TOWN OF SAN ANSELMO Minutes of the Town Council Meeting of August 9, 2011 Present: 7:00 p.m. Coleman, Greene, Kroot, McInerney, Thornton CALLTO ORDER AND PLEDGE OF ALLEGIANCE ANNOUNCE ACTION TAKEN, IF ANY,IN CLOSED SESSION Mayor Greene announced there was no closed session. OPEN TIME FOR PUBLIC EXPRESSION There was no comment from the public. COUNCIL REQUESTS FOR FUTURE AGENDA ITEMS Coleman expressed thanks to the San Anselmo Arts Commission and the San Anselmo Chamber of Commerce for their participation in hosting a recent Picnics on the Plaza. Coleman announced the Economic Development Subcommittee is actively seeking participation with representatives from the Red Hill Business Association, the San Anselmo Antique Dealers Association and members from the Downtown Businesses. Kroot asked ifas stop sign could bei installed at Hillside and Laurel Ave. Police Chief Charles Maynard replied they visited the site yesterday and will see if a stop sign is warranted noting summertime is not a good time to review the request. They will have al better idea ofthe McInerney asked why the Safe. Routes to School construction project at Wade Thomas School did not Public Works Director, Sean Condry responded staff started the project earlier in the summer; however, McInerney asked in regards to the Wade Thomas Safe Routes to Schools project when staff anticipates Condry replied they are trying to complete the sidewalks before the school sessions start but there will be McInerney commented on the success of his attending the last Council meeting via Skype; from his vantage point it seemed to work ok and he is interested in feedback from Council. Thornton commented on item 1(d) thanking management, confidential employees, police staff and the Fire Department for taking reductions in the amount money the Town puts into their retirement and by Greene agrees with Thornton and thanked her for her comments stating there is a lot of controversy regarding the amount of money that goes from local government to pensions and that management, confidential employees, police and fire staff deserve credit for being responsive to these concerns.. Coleman pulled item 1(b) of the consent agenda requesting discussion from Finance Director Daria Carrillo confirmed the Town has implemented new accounting software which has various report options that can be generated for financial reporting. The new report is similar to report registers that have been previously distributed to Council with the exception of being more concise, all on one page and having Kroot feels thei reports from the new accounting software are an improvement and are easier to follow. APPROVE REQUEST OF THE VINEYARD AVENUE NEIGHBORS FOR THE TOWN'S PARTICIPATION INAI PAVING PROJECT ON THEIR NON-MAINTAINED ROAD, INAN Public Works Director Sean Condry presented the staff report requesting Council's approval of the Vineyard Avenue neighbors for the Town's participation in a paving project on their non-Town AMOUNT NOTTO EXCEED $6,320. maintained road, in an amount not to exceed $6,320. McInerney asked for the Pavement Condition Index (CPI) of Vineyard Ave. Condry responded Vineyard Ave is not a town maintained road sO the Town does not have a CPI for the road; he would guess 50% ofVineyard Ave to be ini the 20-30 CPI range and the other halfto bei in decent M/s, Thornton/Kroot, to approve the request from the Vineyard Avenue neighbors for Town participation in a paving project in the amount not to exceed $6,320 (Six Thousand, Three Hundred Twenty Dollars). 4. APPROVE CONTRACT PROVIDING FOR SHARING OF SERVICES BETWEEN THESANANSELMO POLICE DEPARTMENT AND TWIN CITIES POLICE AUTHORITY. Chief Maynard presented the staff report acknowledging the 2010-2011 Work Plan Goals in which the departments were asked to "Partner with the community to identify ways to share services with other government entities and utilize volunteer resources to provide enhanced community services with Thornton requested staff review the amount of money the Town would be saving in the following 24 Maynard replied an immediate annual savings to the Town would be $51,619; costs would be split for Police Captain and Police Dispatcher positions. McInerney requested further clarification regarding the Police Captain and which employees will remain Police Chief Maynard replied the Police Captain is a San Anselmo employee and will remain a San Anselmo employee. The Dispatch Supervisor is a Dispatcher for Twin Cities and will remain as an employee of Twin Cities, however San Anselmo will be sharing the costs for the Police Dispatch Supervisor and the Police Captain; the Police Lieutenant is a Twin Cities employee; the Police Records Manager is a San Anselmo employee; two Police Detectives are San Anselmo employees; there will be three Policè Reserve employees in San Anselmo and three Police: reserve employees in' Twin Cities. McInerney asked if there are material differences in employee compensation and or benefits between as San Anselmo employees. Twin Cities Police. Authority and the Town of San Anselmo with respects to costs. Police ChiefN Maynard replied yes, however the differences are not significant. Twin Cities Police Chief Cusimano noted Twin Cities Police contract is due to expire June of 2012 and they will be considering changing their PERS contributions, similar to San Anselmo's contribution rate. Chamber of Commerce President, Connie Rodgers stated the Chamber of Commerce met with Police Chief Maynard to explore the effects of shared police services on the business community. Chief Maynard assured the Chamber there will be no changes to the level of service that is currently being Peter Breen, Woodside Dr., explained that 12 years ago the San Anselmo Town Council agreed to research possibilities of sharing police services with the Town of Fairfax; unfortunately the Town spent approximately $60,000 for two separate studies trying to prove it was a rational increase for both communities. Recently the Twin Cities Police department was in the position of having to reconstruct their facilities and approached SAPD to temporarily share their facilities. SAPD agreed to the temporary shared facilities which proved that shared services are possible. Breen noted the Shared Services contract is an outstanding document and he is very appreciative for everyone who has worked on the project. Ted Wight, Carlson Dr., former member of the San Anselmo Police Department, expressed support for the shared police service proposal acknowledging the opportunity for the Town to save money. Wight appreciates Chief Maynard and Chief Cusimano for their efforts in making police shared services a Doug Kelly, Floribel Ave., views the consolidation as an improvement to police services stating the shared services comes with shared experiences and shared knowledge. Kelly noted that the County of Marin has over 130 government agencies at a cost of over $1.4 billion and he believes Marin towns and cities need to consolidate their services more rather than less. Kelly requests that Council approve the Wayne Cooper, Oakland Avenue, noted SAPD has previously worked well with the Twin Cities Police Authority. The meeting included discussions regarding concerns of future fiscal responsibilities for both agencies. Coleman did not want to see either of the agencies having an unplanned fiscal addition in the future; Mayor Chu and Dan Schwartz resolved Coleman's concerns. Greene acknowledged the successful meeting with Mayor Chu and Dan Schwartz affirming San Anselmo will benefit from the shared services agreement and will remove some criticism toward the SAPD regarding having too many upper-level personnel with unjustifiable management costs; sharing of services only makes sense and is the responsible thing to do. Greene feels shared services within public agencies will bel happening more and more and is happy to see San Anselmo is at the forefront. Thornton believes the shared service agreement will transition the police agencies to serve the public in a McInerney applauded those who worked on the shared services agreement; is in support of the agreement and feels it is a positive move that the Town should be doing more, stating a larger organization can be more professional; the Town will benefit in recruiting opportunities, continuing to recruit high quality Kroot is supportive of the shared services agreement acknowledging the agreement will save the Town money.
