MINUTES OF THE COMMISSIONERS COURT  REGULAR SESSION NOVEMBER 19, 2024  BE IT REMEMBERED, that on the 19th day of November 2024 A.D. at 10:00 a.m. the Honorable Commissioners Court of Wichita County, Texas met in a regular voting session at thc Courthouse in Wichita Falls, Texas pursuant  toa adjourning November 15, 2024, with the following members present:  County Judge Jim. Johnson  Commissioner Mark Bcauchamp, Precinct No. 1 Commissioner Mickey Fincannon, Precinct No.2 Commissioner Barry Mahler, Precinct No.3 Commissioner. Jeff Watts, Precinct No. 4 Invocation by Commissioner Beauchamp Pledge of Allegiance Pledge to the Texas Flag Public Comments: 10:04 a.m. - 10:05 a.m. agood event with as good turnout.  Zoom audio and video were made available for this meeting.  Presentation of Employce of the Month Award for October 2024 to Tana Sikes, Wichita County Auditor's Office. Commissioner Fincannon mentioned that the Mexican. American Veterans banquet on Saturday, November 16" was Motion made by Commissioner Bcauchamp and secondedi by Commissioner Fincannon to approve and authorize the 24.1119.701 To authorize the County. Judge to sign the Statement of Agrcement Memorandum ofUnderstanding between the American Red Cross and Wichita County. A copy is attached hereto as Exhibit"A". 24.1119.702 Toapprove & ratifyt the County Judge's signature on al Fresenius Kidney Care Agreement for dialysis 24.1119.703 Toapprove update to the' Wichita County Policy Manual, Section 6.03 to delete Individual Employce 24.1119.704 Toauthorize the County Clerk to increase the passport photo fce from $101 to $15 to offsct the cost  following consent agenda items 24.1119.701 to 24.1119.712:  treatment for a jail inmate. A copy is attached hereto as Exhibit "B".  Safety Awards. ofpriority mailing.  24.1119.705 Tor reccive October 2024 Auditor's Rcport.  24.1119.706 Toauthorize forfeited, described as 90 days or greater, jury funds tol be transferred to the County's Gencral Fund, as authorized by Government Code 61.001(c). We will honor any checks currently outstanding with 24.1119.707 Toauthorize the creation ofa committce for RFP creation and bid revicw for the County's Generator grant (DR-4485). The committec will consist of:. Jim. Johnson, County Judge; Mickey Fincannon, Commissioner; Melvin Horany, County Attorncy; Dwayne Birkenfcld, Emergency Management Supervisor; Lconard Nauman, Emergency Management; Matt Davis, County Auditor; Jordan Wilson, Grant Associate and  a greater time frame before they are void at the longer time period. Commissioners Court Minutes November 19. 2024 Page2of3  24.1119.708 Toapprove Harper Perkins Architects invoice #20865.00-15 in the amount of $4,980.95 for architectural services related to thc Courthouse Renovations tol be paid from Permanent Improvement with linc(s) 24.1119.709 To approve Harper Perkins Architects invoice #20865.03-09 in the amount of $7,229.33 for architectural services related to the 30th District Court Renovation to bc paid from Permanent Improvement with 24.1119.710 To approve application and certification for payment #35 in the amount of $9,066.00 tol M&F Litteken Co. forj project #20865 Wichita County Courthouse Renovations, to be paid from Permanent Improvement 24.1119.711 To approve application and certification for payment #9 in the amount of $44,544.00 to M&F Litteken Co. for project #20865.03 Wichita County 30th District Court Renovation, to be paid from Permanent 24.1119.712 To approve M & FL Litteken Co. Wichita County Courthouse 30th District Courtroom Project Proposal Request #12 to add a new wall and door separating the existing mail room and the security office area on the first floor of the courthouse at an additional cost of$4,534.001 tol be paid from Permanent Improvement with  determined by the County Auditor.  linc(s) determined by the County Auditor.  with line(s) determined by the County Auditor. Motion carricd unanimously.  24.1119.713 Motion made by Commissioner Fincannon and seconded by Commissioner Bcauchamp to approve the regular bills for payment, verify payroll taxes have been filed, and order County Treasurer to disburse payroll and/or bills within 72 hours via U.S. Mail, FEDEX, UPS or clectronically unless dirccted otherwise or may be  picked up and legered in the Treasurer's Office. Motion carried unanimously.  24.1119.714 Motion made by Commissioner Beauchamp and seconded by Commissioner Mahler to approve and ratify the minutes of the November 12, 2024 regular session and the November 15, 2024 special session.  Motion carried unanimously.  24.1119.715 Motion made by Commissioner Beauchamp and seconded by Commissioner Mahler to approve the Wichita Falls Alliance for Arts and Culture Proposal to instal! six (6) unique installations to public spaccs in the  Courthouse and Courthouse Annex using ARPA Funds, not to exceed $5,500.00.  Motion carried unanimously.  24.1119.716 Motion made by Commissioner Watts and: seconded by Commissioner Bcauchamp to approve salary changes for the followingi positions in Department 530, Building Maintenancc, with funds taken from  Position 530.06 and funds added to Position 530.04 for 2025.  Position # 4 6  Adopted 2025 Salary $47,405.60 $42,000.00  Proposed 2025 Salary $48,405.60 $41,000.00  A copy is attached hereto as Exhibit "C". Motion carried unanimously. Reccived update on Courthouse Renovations and County Courthouse Annexes.  With no further action taken, Commissioners Court was adjourned at 10:49 a.m. and will meet in a regular session  on Tuesday, November 26, 2024.
