MCDANIEL COLLEGE UPDATE Ms. Heidi Reigel Associate Vice President of Constituent Engagement with McDaniel College provided an update from McDaniel College. Ms. Reigel highlighted the Carroll County Scholars Program and Ar motion was made by Councimember Chiavacci and seconded by Councimember Gilbert to approve noted that next week is Parent and Family weekend at McDaniel College. APPROVAL OF MINUTES the the Mayor and Common Council Meeting minutes of October 28, 2024. VOTE Councimember Hoff. NAYS: None. CONSENT CALENDAR AYES: Councilmember Chiavacci, Councilmember Dayhoff, Councimember Gilbert, and Amotion was made by Councimember Dayhoff and seconded by Councimember Hoff to approve the Consent Calendar, which consisted of the following: Approval of Change Order No. 1 with Watek in the amount of $122,000.00 for additional engineering for Westminster PUREWater project; Approval of Good Cause Waiver for 95 Carrol Street; and Approval of Change Order No. 1with Herman Restoration LLC, to repair, replace, and restore roof support structures ini the amount of $83,250.00. 1 VOTE Councimember Hoff. NAYS: None. AYES: Councimember Chiavacci, Councilmember Dayhoff, Councimember Gilbert, and REPORTS FROM THE MAYOR Mayor Becker noted her attendance at numerous meeting and events. Mayor Becker provided highlights from the Carroll County Women's Conference she attended and spoke at on Tuesday, October 15, 2024. Mayor Becker thanked the Police Department and Public Works Department staffs for their continued support of the many events held in the City. Mayor Becker closed by thanking all those involved in the Veterans Day Parade held on Saturday, November 9, 2024, and sent out a special thank you to all Veterans for their service. REPORTS FROM COMMITTEES Council Member Chiavacci on behalf oft the Public Safety Committee, noted that on November 6, 2024, Officer Hinds graduated from the Maryland Comparative Compliance Training Class. Councimember Chiavacci also noted that Detective Kent, Officer Bogin, PFC Stiffler, and PFC Lash received al letter of appreciation for the way they conducted themselves during the investigation oft the theft. Councimember Gilbert, on behalf of the Public Works Committee, noted many events that the Department of Public Works are working on along with winterizing all City Parks and working with the contractor for the tree lights along Main Street in preparation of the holiday season. Councimember Gilbert closed her comments by also noting that the Department of Public Works are working with the Department of Recreation and Parks on the upcoming Miracle on Main event, scheduled for Saturday, Councimember Gilbert on behalf of the Recreation and Parks Committee, provided the highlights on the upcoming Miracle on Main event with the Polar Express Train and Ice Skating at Locus Lane, November 30, 2024. scheduled for Saturday, November 30, 30, 2024, ini the downtown area. COUNCIL COMMENTS AND DISCUSSION regarding the 2024 Veterans Parade. Councimember Chiavacci expressed his appreciation to all those involved in the Westminster Wednesday events in the downtown area. Councilmember Chiavacci echoed Mayor Becker's praise Councilmember Dayhoff noted his attendance at the 2024 Maryland Municipal League's Fall Conference and that he attended Council President Pecoraro's class on parlamentary procedures at the conference. Councimember Dayhoff closed his report by providing the highlights of the Veterans Councilmember Gilbert noted her attendance at the 2024 Maryland Municipal League's Fall Councimember Hoff noted and thanked all the veterans for their service. Councilmember Hoff noted the kindness he feels in the City of Westminster as he is proud to live in the City. Councilmember Hoff closed by noting a recent walk around' Wakefield Vally Park and loved the work going on fort the project. Parade. Conference. Director of Public Works Summerhill provided the staff report and responded to questions of clarification given by the Common Council on the item. VOTE Councimember Hoff. NAYS: None. There was no new business to be discussed by the Mayor and Common Council. DEPARTMENTAL REPORTS Administration City Administrator Imhulse thanked all veterans who served. City Administrator Imhulse acknowledged the Kindness Week Proclamation and noted to the Mayor and Council of the ripple affect it provided and the message it sends to the City employees and future employees. Department of Recreation and Parks Director of Recreation and Parks Gruber provided the highlights to the many upcoming seasonal activities and events happening in the City of Westminster throughout the 2024 holiday season. Director of Public Works Summerhill noted the many projects the department has recently been Department of Public Works handling for the City. Community Planning and Development Director of Community Planning and Development Depo reported that on November 5, 2024, the Board of Zoning Appeals continued BZA Case No. 24-05, an appeal of the Zoning Administrator determination dated June 11, 2024, regarding signage at 301 East Main Street in the City of Westminster (SDAT#07- Director of Community Planning and Development Depo also reported that on November 6, 2024, the Historic District Commission approved the Post Construction Historic Tax Credit Application for 12 Anchor Street to replace in-kind the roof and gutters, in the amount of $3,880.68 and reviewed a letter from the Maryland Historic Trust related to the proposed residential development at 222 East Green Director of Community Planning and Development Depo closed his report by noting that on November 21, 2024, the Planning and Zoning Commission is scheduled to hold work sessions on Zoning Map Amendment ZMA 24-01 for the Willows project, located northeast of the Pennsylvania Avenue/Sullivan Road. Director of Community Planning and Development noted that the Commission held it's public hearing for ZMA 24-01 in October 2024 and left the record open until 4:30 p.m. on October 31, 2024, and the City has received additional public comments during that time.
