicked-off with aj pep rally. There are 18 flag football teams. IX.
