City Manager Jeremy Craig requested item 7B, the Presentation Proclamation for Breast Cancer Awareness Week, be moved ahead of item A, regarding Valley Clean Energy. Kate Laddish expressed gratitude to the Winters Fire Department and Police Department for hosting a successful Public Safety, Open House. She praised the involvement of various organizations and noted how events like this help strengthen community bonds, build trust, and improve communication. Laddish thanked Fire Chief Jack Snyder and Police Chief John Miller for their leadership and Chief Miller for his 8 years of service with the City of Winters. CONSENT CALENDAR 6.A. Adopt a Resolution Appointing Joseph Kreins as Interim Chief of Police pursuant to California Government Code Section 21221(h) 6.B. Resolution 2024-66 Approving the License Agreement with Tauzer Apiaries, Inc. 6.C. Minutes of the Regular Meeting of the Winters City Council Held on October 1, for Access to City Property to Host Bees 2024 City Manager Jeremy Craig provided an overview of the consent calendar items. Motion by Council Member Loren, seconded by Council Member Scianna to approve the consent calendar. Mayor Pro Tem Albert Vallecillo announced Presentation 7A, recognizing October 2024 as National Breast Cancer Awareness Month. He also acknowledged local efforts to promote the Thriving in Pink" initiative and requested a motion to approve the Proclamation. Motion by Council Member Loren, seconded by Scianna to approve recognizing October 2024 as National Breast Cancer Awareness Month. She highlighted the organization's ongoing efforts in Winters, including participation in local health events and collaborations with Winters Healthcare to support breast cancer patients. Hunter emphasized the importance of providing free programs and services to residents, including Spanish-language education on breast cancer and genetic risks. A breast cancer survivor, Patricia Cisneros, shared her mentorship role within the underserved Spanish-speaking community. High school students Kendra Cabrera and Karen Covarrubias presented their senior project, which focuses on raising breast cancer awareness through bilingual outreach. 7.A. Presentation from Mitch Sears, Valley Clean Energy Mitch Sears, Executive Officer for Valley Clean Energy (VCE), presented an overview of the Community Choice Aggregation (CCA) program, highlighting VCE's achievements, customer retention strategies, and financial health. VCE manages the generation portion of electricity bills, while PG&E oversees transmission and distribution, with over 90% customer retention across Yolo County. Since its establishment, they have sourced 80% of its energy from renewable sources, saving customers $3.5 million. VCE's programs focus on expanding electric vehicle (EV) charging infrastructure, introducing the Agfit Program to optimize agricultural energy use. Customer engagement efforts are strong; financially, VCE is debt-free, with plans to implement virtual power plants and offer more rate options for customers. 7.C. Presentation of the National Fire Academy. Managing Fire Officer Program Due to Captain Schechla being away, the presentation will be postponed to the next meeting. certificate to Fire Captain Matthew Schechla DISCUSSION ITEMS NONE CITY MANAGER REPORT City manager Jeremy Craig stated that this weekend, a Public Safety Power Shutoff (PSPS) event is expected; Fire Chief Snyder is working with Yolo County to identify affected addresses. Around 9 locations near Winters, including some outside the city limits, may experience power shutoffs. Updates will be shared on socialr media as more information becomes available. Starting Thursday, a fire weather warning is also in effect due to high winds, low humidity, and dry conditions. Residents are urged to be cautious with outdoor activities, as fire risk remains high through Saturday.
