July 2024 meeting, the Board of Supervisors was asked to fund a number of "unexpected costs" in the County, including $76k for school resource officers, $6k for animal shelter costs, $21k for JEB Stuart Rescue Squad, and $60k+ for replacement of the library HVAC system. The "agenda item" included "options" for funding these costs, including use of the Unrestricted Reserve Funds (listed as $11.2 million) or raising local taxes, such as the meals tax, the Personal Property Having paid taxes in Patrick County for over 20 years, have learned that the quickest way to have people hate you is to suggest "raising taxes." In discussion, the Supervisors indicated that they were reluctant to dipi into the URF funds (which are, at the end of the 20231 fiscal year, well above recommended levels) and reluctant to raise taxes that impact Patrick County residents, such as the meals tax or personal property tax. On June 13 the Patrick County School Board approved increased reimbursement to Patrick County for School Resources Officers. With the additional reimbursement for SROS our net increase to required local match is $75,806. Animal Shelter: We were recently notified by Boyce-Holland that moving forward they will need to charge the County for services performed on stray/unwanted animals under the care of the Patrick County Animal Shelter. Unfortunately, there are no past records/data to accurately predict the annual costs of these services sO we are conservatively estimating them at $500 per month or $6,000 per year. JEB Stuart Rescue Squad: When we were working through the budget in April/May we were told by their representatives that JEB Stuart Rescue Squad would cease operations on June 1, 2024 sO we took their Rescue Squad funding of $21,062 out of the budget. They have since communicated that they are going to try to continue operating as a volunteer squad. These funds are usually dispersed in November/December each year. Patrick County Public Library: The HVAC system at the library has been operating at half capacity recently and due to the age of the system, replacement is recommended. The approved quote for this is $67,000. The total unexpected costs of all these items totals $169,868 that was not budgeted for FY25.
